Burlingame Park and Recreation Commission
Thursday, April 18, 1996
The regular meeting of the Burlingame Park and Recreation Commission was called to order by
Chairman Don Roberts at 7:36 p.m. in City Hall Conference Room A.

MINUTES
Commissioner Larios noted that he was, in fact, present at the Commission meeting of February 15,
1996 and that he, not Commissioner Pera, had inquired about the scheduling of Franklin Field.
The minutes of the February 15, 1996 meeting of the Commission were approved, as corrected.
OLD BUSINESS
Teen Program Reports.
a. Recreation Director Williams reported that Youth Commissioners Grijalva and Mau,
along with Recreation Coordinator Cannon, are planning to participate in the
workshop for teens and youth commissioners at Redwood City on Saturday, April 20.
b. Several Commissioners had seen the recent newspaper article on the new Red Morton
Youth Center in Redwood City. Director Williams reported that the new facility is a
beautiful center with a full sized gym and several other nice program areas.
Williams reported that he was unable to include a part time Teen Coordinator position
in the proposed Recreation Department operating budget for 1996-97, as had been
requested by the Commission. Commissioners asked that Williams bring back a
report to the Commission at its May meeting, indicating the cost of adding a staff
member who could develop programs for teens.
d. Williams reported that applications for Youth Advisory Commissioners for 1996-97
would be ready for distribution by the May Commission meeting.
3. Washington Park Tennis Court "Bumps". Williams reported that legal processes are still
proceeding towards the September trial date. An attorney and consultant representing the
contractor recently came to the park to look at the bumps.
4. Tennis Player Registration/Time Limit. The Commission reviewed the staff report on this
matter. In the staff report, Williams had reported that only Menlo Park (chalkboard) and
Foster City (parking meters) have systems in place to monitor players' playing time on the
courts. Several cities have systems in place to monitor player waiting time. Chairman
Roberts stated that his major concern was players abusing their playing time privileges on the
court.
Williams indicated that the Recreation Department staff had found no playing time
monitoring system that appeared to work well enough to justify the cost of installation and
maintenance. He noted that Foster City recreation staff reported that, although their parking
meters work well during periods of busy play, problems had been created by the meters at
times when few other players were on court playing or waiting to play. Foster City
Recreation Supervisor Linda Klein reported that they were planning to remove their parking
meters because of the problems that had been caused by the meters.
Williams noted that it will cost approximately $1,000 to install four parking meters at the
Washington Park tennis courts. Some revenue would be realized from the meters. Williams
recommended against the installation of parking meters at the Washington Park tennis courts.
Commissioners discussed the issue of timing systems and parking meters at some length.
Youth Advisory Commissioners Grijalva and Mau spoke in support of parking meters to
monitor play. Commissioners noted that significant amounts of revenue could be realized
from the parking meters.
It was moved by Chairman Roberts, seconded by Commissioner Larios and approved 5-0 to
recommend the installation of some type of metering system for tennis play at Washington
Park.
5. Burlingame Intermediate School Athletic Field. Park Director Quadri reported that mapping
and soils testing of the B.I.S. athletic field is now underway and is being jointly funded by the
Burlingame School District and the City. City staff has included $50,000 in the 1996-97
proposed capital improvement budget as the City's half of this project. If a project can be
completed this summer, the field could be available for play in the spring of 1997.
6. Recreation Center Remodel. Director Williams stated that funds for the first phase
remodeling are proposed in the 1996-97 budget. If works begins on schedule this summer, it
could be completed in time for fall Recreation Center activities.

7. Victoria Park Renovation. Director Quadri reported that the Victoria Park playground
replacement project committee has met with playground equipment vendors. The project
should be ready for bid soon.
Rav Park Court Resurfacing. Director Quadri reported that work on the Ray Park court
resurfacing project should be underway in May. Williams was asked to contact parent Becky
Kirschener regarding present status of youth roller hockey group.
9. Burlingame Intermediate School Athletic Program. Director Williams reported on a recent
meeting between B.I.S. and City Recreation staff regarding the B.I.S. after school athletic
program. Staff will return to the Commission in June with a more complete report on plans
for the 1996-97 school year.
Several members of the audience expressed concerns about the status of the B.I. S. sports
program. Although consensus was not evident on all issues, concerns stated by members of
the audience and the Commission included the need for improved communications between
City, school, coaches, parents and students; recruitment and training of coaches;
differentiation between Recreation department "all play" philosophy and school "A" teams;
lengths and types of schedules; uniforms; and several other related items.
Williams was asked to invite B.I.S. Principal Casi Wilson and Vice Principal Bob Osberg to
attend the June Commission meeting when this issue comes back before the Commission.
NEW BUSINESS
1. A Y S O Request to Use Washington Park Outfield for Fall Soccer PI-e. A.Y.S.O.
President Peter Wickman presented a request that the youth soccer league be permitted to
use the Washington park baseball diamond outfield area on certain Saturdays during the fall
season, due to conflicts with school use of the Burlingame High School football field.
Directors Williams and Quadri reviewed the issues involved in fall use of Washington Park.
Concerns were raised regarding conflicts with fall baseball programs and the need to have
turf areas in good shape for Burlingame HS baseball early in February.
A.Y. S.O. President Peter Wickman presented the group's request to use outfield turf areas at
the Washington Park baseball diamond on selected Saturdays during the fall season.
Wickman proposed a possible layout of fields that could be rotated to minimize damage to
the turf. Considerable discussion ensued regarding all City and school athletic field facilities
in Burlingame. Several members of the audience offered comments regarding field space
availability and coordination between various groups and school programs.
Director Quadri asked for assurance that A.Y.S.O. will: assign younger children to
Washington to minimize field damage; agree to end field use in early November at the start of
the rainy season; coordinate scheduling with fall baseball that has no other full-sized baseball
diamond option in Burlingame; and participate financially to reduce City costs in repairing
and maintaining turf area used. Quadri noted that one of the proposed outfield site locations
was in a poor drainage area that might not be suitable in the late fall time period.
It was moved by Commissioner Nilmeyer, seconded by Commissioner Nyhan and passe 5-
to ask Director Williams to coordinate with A. Y.S.O. and Youth Baseball and work out a
proposal for A.Y.S.O. fall Saturday use of Washington Park that could be brought back to
the Commission in May.
2. Process for Selecting New Youth Advisory Commission Members. Director Williams will
prepare Youth Advisory Commissioner application packets and begin the recruitment
process. Youth Commissioners Grijalva and Mau will assist. Williams will also request
assistance from High School Principal Teshara in the recruitment of new Youth
Commissioners.
REPORTS
Park Director. No report.
2. Recreation Director. Director Williams reported that:
a. Senior Citizens Health Faire is planned for May 20 at the Recreation Center.
b. Summer program registration is now underway. Preliminary indications are that
registration numbers and revenues are up.
3, Commissioners.
a. Commissioner Nilmeyer asked about the status of the "J" Parking Lot playground
area. Quadri stated that the present plan is to try and move the playground area to a
safer place. A surprisingly high number of children use the equipment.
b. Commissioner Nyhan suggested setting -up a routine to invite youth groups to discuss
field and program issues with the Commission a few months prior to the start of their
season.
C. Chairman Roberts complimented Director Quadri on his work in making Burlingame
Parks truly special. Roberts and all of the Commissioners expressed their good
wishes to Quadri upon his retirement in May.
COMMENTS FROM THE PUBLIC
Marti Knight asked Commissioner Larios if he had any information regarding the use of the parcel
tax which the High School District is currently levying. Larios stated that the high school swim pool
is scheduled for renovation this coming summer, using parcel tax funds.
