Burlingame Park and Recreation Commission
Thursday, May 16, 1996
The regular meeting of the Burlingame Park and Recreation Commission was called to order by
Chairman Don Roberts at 7:34 p.m. in City Hall Conference Room A.

MINUTES
The minutes of the April 18, 1996 meeting of the Commission were approved as presented.
OLD BUSINESS
Teen Prop -ram Reports.
a. Director Williams reported that he could not include a part time Teen Coordinator
in the 1996-97 proposed Recreation Division budget, as requested by the
Commission, under this year's budget preparation guidelines,. He indicated that
the cost for a new temporary part time coordinator for 1996-97 would be $15,384
in salary and benefits. Several Commissioners noted that an employee dedicated to
working with young people is a vital first step to providing recreation
opportunities for teens.
It was moved by Chairman Roberts, seconded by Commissioner Larios and
approved 5-0 to recommend that the Recreation Department make a strong
proposal at the City Council budget review that a temporary part time Teen
Coordinator position be included in the 1996-97 Recreation Division budget.
Williams indicated that the Council budget review is scheduled for Wednesday
night, June 5.
b. Chairman Roberts reiterated his previously expressed feeling that the City should
consider relocating the Park Corporation Yard so that a teen center could be
developed at that site.
2. Washington Park Tennis Court "Bumps". A written report from the City Attorney on the
status of the City's action against the tennis court renovation general contractor was
provided to Commissioners.
3. Burlingamme Intermediate School Athletic Field. Williams reported that design work will
begin shortly on the B.I.S. athletic field renovation project. A fall planting and spring
1997 opening of the field is proposed.
4. Recreation Center Remodel. Williams reported that plans and specifications are presently
being reviewed by the City building review section.
5. Victoria Park Renovation. Williams stated that the Victoria Park renovation project is
presently out to bid. Commissioner Nyhan asked what color scheme was decided -on for
the playground equipment. Williams will check and report back to Nyhan.
6. Ray Park Court Resurfacing. Williams reported that the Ray Park court resurfacing
project will be underway within one week. Williams noted that parent Becky Kirschener
is no longer involved with youth roller hockey, but that she was getting the names and
telephone numbers of some parents who are still involved.
7. AYSO Request for use of Washington Park Baseball Field. Williams stated that he and
Recreation Supervisor Mike Ciardella met with Youth Baseball President Brock Riddle
and AYSO President Peter Wickman and that all fall Saturday baseball and soccer
schedules can be accommodated at Washington Park. Williams also noted that AYSO has
donated the league's Franklin Field soccer goals to the City of Burlingame so that City
staff can make the goals available to all soccer users at Franklin.
8. Selection Process for Youth Advisory Commissioners. Application for Commission
Youth Advisory Members are being distributed to Burlingame, Mills and Mercy High
Schools. Commissioner Larios will make applications available to other parochial schools
that have City of Burlingame resident students attending their schools. The Commission
will review applications at its June meeting.
NEW BUSINESS
1. Mercy High School Request to Use Franklin Field for Winter Interscholastic Soccer Play.
Mercy High School Dean of Students/Athletic Director Cheryl Nash requested that Mercy
High of Burlingame be permitted to use the Franklin Field turf area for the school's
interscholastic soccer program. Mercy High School has used City park facilities for
soccer in past years and also uses Cuernavaca Park each spring for the interscholastic
softball program.
Director Williams noted that it has been longstanding policy in Burlingame to close turf
fields in City parks to organized play during the winter months to allow fields to
regenerate and recover from the heavy use incurred during the other months of the year.
Multi -use fields are an efficient use of rsources, but multi -use fields need a down period
each year.
Williams reported that he previously denied the Mercy High request so that the Franklin
Field could have the winter months for its recovery period. He expressed his concern that
scheduled game play could cause extensive damage to turf during wet periods of the year
and create poor field conditions for other City and School District users during spring and
summer months. Williams noted that field scheduling is done by the City, but that
Franklin is owned and maintained by the Burlingame School District and winter use by
Mercy would also need to be approved by the District.
Commissioner Larios highlighted the differences in school controlled fields where winter
soccer field damage is planned -for and schools are able to close damaged fields and
replant each spring. Cheryl Nash stated that she would work with the league in which
Mercy competes to arrange game schedules as requested by the Commission and the
School District. She stated that Franklin Field is the preferred alternative for Mercy
winter season soccer due to its location and the ability of students to walk to the field.
Chairman Roberts and other Commissioners asked about the future of Mercy High
facilities and expressed the need for the school to develop its own athletic facilities on
campus. High School Principal Sister Rosann Fraher stated that the Sisters of Mercy had
been unable or unwilling to permit the High School to develop onsite due to
environmental, neighborhood and other concerns. Burlingame resident and part time
Mercy High coach John Fraher spoke in favor of the request to use Franklin Field.
Several Commissioners spoke in favor of permitting the requested Mercy High School
use, but noted that this should be a one-year only approval and that High School officials
need to make it clear to the Sisters of Mercy that the school needs to develop its own on
campus athletic facilities.
It was moved by Commissioner Larios, seconded by Commissioner Pera and approved 5-0
to recommend that Mercy High School of Burlingame be permitted to use Franklin Field
for soccer practice and games during the 1996-97 winter high school season only.
Mercy High use is subject to Elementary School District approval and Parks Division
approval of field conditions. Sister Fraher is requested to respond back to the
Commission regarding the progress of her request to have a playing field constructed on
campus.
Director Williams indicated that he will setup a meeting soon with Mercy High, School
District staff and Parks Division staff to discuss Mercy's use. Cheryl Nash will work with
Mercy's league to minimize the number of games scheduled at Franklin late in the season.
2. Commissioner Attendance at Burlingame Together Summer Workshop. Chairman
Roberts was the only Commissioner who thought he might be able to represent the
Commission at the June 30-July 1&2 workshop. Roberts will get back to Williams with
his availability.
REPORTS
1. Recreation Director. Director Williams reported that:
a. Mechanical problems have developed at the Burlingame High School swim pool
and the City has been advised that the pool will not be available for City use this
summer. The YMCA has rescheduled its swim classes this summer to other San
Mateo High School District schools. The City will not offer recreational
swimming this summer.
b. The San Mateo High School District has installed new signs at Burlingame High
stating that no one may use the facilities without a permit. District staff has stated
that the intent is to regulate unauthorized groups use of the facilities, however,
Williams and several Commissioners noted that, as stated, the signs appear to bar
all users at all times from the use of school facilities. Chairman Roberts noted that
the City has made significant contributions of money to the District to assist in
maintenance so that Burlingame residents could make use of the fields, courts and
other facilities.
Williams and Marti Knight reported that several residents have been chased -off
Burlingame High grounds by weekend guards. Williams has been working with
District staff to resolve this matter.
3. Commissioners.
a. Chairman Roberts reminded Commissioners of Park Director Rich Quadri's
retirement party, scheduled for Sunday afternoon, May 19.

