Burlingame Park and Recreation Commission
Thursday, September 21, 1995
The regular meeting of the Burlingame Park and Recreation Commission was called to order by
Chairman Don Roberts at 7:30 p.m. in City Hall Conference Room A.

MINUTES
The minutes of the July 20, 1995 meeting of the Commission were approved as submitted.
OLD BUSINESS
Installation of New Ray Park Playground Equipment. Director Quadri reported that
installation of playground equipment for Ray Park is nearly completed. The equipment is
receiving lots of use.
2. Village Park Reports.
a. Director Quadri reported that a small, but enthusiastic crowd had celebrated the
dedication of the new Village Park playground equipment at the park earlier in the
day. The new installation is receiving rave reviews from users. Quadri again
thanked the committee that worked on the selection of the equipment.
b. Director Williams reported that Village Park neighbor Geraldine McConnell had
reported that problems have been occurring in the park area when soccer parents
park in such a manner as to disrupt residents. Williams reported on the steps that
staff has taken to resolve the matters. Commissioner Nil►neyer stated that the
soccer league will work with parents to ease neighbor concerns.
3. Washington Park Tennis Reports.
a. A report on the status of the legal action pending re the "tennis court bumps."
b. Several tennis players and Chairman Roberts spoke re tennis court operations and
maintenance issues.
1) During busy periods of play at Washington Park, some players take
advantage of current court use rules to play for an excessive time period.
Several systems for managing court use, such as meters, different types of
boards, etc. were discussed. Commissioners asked that staff research
alternative systenns at other public courts and report back to the
Commission.
2) Burlingame High School tennis court maintenance and operation were
reviewed. Several persons stated that the high school courts are usually
dirty and not safe to use because of the lack of court maintenance. Several
persons spoke in favor of installing lights at the high school courts.
3) Williams was asked to direct a letter to the newly designated San Mateo
High School District Superintendent Tom Molls, congratulating him on his
new appointment and describing some of the projects which the City has
supported to improve Burlingame High facilities for school and community
use. The Commission is concerned that the City's capital investments at the
high school not be wasted due to inadequate maintenance of critical
facilities.
2. Teen Programs. Director Williams reported that organized classes, leagues and activities
have started for the fall season. Williams and Recreation Manager Randy Schwartz
reported on their visit to King Community Center in San Mateo, where they discussed
teen facilities and programming with City of San Mateo staff. It was noted that the King
Center was designed and laid -out in such a way that teen programming areas could
function independently of the rest of the center and buffeted from the neighborhood. It
was noted that the City of San Mateo budgets for several staff persons to supervise teen
activities on a regular basis. A wide-ranging discussion of possible sites and program
issues regarding a teen center ensued.

Staff was asked to review legal issues and design alternatives'for a possible teen center
either at the Lions Club building in Washington Park or in the area east of the Burlingame
High School football field.
3. Review of Proposed Recreation Center Masterplan. In light of the lateness of the hour,
the Commission agreed to postpone review of the Recreation Center masterplan to the
October Commission meeting. Williams was directed to place this matter first on the
agenda for the October 19 meeting. Commissioners were urged to consider teen drop -in
center ideas and location for future discussion.
NEW BUSINESS
There was no new business to come before the Commission.
REPORTS
1. Park Director. Director Quadri indicated that, since there are several fairly new Regular
and Youth Commissioners, he will prepare a presentation for the Commission on park
issues of Commission concern, especially as they mesh or conflict with the City
Beautification Committee. This presentation will be made after the next round of
Commissioner appointments and reappointments.
2. Recreation Director. Director Williams reported that:
a. Fall classes are underway and the implementation of Visa/Mastercard forms of
payment have been very well received by the public.
b. A very successful City Picnic was put-on by the Chamber of Commerce on
Sunday, September 17. Next City special event is the Holiday Tree Lighting, now
moved to the first Friday evening in December - December 1, this year.
C. Williams and Erin Stanbridge, Burlingame High School student, reported on their
trip to Palm Springs for the Community Action Planning Conference. The
Burlingame group has taken -on the name "Burlingame Together" and has broken
down into four active committees. More information to come on Burlingame
Together.
3. Conunissioilers.
a. Commissioner Henderson complimented Shinnyo En Buddhist Temple on its
participation in and support of the Community Picnic.

b. Commissioner Kelly expressed his thanks to everyone'who helped make AYSO
Soccer Opening Day a grand success. Kelly also expressed his concern about
~" possible problems at Heritage Park. There are dark, unsupervised areas in the
creek. Should access to the creek be closed oM
