SUBJECT: Report on Tennis C�jrt Wait and Play Time Systems
Mike Ciardella and I have talked with staff in eight other San Mateo County cities regarding how
they manage their public tennis court patrons who are waiting and how time actually played is
monitored. All cities reported having signs similar to what we have in Burlingame, establishing
the length of play. Times and singles/doubles differences vary among the cities.
The only consistent response was that no City has a system in place that staff particularly likes or
that they feel works well all of the time. Only two Cities have anything in place to monitor time
played. Six cities have systems to sort -out the waiting process--i.e., who's next?

The only City that appears to be considering a change is Foster City. They are considering a
system whereby court are divided into two groups. On one half of the courts, the next person
may enter the court on the hour, irregardless of how long the previous players have been on. On
the other half, players change on the half hour. This system has been used in some other cities
successfully after the tennis playing public learns how to use the system.
Recommendation.
I believe it may be appropriate to put in a ball holder at all of our court locations to help patrons
determine who of those waiting is eligible for the next court.
I do not recommend any type of monitoring system for time played. None of the systems we have
identified is foolproof and all have a downside.

RE: Field availability in Burlingame
First of all, I would like to introduce myself to you. Recently, I was elected by the Board of Directors to
the position of Regional Commissioner for Burlingame AYSO. In that capacity, I take over a program
which has enjoyed tremendous growth over the past few years. When I first joined the board in 1988,
under the direction of Ron Burks, we had an approximate enrollment of 750 children. The forecast for
1996 indicates we could double that number with over 1500 players on 116 teams. Recently, I put together
some statistics on the growth of our program for the years 1992 - 1996, which I have included with this
letter. The data indicates that Burlingame AYSO has enjoyed an average annual growth rate, during that
period, of 12.19%. Most of the growth has come from school age children, 13 years and younger. During
the same period, Burlingame elementary and intermediate schools (includes the catholic schools) show
average growth of 4.24% (statistics provided by the Burlingame School District, Our Lady of Angels and
St. Catherine schools). Today, we expect over 46% of the school age children 13 years of age and younger
living in Burlingame will participate in the 1996 season. This represents a significant segment of the
Burlingame community and when you add family and friends to the numbers you can begin to see the size
of the commitment necessary to support this program.
Growth for its own sake brings no benefit to the community. From my perspective, the AYSO program
simply provides the opportunity for the boys and girls of Burlingame to develop a positive self image while
playing soccer. Also, they have fun learning new physical and social skills. But, the limited field
availability in Burlingame could restrict the community's access to our program because we will lack the
space necessary to support the demand. The projected growth for the 1996 season, 7.58%, is far below the
average because we do not have the necessary space to field more teams.
Over the years, AYSO has enjoyed a positive working relationship with both the Burlingame High School
- and the city. Most of our games are played on the Burlingame High School fields and without their support
this program would not be possible. With the help of the city, the addition of the Franklin field reduces
some of the pressure on our upper division needs. However, for the first time since the high school allowed
us access to the stadium field we will not be able to use it every Saturday during the season. The net result
is that we may need another large space for the upper divisions. The most likely location, the practice field
behind the high school gym is the current field for the 6th Division. It is the one age group where we have
experienced the most growth, and it will be the hardest hit if we cannot get more field space for both games
and practice.
As I understand it, the Park Department and the Recreation Department will come under your direction
shortly. I would like to make a proposal to you for consideration by the commissioners. Basically, we
would ask that AYSO teams in our 6th Division, ages 6 & 7, be allowed to play on the outfield grass of the
Washington Park baseball field during the fall. Understanding that the grass needs time to regenerate
before the winter cold sets in, I propose a program which would give us access to the field but at the same
time keep the field in good healthy condition.
If we could run two games simultaneously, during the season, through the middle of November on fields
laid out in one area of the outfield; the next season run two games using a different area of the outfield
grass, I believe we could solve the problem.
I have enclosed a projection of the field schedule we propose for the 1996 season.
Our registration for the 1996 season will begin April 20th and it is very important that we have a clear
understanding of our field situation. I'll give you a call next week to see when we could get together to
discuss these issues.

I would like to take this opportunity to introduce myself to you and to bring you up-to-date with the AYSO
program in Burlingame. Recently, I was elected by the Board of Directors to the position of Regional
Commissioner for Burlingame AYSO. In that capacity, I take over a program which has enjoyed
tremendous growth over the past few years. When I first joined the board in 1988, under the direction of
Ron Burks, we had an approximate enrollment of 750 children. The forecast for 1996 indicates we could
double that number with over 1500 players on 116 teams. That represents over 46% of the school age
children under the age of 13, or 33% of all children under the age of 18 living in Burlingame.
Growth for its own sake brings no benefit to the community. From my perspective, the AYSO program
simply provides the opportunity for the boys and girls of Burlingame to develop a positive self image while
playing soccer. Also, they have fun learning new physical and social skills. However, due to the problems
associated with limited field access the program will not be able to grow beyond 1500 players unless
something can be done immediately. The projected growth for the 1996 season, 7.58%, is far below the
average. Other communities on the pennisula have experienced similar problems, forced to limit enrollment
and in some cases, have had negative growth. I have sent a letter to John Williams which addresses the
issues and enclosed a copy for your review. I would welcome any assistance you can provide to assure that
every child in Burlingame who wishes to participate in our program has the chance to do so.
