Cost to Fill '/z-Time Temporary
Coordinator Position
As requested by the Commission, here are salary and other costs for a temporary half time Teen
Coordinator. A normal full time benefitted employee works a little over 2,000 hours each year.
Temporary positions are 950 hours or less.
The Recreation Coordinator salary range starts at $14.39 per hour. Step B is $15.08. We should
assume that the person selected will do a good job and be eligible for a raise to Step B after 6
months. Part time benefits (Social security, Medicare and Workers Comp) now equal
approximately 9.9% of salary.
Any new employee working on a new program will generate new support costs. That individual
will need a desk, telephone, filing cabinet and office supplies. The new program will generate
photocopying and duplicating costs, clerical staff time and other overhead costs. The Recreation
Division can absorb these costs -- but there are costs.

I believe the Commission is aware that this is set for
jury trial on September 16. Discovery, inspections and other trial
preparations are under way. Our attorney is meeting with our
experts to determine what additional discovery should be conducted,
and the defendants have recently visited the courts to make a
first-hand inspection. Hopefully we will have settlement
discussions as we approach the trial.

RE: Soccer goal donation
On behalf of the board of directors for American Youth Soccer Organization, Region 63, Burlingame it
gives me great pleasure to present as a gift a set of full size soccer goals to the Burlingame Park and
Recreation Department. The goals are currently located at the Franklin Field in Burlingame, locked to the
fence. With the delivery of these goals to the Park and Recreation Department, the city takes full
responsibility for the goals, including maintenance and insurance as required. AYSO will continue to
benefit from the use of the goals as any other program wishing to use the fields of Burlingame to play
soccer.
The set is made up of,
2 goals - each goal measures 24' wide a 8' high s 8' deep.
3 pieces/goal - each piece is fabricated from 3 1/2" square steel
1 cross bar per goal
2 side pieces per goal

WANTED: TWO HIGH SCHOOL STUDENTS WHO LIVE IN BURLINGAME
To serve one year community service terms as Youth Advisory Members to the City of Burlingame
Park & Recreation Commission. This volunteer opportunity will give two students the opportunity
to influence the development and operation of City recreation programs and park facilities that are
used by area residents of all ages. The two Youth Advisory Commissioners are a direct
communications link between Burlingame teens and the City Government process.

College Preparatory Education Since 1931
Sponsored by the Sisters of Mercy
Mercy High School has been a member of the Burlingame community for almost 65 years. Next
year we will be celebrating our 65th birthday. We actively support our Burlingame community
with retreats, conferences and events at Mercy Center. Our concerts, corporate events, and
weddings at the Kohl Mansion bring more and more people to the Burlingame community. The
high school and the Kohl Mansion are involved in Burlingame Together. This summer, we will
be sending students to the Burlingame Together workshop.
As a member of the Burlingame community, we are asking for support from the community for
our high school athletics program. We currently are in need of a field for our 3 soccer teams to
practice at and use for home games. We have approximately 360 students and 60 of them play
soccer for Mercy. We do not have any athletic fields at Mercy High School. The grounds at
Mercy may seem large but the Sisters of Mercy not the high school own the land. The Sisters of
Mercy are committed to keeping the grounds quiet so as not to disturb the retreat center, the
retirement home, or the neighbors. Therefore, we need to look outside of the grounds for a field.
The values gained from participation in athletics have long been understood. Our students are no
different. They gain leadership skills as well as athletic and life skills. They learn about
dedication, commitment, teamwork, responsibility, and goal -setting. They can not learn these life
skills if they do not have the opportunity to practice, play and develop as a team. For this we
need the support of the City of Burlingame and the use of Franklin Field.
When we have communicated with other cities
about field
rental, we have been advised that our
school is
not in their community and therefore,
we are not
eligible. Most of the schools we
compete
with
rent fields
from the
city they
are
located
in.
We would be willing to pay a rental fee for the season or a daily rate for the use of Franklin
Field. We would, of course, respect and take pride in the field, and make sure we only use it
when the field conditions are good. We stayed off Franklin Field this past January and February
even though other groups were playing on the field. We have been told that CYSA will let us
use their goals. We have our own nets and a chalker to line the field. Therefore, there would not
be a lot of additional maintenance.

Lastly, we realize that November thru February is a challenging time of the year to be playing
soccer. But, this is out of our control. Mercy High School and the Central Coast Section, as well
as the State, plays soccer during this time. Please make it possible for our school to train,
practice, and participate as well.

Commissioners meeting on May 16th.

SUBJECT: Park & Recreation Co6nission Recommendation re Part Time Teen Coordinator
At its regular meeting of May 16, 1996, the Park & Recreation Commission unanimously
recommended that your Council consider the addition of a '/z-time part time Recreation
Coordinator position in order to begin direct programming and contact with teens in Burlingame.
Although I support the concept of adding such a position, I was unable to include it within my
department budget for 1996-97 and still come in within the City Manager's budget guidelines.
It is my understanding that one or more of the Commissioners may wish to appear at your budget
review work session on June 5 to make the request to you.
Attached is the staff report I prepared at the request of the Commission.
