HomeMy WebLinkAboutMin - PR - 1996.02.15MINUTES Burlingame Park and Recreation Commission Thursday, February 15, 1996 The regular meeting of the Burlingame Park and Recreation Commission was called to order by Chairman Don Roberts at 7:35 p.m. in City Hall Conference Room A. ROLL CALL Commissioners Present: Nilmeyer, Nyhan, Pera, Roberts and Youth Advisory Commissioners Grijalva and Mau (/vL i o s P ✓ht 5 cr) i ✓ Commissioners Absent: Henderson and L Staff Present: Directors Quadri and Williams Guests Present: Marti Knight, 455 Chatham Road, Burlingame MINUTES The minutes of the January 18, 1996 meeting of the Commission were approved, as submitted. OLD BUSINESS 1. Teen Program Reports. a. Recreation Director Williams reported that planning among various Peninsula and South Bay agencies is proceeding on the Youth Commission Conference in Redwood City on April 19. To date, none of the planning meetings for youth members have been held at a time and place convenient to our Youth Commissioners. Staff continues to attend daytime teen staff meetings. b. Several Commissioners expressed a concern re how we gather information on teen interests. Williams reported that, to date, only two teen interest surveys have been returned out of the several thousand Activity Guides distributed. It was suggested that copies of the teen interest survey could be distributed at Burlingame High by our Youth Commissioners. C. Commissioner Kelly stated that he felt programs directly aimed at teens were lacking in current Recreation Department offerings. It was noted that many teens are probably not going to be attracted to the Recreation Department catalog of activities and that targeted pieces for teens (such as Millbrae and Sunnyvale's productions) probably have a better chance of attracting teen interest. Director Williams also reminded the Commission of earlier discussions regarding the need for Recreation Department staff dedicated to teen programs. Current staff workloads do not permit anyone to regularly focus on teen issues. At the Commission's direction, staff is preparing a budget proposal for consideration during the budget process that would authorize a part time coordinator position to work with teens --particularly focussing on the direct on -campus contact necessary to open communication with young people. The Commission may decide after review whether or not it chooses to send such a proposal forward to the City Council. The successful Police Department on -campus program was noted as a good model. Commissioner Kelly will develop an idea list for teen recreation programs to be distributed with these minutes. (Attachment A) d. Commissioner Nyhan indicated that he continues to be a scout for a suitable warehouse location that could serve as a teen center. 3. Washington Park Tennis Court "Bumps". Commissioners reviewed the City Attorney's written report regarding the status of legal action in the matter of the Washington Park Tennis Court "Bumps." 4. Status of B. I S. Athletic Field Improvements. Park Director Quadri reported that the condition of the field has gotten worse in the past few months with the dumping of soil and waste from school construction and the elimination of any field maintenance activity. Callendar & Associates is presently preparing a proposal for the project and Quadri expects to have it available for the next meeting of the Commission. Recreation Center Remodel - Phase I. Williams reported that plans are moving ahead for a summer construction project involving the southwest quadrant of the building. Asbestos removal, unreinforced masonry concerns and A.D.A. qualified restrooms are included in the first phase. There will be some program disruption during the summer and early fall time periods. 6. Victoria Park Playground Project. The Commission reviewed the proposed plan for renovation of the Victoria Park playground area and park. Quadri will convene a committee to review proposed play equipment. MR 7. Ray Park Tennis/Play Court Refinishing Project. Quadri reported on the status of the Ray Park court resurfacing project. He expects that the City Council will award bids for the project at its April 1 meeting, with work finished by late spring. Chairman Roberts asked staff to contact resident Becky Kirchner regarding the status of youth roller hockey leagues and activities and report back to the Commission in March. 8. Commissioner Henderson Resignation. The Commission reviewed Commissioner Henderson's resignation letter with regret and expressed appreciation for Mrs. Henderson's many contributions to the Commission and the community. NEW BUSINESS There was none to come before the Commission. REPORTS l . Park Director. Director Quadri reported that the City Manager has indicated his preliminary intention to recommend to the City Council that the Park and Recreation Departments be combined into one Park and Recreation Department following his retirement. Staff will be meeting with the City Manager to develop a proposal which can be forwarded to the Council, probably in the month of March or early April. N� 2. Recreation Director. Director Williams reported that: a. Burlingame Together has planned two upcoming events - a community blood drive in March and a special program around Community Standards, scheduled on April 19 in conjunction with the Shinnyo-en Bridge of Friendship. Any Commissioner wishing to participate in the Bridge of Friendship day events should contact John Williams. b. Williams and Recreation Supervisor Pinney attended the recent California and Pacific Southwest Parks and Recreation Conference. Several session were offered at the conference regarding youth and teens. Williams reported that several new skateboard bowl facilities are under design or under construction in California and that roller hockey leagues are exploding in Southern California, with many cities offering full-blown programs for thousands of young people and adults. 3. Commissioners. a. Commissioner Kelly asked several questions regarding the proposed driving range and athletic facilities proposed for the former landfill site. Quadri will distribute a copy of the approved landfill site masterplan for Commissioner review. 3 b. Commissioner Pera asked about Franklin Field and Mercy High School use of the field. Williams reported Mercy High was not scheduled to use the field after mid - December. C. Commissioner Nilmeyer commented on the recent San Mateo Time article regarding the Elm tree replanting project on Oxford and Cambridge. Quadri noted that this story was an excellent example of community volunteerism in action. Through the work of the neighbors, those streets will retain their special appearance for years to come.
