My apologies for
forgetting, once
we got to my staff report
last Thursday,
to bring you up to date
on Ray Mullane's
proposal
to sell
popcorn and soda
in City
parks
at sports
events.
During the past couple of weks, Rich Quadri, Mike Ciardella and I have discussed the Pop-n-Stop
question and Mike and I inspected Ray's equipment. Rich is officially charged in the City Code
with the responsibility for approving vendor sales of any merchandise or food in the parks.
Neither Rich nor I are willing to open up parks carte -blanche to sales of different types of
products in our parks. We do have vendors who would would like to sell any numbers of things
in City parks. We would need to advertise and bid any new general vendor park sales program.
In the past, your Commission has recommended permitting the various youth sports leagues in
town to sell food for their own games as fund raisers and as a service to participants and
spectators. In the past, Youth Baseball has arranged for a contractor to come in and sell food at
Bayside Park for the league. Last year, Girls Softball arranged for Round Table Pizza to handle
their concessions. Youth Baseball would like Ray Mullane to handle at least some of its food
sales in 1996. We do not find that any different than what we have previously allowed and have
encouraged Ray and Youth Baseball to come to an agreement. (letter attached)
We plan to allow Ray to operate at either Bayside or Washington Parks when Youth Baseballl
games or tournaments are scheduled, as a representative of the league. Should any
Commissioners wish to include more discussion of this matter at the March Commission meeting,
please contact me by March 13 so I can include it on the agenda.
Again, my apologies for forgetting to report at your last meeting.

The Burlingame Youth Baseball Association is planning to have Ray
and Sean Mullane provide concessions during our 1996 season.
The Mullane's have a self contained concession cart which will
feature such items as fresh popcorn & cold drinks.
The Mullane's are planning to personally staff the cart for our
league games held throughout the week (evenings and weekends)
beginning April 8, 1996.
We have informed the Mullane's that all trash generated by the
service is to be appropriately deposited and all public health and
safety code requirements for food preparation and service are to be
complied.
Although the BYBA has made several unsuccessful attempts to provide
a similar service, we are encourage by the Mullane's enthusiasm.
If you have any questions regarding this endeavor, please contact

SUBJECT. Status eport Burlingame v. Interstate Paving
You asked for a written report on the progress of the suit
concerning the tennis courts. While we are proceeding with
discovery the case is somewhat in a holding pattern. An initial
case management conference was held late in 1995 and a further
conference scheduled for March. We have suggested that extensive
trial preparation be held off until at least the spring so that we
can determine if the bumps are appearing at the same rate or if the
process may have spent itself. It will be much easier to settle
the case if only a resurfacing needs to be done, rather a complete
reconstruction including the subgrade. (Our costs so far are
$9516.63 and I would like to minimize them as much as possible)
The current plan is to see what the circumstance is after the rainy
season and to return to further settlement discussions.

started a Youth Rolierhockey program
in June 1991 to meet the growing
need of the sport, which had 81 chil-
dren enrolled.
Rollerhockey was becoming very
popular and our local streets were
inundated by children playing
rollerhockey. The challenge of pro-
viding a safe place to play
rollerhockey was finding a site, the
expense of building a court and the
aesthetics of a board system.
After doing an assessment of ten-
nis court usage, the Community Ser-
vices Department decided to convert
an existing tennis court into a
rollerhockey court. With very little
modifications, the tennis nets and
poles were removed, holes were filled
and the court was lined.
Fund raisers were conducted by the
participants and their parents to im-
prove the rollerhockey court. 'there
was approximately S3,000 raised
-.through fund-raising efforts, which
is used to help offset the cost of
hurt improvements.
Improvements included, enlarging
the court with new fencing, resurfac-
ing and lining the court and install-
ing a 12-inch border along the fence.

Capistrano's natural and rustic look
of the downtown area, staff was very
sensitive to the types of improve-
ments of the court; therefore, a 12-
inch border was installed as opposed
to a four -foot border.

