Burlingame Park and Recreation Commission
Thursday, September 19, 1996
The regular meeting of the Burlingame Park and Recreation Commission was called to order by
Chairman Don Roberts at 7:33 p.m. in Conference Room A, Burlingame City Hall.

MINUTES
The Minutes of the July 18 Regular Meeting and the August 29 Special Meeting were approved as
presented.
OLD BUSINESS
Teen Programs and Activities.
A. Commissioners reviewed the joint study session held with the City Council on
September 17, 1996. Commissioners agreed to hold to their earlier time table and
present their proposed plan for the creation of a Teen Coordinator in January or
February of 1997. Commissioners Larios and Piccetti will represent the Commission
on the Blue Ribbon Committee on Teens which will meet over the next few months to
study teen program issues.
B. The Commission finalized the teen interest survey to go to local schools. Staff will
have the survey run-off and ready to distribute on Monday, September 23.
Commissioner Larios will handle BHS; Commissioner Piccetti will handle BIS and
Mills High; and Director Williams will deliver to Mercy High.
C. Williams stated that BHS staff reports 67% of the students enrolled at Burlingame
High School for the 1996-97 school year to be residents of the 94010 ZIP Code. The
school has no Hillsborough vs. Burlingame breakdown available.
2. Burlingame Intermediate School Athletic Field Rehab. Williams reported that the pre -
construction meeting with the contractor has taken place and work is scheduled to begin on
Monday, September 30. The work schedule calls for grass planting by November 8 and,
hopefully, the grand opening of the field can be scheduled in April, 1997.
Commissioners asked that staff try and get some publicity for this cooperative City -School
District project that will serve the entire community.
3. Victoria Park Playground Rehab. Williams reported that the Victoria Park project has fallen
behind schedule a bit, but installation of the playground equipment should take place within
two weeks and all work should be completed within one month.
4. Ray Park Tennis/Athletic Court Rehab. Williams reported that the contractor has not been
timely about finishing the remaining few items on the project punch list, but the resurfacing
project should be completed within the next two or three weeks. A basketball backstop with
a long cantilever section has been ordered and will be installed at the north court by staff.
5. Cuernavaca Park User Issues. Williams reported that Mrs. Musante has been out of town on
vacation and/or business, but that he would soon be scheduling an evening meeting in the
park neighborhood to discuss park use issues. Several Commissioners expressed a willingness
to participate in such an evening meeting.
NEW BUSINESS
1. Ray Park --School Issues. Williams reported that Lincoln School Principal Betty Aten has
expressed concern about people "hanging -out" in Ray Park during normal school hours, as
well as intermediate school students stirring -up trouble with Lincoln School kids on days
when B.I.S. has days off. Williams said that Ms. Aten is contacting B.I.S to ask their
assistance on the days -off problem.
Commissioners discussed the issue and agreed that there was probably not much that could
be done to prohibit people from using the public park. Williams is contacting other parks and
recreation departments to see if other agencies have experienced the same problem.
REPORTS
1. Parks Division. Williams noted that this is an extremely busy season for the Parks Division.
There is heavy use of parks and athletic facilities, and the tree planting season is here. Staff
reorganization and promotions following the combination of the two departments are
finished. Everything appears to be running smoothly under the new organization.
2. Recreation Division. Superintendent Schwartz reported that organizational changes are
almost complete in the new Recreation Division. He also noted that Burlingame Together is
conducting a "Community Picnic for Teens" at Washington park on Sunday, October 13. A
committee of young people has been working hard to pull the details together.
3. Commissioners.
1. Commissioner Pera reported that the sun makes it very difficult to see from the third
base position for games played during the twilight hours at Bayside Park. He was
concerned that someone might be hurt by a batted or thrown ball and wondered if
something could be done to alleviate the problem. Staff will review and report back to
the Commission.
2. Chairman Roberts asked staff to develop an updated priority list of Commission
programs and C.I.P. priorities for review by the Commission prior to the budget
process next spring.
PUBLIC COMMENT There was no public comment.
ADJOURNMENT The meeting was adjourned by Chairman Roberts at 8:23 p.m.

John's Vacation
I will be on vacation from Friday night, October 11 through Sunday, October 20. We have an
annual family outing on the Mendocino Coast over the Columbus Day weekend and then I will
continue up to Corvallis, where my daughter is a student, for the Stanford-OSU game. Sorry
about the timing, but I claim no responsibility for either the scheduling of Columbus Day or
Stanford football games.
Randy Schwartz will staff your October 17 meeting. I will prepare your meeting agenda by
October 10, so please get any agenda items to me by that time.
Our department has been asked to schedule the 1 st meeting of the Blue Ribbon Committee on
Teen Programs. As you will recall, the Mayor asked that we have a lunch time meeting with
representatives from the Council, Commission, City Manager, Parks & Recreation, Police and the
two school districts. We are trying to set that up for the week of October 21 or the following
week. Randy will advise you of the specifics at your October 17 meeting. Karlene Harvey is
handling the scheduling of the committee meeting. Please call her with any specific questions at