b. Chairman Roberts stated that he would be out of town on June 20 when the next
Commission meeting is scheduled. Other Commissioners also had a problem with
the June 20 date. Tuesday evening, June I 1 was discussed as a possible alternative
meeting date. Williams will have Department Secretary Pat Abdilla poll the
Commission and B.I.S. staff regarding their availability on the alternative date.

SUBJECT: Cost to Fill '/z-Time Temporary een Coordinator Position
As requested by the Commission, here are salary and other costs for a temporary half time Teen
Coordinator. A normal full time benefitted employee works a little over 2,000 hours each year.
Temporary positions are 950 hours or less.
The Recreation Coordinator salary range starts at $14.39 per hour. Step B is $15.08. We should
assume that the person selected will do a good ed b are and d be eWorkersligible oComp) now equal after 6
months. Part time benefits (Social security,
approximately 9.9% of salary.
Any new employee working on a new program will generate new support costs. That individual
will need a desk, telephone, filing cabinet and office supplies. The new program will generate
photocopying and duplicating costs, clerical staff time and other overhead costs. The Recreation
Division can absorb these costs -- but there are costs.

Mercy High School has been a member of the Burlingame community for almost 65 years. Next
year we will be celebrating our 65th birthday. We actively support our Burlingame community
with retreats, conferences and events at Mercy Center. Our concerts, corporate events, and
weddings at the Kohl Mansion bring more and more people to the Burlingame community. The
high school and the Kohl Mansion are involved in Burlingame Together. This summer, we will
be sending students to the Burlingame Together workshop.
As a member of the Burlingame community, we are asking for support from the community for
our high school athletics program. We currently are in need of a field for our 3 soccer teams to
practice at and use for home games. We have approximately 360 students and 60 of them play
soccer for Mercy. We do not have any athletic fields at Mercy High School. The grounds at
Mercy may seem large but the Sisters of Mercy not the high school own the land. The Sisters of
Mercy are committed to keeping the grounds quiet so as not to disturb the retreat center, the
retirement home, or the neighbors. Therefore, we need to look outside of the grounds for a field.
The values gained from participation in athletics have long been understood. Our students are no
different. They gain leadership skills as well as athletic and life skills. They learn about
dedication, commitment, teamwork, responsibility, and goal -setting. They can not learn these life
skills if they do not have the opportunity to practice, play and develop as a team. For this we
need the support of the City of Burlingame and the use of Franklin Field.
When we have communicated with other cities about field rental, we have been advised that our
school is not in their community and therefore, we are not eligible. Most of the schools we
compete with rent fields from the city they are located in.
We would be willing to pay a rental fee for the season or a daily rate for the use of Franklin
Field. We would, of course, respect and take pride in the field, and make sure we only use it
when the field conditions are good. We stayed off Franklin Field this past January and February
even though other groups were playing on the field. We have been told that CYSA will let us
use their goals. We have our own nets and a chalker to line the field. Therefore, there would not
be a lot of additional maintenance.

Lastly, we realize that November thru February is a challenging time of the year to be playing
soccer. But, this is out of our control. Mercy High School and the Central Coast Section, as well
as the State, plays soccer during this time. Please make it possible for our school to train,
practice, and participate as well.
Thank you for your support and cooperation. I look forward to meeting you at the
Commissioners meeting on May 16th.