Within the past four years the pro-
gram evolved to include an instruc-
tional skills clinic for participants,
player evaluation sessions, a volun-
teer coaches certification program
and traveling teams, as well as a year-
round youth league.

Thank you for letter in support of a skateboard park in San Mateo County. It would be terrific if
we had facilities in the area where young people and adults could enjoy skateboarding, inline
hockey and inline recreational skating.
Unfortunately, land is so precious in the City of Burlingame that we have not been able to find a
good location for such a facility, let alone the funds with which to build it. The Burlingame Park
and Recreation Commission has expressed itself in favor of skating facilities in the City for several
years. Both Park Director Rich Quadri and I have talked with numerous people within the
community about skating facilities in recent months.
I personally believe that the most logical idea may be the concept of several skating facilities
jointly developed and operated throughout San Mateo County by the various public agencies in
the county, with private support for development and operation. As you saw in the newspaper,
several city parks and recreation staff persons and the County Parks and Recreation Director have
met on this matter. We are presently sharing the needs and possibilities with our advisory
commissions to see if there is support for going ahead with one or more joint projects.
This matter was discussed by the Burlingame Park and Recreation Commission at its last meeting
on Thursday night, January 18 and the Commission directed me to continue working with other
countywide park and recreation staff on the idea of county -wide skating facilities. I will continue
to pursue all possible alternatives.

Dear Mr. Williams,
As a taxpayer, and citizen of San Mateo County, I have realized the need for a
place for the adolescents of our county to go and interact with each other without the fear
of violence or the promise of being asked to leave. The 12- 18 year old group do not have
an area in this county designed especially for their needs and interests. Young children
have parks and adults have tennis courts and many other recreation areas available for
their recreation needs. Although there are recreation departments that adolescents can
utilize, they generally cost money and do not provide space for skateboarding.
�-- I have a fourteen year old brother who enjoys skateboarding. My family and I feel
that there are very few places he can and his friends can go to skate. We would like to see
a skateboard park built so that we can send my brother out with his friends and not have
to worry about them getting hit by a car or various other dangers that exists on the streets.
Skateboarding is a healthy sport that allows for exercise and the building of
coordination and skill. It is a positive outlet for adolescents, and it has been popular for
many years now. The problem is that there is nowhere for the skateboarders to go and
practice their craft." No skateboarding "signs are posted everywhere. It is time to
recognize the need for a skateboarding park.

On Friday, February 2,1996, we read an article in the SY. Chronicle regarding the
possibility of a regional skateboard park. We would like to let you know that we feel a
safe and legal place for our children to skateboard is very necessary. Our son is fifteen
years old and his sport of choice is skateboarding. He is very good at it. There are very
few legal places to skateboard. Our public school yards, where it is permissible to roller
blade, ride bikes, shoot baskets, or just hang out, prohibit skateboarding Our son is forced
to partake in his sport on the public streets, constantly on the lookout for cars,
pedestrians, and the police. Our son is not a criminal, does not take drugs, or belong to a
gang. He just wants to skateboard. He has attended the Visalia YMCA Skateboard camp
for two summers. It is a legitimate sport. There are currently successful and popular
skateboard parks in Palo Alto, Napa, Santa Rosa, Bencia, Sacramento, Davis, San
Leandro, Santa Cruz, and more in Southern California that we know of. We have been
with our son to many of these skateboard parks and we were impressed by the way these
parks were run and maintained. The skateboarders showed courtesy to one another,
followed the rules of the parks, and had a safe and legal place to partake in their sport.
We do need a regional skateboard park on the Peninsula, or even better, several.
We understand that there is a Bayshore area park in Burlingame being planned. This
would be a logical time to incorporate a skateboard park into the plans.
We support your efforts and look forward to seeing a safe and legal place for our
children to skateboard. Thank you for your consideration.
