SUBJECT: Staff Report on Regional Skateboard F��ility Discussions
This is an informational report for the Commission.
Background.
On December 6, I met with representatives of Redwood City, San Carlos, Belmont, Foster City,
San Mateo and San Mateo County to discuss the potential for a regional skateboard facility. A
businessperson who operates a skate shop in the city of San Mateo had approached the San
Mateo Parks and Recreation Department about the development of a regional skateboard facility.
Several letters of support for such a facility had been received by several of us attending the
meeting.
Discussion.
Not only were group members unanimous in their opinions that such a facility in central San
Mateo County would be well received and heavily used, it was also agreed that discussions should
include roller hockey and recreational skating (e.g., bayfront paths).
No agency appears willing to take on development and operation of skating facilities by itself, at
this time. Everyone was intrigued by the idea of developing public skating facilities that could be
operated by private contractors, thus enabling the operators to charge lower user fees than would
be required to amortize land and development costs by private developers. Few public parks in
this area have been developed on a large enough scale to add new skating areas and support
services such as parking and restrooms.
When the group meets again in January, the County Director of Parks and Recitation will ask the
County staff in charge of managing County lands to attend the meeting. Information can be
available sites owned in this area by the County. San Mateo will also check for residual land
parcels and other possible sites. We know from our past discussions that recreational space in
Burlingame is at an absolute premium however, there may be a way we can assist someone with a
good project nearby.
I have attached a letter from the Belmont Director of Parks & Recreation in which he raises
several pertinent issues regarding skating facilities. All of these questions (and many more) will
need to be addressed before any project could move forward. I believe that we should continue
discussions about any and all options that might lead to public skating facilities in this area. The
Commission may want to go on record in support of continued discussions, as well.

Re: Regional Skateboard Facility
Dear Sheila:
On November 1, 1995 the Belmont Park & Recreation Commission discussed the
possibility of the City of Belmont's participation in a regional skateboard facility. The
Commission was very interested in the concept and I believe would support a
recommendation to our City Council for such a facility.
They did, however, raise several issues that still need to be addressed.
- What has been the experience of other cities with regard to a skateboard
facility?
- Would the park include both skateboard and in -line skate users?
- Would the park include areas for various skill levels?
- Could programs/lessons be made available?
- How much space would be needed, including space for parking?
- What support is there from area merchants? (in terms of donations
towards construction).
- Could a concession be set-up at the site to service/sell equipment and
set! focd/drink?
- How would ongoing operating expenses be handled?
- How is liability handled?
I realize that some of these questions cannot be answered immediately but they at
least will help to focus our discussions.

Dear John Williams,
My son and I live in Burlingame and skate boarding has been a real
problem with the police hasiling the kids with riding their skateboards in certain
areas, like mostly parking lot's are the best places and on curbs but the people
don't like them in front of their house's or where they park their cars.
So what I'm saying is that if we have somewhere for the kids to skate there
wouldn't be a problem with the kids in the parking lot's and in front of people's
house's. My son is 13 and he's been skating for bought a year now and he would
use the park probably every weekend.

facilities in the area where young people and adults could enjoy skateboarding, inline hockey and
inline recreational skating.
Unfortunately, land is so precious in the City of Burlingame that we have not been able to find a
good location for such a facility, let alone the funds with which to build it. The Burlingame Park
and Recreation Commission has expressed itself in favor of skating facilities in the City for several
years. Both Park Director Rich Quadri and I have talked with numerous people within the
community about skating facilities in recent months.
I personally believe that the most logical idea may be the concept of several skating facilities
jointly developed and operated throughout San Mateo County by the various public agencies in
the county, with private support for development and operation. Several city parks and recreation
staff persons and the County Parks and Recreation Director have met on this matter. We are
presently sharing the needs and possibilities with our advisory commissions to see if there is
support for going ahead with one or more joint projects.
This matter will be discussed by the Burlingame Park and Recreation Commission at its next
meeting on Thursday night, January 18. Commission meetings begin at 7:30 p.m. in City Hall
Conference Room A. I anticipate that the matter will come -up early on the agenda. Your letter
will be included on the Commission's agenda and I will be happy to present any other written

I would like to take this opportunity to introduce you to Mullane's Pop "N"
Stop. I have enclosed my business card, flyer and coupon for your
information. Mullane's Pop "N" Stop is an old -fashion popcorn cart that
serves fresh, delicious popcorn from a kettle. The Mullane family has lived
in Burlingame since 1978 and my children, Kelly and Sean, have attended
Franklin, Burlingame Intermediate and are presently attending Burlingame
High School.
Approximately a year ago, my son, Sean (now age 15) asked me how he
could make money during summer and wanted to know what type of jobs I
had when I was his age. I explained to him that I delivered the "News Call
Bulletin", mowed lawns and washed cars. In today's world, these options
are not readily available to our children. We discussed other options and
decided to wait until we came up with a unique idea. The opportunity arose
a few months ago when I spotted a traditional old -fashion popcorn cart for
sale. Sean and I have spent a great deal of time in the last three months
working on the trailer, cart and developing the business. The experience
Sean will derive from starting a business to, hopefully, successfully building
the business will be a valuable lesson for him.
We have obtained the necessary permits and insurance to sell popcorn,
snacks and beverages from the State Board of Equalization and have been
approved by the San Mateo County Health Department. Mullane's Pop "N"
Stop is requesting your approval to provide our service in the City of
Burlingame. The benefits the City of Burlingame could derive from our
service are listed on the next page:

1. The popcorn cart and umbrella

could serve as a meeting place
for
lost
children
or people
unfamiliar
with the area during a large event.
2. We could be an information center during baseball or soccer season,
as we would have a schedule of games, times and team names.
3. For instance, at Washington Park, there is no "snack shack". People
have to walk to Burlingame Avenue to get something to eat or drink
and then bring it back to watch a game. Mullane's Pop "N" Stop
would be ideal for this location. At Bayside, there is only one
concession area which apparently is not operating at this time.
Mullane's Pop "N" Stop is portable and can easily be moved to
different locations. We have received interest and support from
Brock Riddle (Burlingame Youth Baseball Association) and Mike
Bader (Burlingame AYSO). The popcorn, snacks and beverages will
be sold at reasonable prices. A preliminary menu is also enclosed for
your information. Hot water may be added so we can provide coffee,
tea or hot chocolate.
After reviewing this letter and enclosures, we would appreciate it if you
would obtain the approval of the Park and Recreation Commission in order
for Mullane's Pop "N" Stop to operate in the City of Burlingame. If you
have any questions or wish to view the cart, please contact me at 347-5357
or page me at 998-0222. I will be out of town until Sunday, January 21. I
will contact you during the week of January 29 to check on the status of our
request.
