HomeMy WebLinkAboutMin - PR - 1996.01.18MINUTES Burlingame Park and Recreation Commission Thursday, January 18, 1996 The regular meeting of the Burlingame Park and Recreation Commission was called to order by Chairman Don Roberts at 7:37 p.m. in the City Attorney's Law Library. ROLL CALL Commissioners Present Commissioners Absent: Staff Present: Guests Present: MINUTES Henderson, Nilmeyer, Nyhan, Pera, Roberts and Youth Advisory Commissioners Grijalva and Mau Kelly and Larios Directors Quadri and Williams Kevin Poor, San Mateo County Youth Commissioner, 1612 Howard, Burlingame The minutes of the November 16, 1995 meeting of the Commission were approved, as submitted. OLD BUSINESS 1. Introduction of San Mateo County Youth Commissioner. County Youth Commissioner Kevin Poor introduced himself to the Commission and discussed some of the activities of the County Youth Commission. 2. Bay Area Youth Commission Teen Conference. Recreation Director Williams noted that several cities were banding together to offer a conference on issues affecting teens. The conference will be held in San Mateo on April 20 and 21, 1996. Williams indicated he would keep the Commission advised on planning efforts for the conference. Youth Advisory Commissioners Grijalva and Mau indicated an interest in helping with planning for the conference. 3. Skating` Facilities. Director Williams reported on a meeting of county -wide park and recreation staff on the topic of development of skating facilities in San Mateo County. `-- The group has talked about three different kinds of skating: skateboarding, roller hockey and recreational skating (e.g., along the bayfront). He noted that no city is willing to commit to developing and operating skating facilities in its city, but virtually everyone was interested in a plan to develop one or more skating facilities that could be operated by contractors, with a minimal risk to each agency. The Commission discussed skating issues at length. Park Director Quadri was asked regarding the status of the tennis court and basketball court refinishing project at Ray Park. Quadri reported that staff is currently working on the project and all work will be completed as soon as the rainy season is past. The old basketball standards will be removed and the former basketball court will become an undesignated hard -surface play area upon which roller hockey could be played. No hockey goals will be provided by the City. It was the consensus of the Commission to request that staff continue to work with other county parks and recreation staff on the idea of developing one or more joint skating facilities in San Mateo County. Williams to keep the Commission advised on future developments regarding this matter. 4. Teen Center. Chairman Roberts requested that each future Commission meeting agenda continue to list "Teen Center" as an item for discussion, in order to reflect the Commission's concern with this issue. 5. Burlingame Together Report. Williams reported that Burlingame Together is currently working on several projects: intergeneration project matching -up seniors and teens; job/business training matching -up seniors and business people through the Rotary Club; cosponsoring Conflict Resolution training for parents with School District on February 3; cosponsoring seminar on Community Standards prior to Shinnyo-en Bridge of Friendship Luncheon; community blood drive in March; and planning for summer 1996 planning workshop (to be held in Northern California this year). 6. Washington Park Tennis Court "Bumps". Williams reported that the City Attorney had no new activity to report. A lawsuit in this matter has been filed. Williams will ask the City Attorney for a written report in February. 7. School District Athletic Fields. a. Franklin Field. Director Quadri reported on the actions that had been taken by the School District, contractor, architect and sprinkler vendor to solve the irrigation problems on the field. The irrigation system appears to be working well at this time and the turf is looking much better. 2 b. BIS Athletic Field. Quadri reported that he, Williams and Schools Business Manager Peterson have been asked to find a consultant to assist the City and �-- District in developing a plan to renovate the irrigation system. 8. Recreation Center Improvement Project Williams is presently finalizing an agreement with the project architect for first phase improvement at the Recreation Center. The project will depend upon some funding from the 1996-97 Capital Improvement Budget. Timing will be critical to fit with the summer and fall program schedules at the Center. The tentative schedule calls for asbestos removal in July and full project startup at the end of July, if the project is funded by the City Council. At present, the senior citizens group has not chosen to get financially involved with the project and so work will be limited to the southwest quadrant of the building and will include unreinforced masonry work in the social hall, remodelling of the restrooms to meet A.D.A. standards and a cleanup-fixup for the social hall. The School District has offered the use of Washington School for City sponsored summer camp, but there will still be some program impact for summer and, perhaps, for the start of fall programs. 9. Victoria Park Improvement Project. Director Quadri reported that activity is beginning on this project. He discussed proposed improvements for Victoria Park and noted that he is presently meeting with the landscape architect. Quadri expects project approvals in February and spring -summer construction. NEW BUSINESS I . Cleanup After Dogs in Parks. In response to a previous request from the Commission, Quadri demonstrated "pooper scoopers" available on the market which could be installed at park entrances. After considerable discussion by staff and Commissioners, it was agreed that the Park Department should try a pilot project with the scoopers at one or two parks. 2. Dalmatian Club- Request to Use Bayside Park. Quadri presented a letter request from the Dalmatian Club of Northern California, asking for permission to use Bayside Park for a speciality show on July 19, 1996. The club conducted a similar event in 1995, with no problems and a good attendance. The date requested this year falls in a good time slot after the end of youth baseball and between adult softball rounds. The only uncertainty about the use at this time was the question of whether or not the Youth Baseball Association is planning to host a post season tournament during that time period. Quadri recommended approving the request, pending an answer to the question of a baseball tournament. 3 It was moved by Commissioner Pera, seconded by Commissioner Nyhan and unanimously approved to recommend approval of the Dalmatian Club's use of Bayside Park on July 19, 1996 if there is no conflict with any Youth Baseball Association tournament. REPORTS Park Director. Director Quadri reported that: a. Commissioners annual recognition dinner has been scheduled for Friday night, March 15, 1996. b. After 15 years with the City of Burlingame, Rich Quadri is retiring as Park Director on May 10, 1996. Commissioners congratulated Quadri on his retirement and expressed thanks for his outstanding performance in the service of the City. 2. Recreation Director. Director Williams reported that: a. A successful program registration period hasjust been completed. Registrants were given the options of personally coming into the Recreation Center to register; registering by mail; or registering by telephone (now possible through the use of credit cards). Although staff underestimated the popularity of the telephone registration process and did not have quite enough telephones and staff assigned to that phase, the process seemed to go smoothly for a first effort. Clearly, patrons appreciate the convenience of registering by mail and by telephone. b. Staff is now turning its attention to planning for summer activities. 3. Commissioners. a. Commissioner Pera asked about the status of the after school athletic program at Burlingame Intermediate School. Director Williams reported that the basketball program was underway and that this is always a hectic time due to the large numbers of kids, coaches and teams involved. The program appears to be in good shape for the rest of the year. Williams noted that with a new School Principal and an almost new Recreation Director, it was probably appropriate for some City - School discussion re philosophy and program direction to take place this spring. b. Commissioner Henderson announced that she will be resigning from the Commission since her husband has accepted a new position in Spokane, Washington. Members of the Commission expressed their regrets at her leaving the Commission and the City. 4 Chairman Roberts especially complimented Commissioner Henderson for her work with the playground equipment selection committee this past year. He also noted �. that Commissioner Henderson has represented an important segment of the community - parents with small children - and expressed his hope that her replacement could be someone to fill that same role.
