HomeMy WebLinkAboutReso - CC - 147-2020DocuSign Envelope ID: E697604C-9B2F-4FCA-82FB-9EOOD1C78A23 RESOLUTION NO. 147-2020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME SUPPORTING THE BURLINGAME — MILLBRAE — SAN FRANCISCO INTERNATIONAL AIRPORT (SFO) SEA LEVEL RISE PROTECTION PROJECT AND SUBMITTING AN APPLICATION TO FEMA (FEDERAL EMERGENCY MANAGEMENT ADMINISTRATION) UNDER THE BRIC GRANT PROGRAM FOR THE PROJECT WHEREAS, FEMA has issued calls for projects under the BRIC (Building Resilient Infrastructure and Communities) Grant Program; and WHEREAS, the BRIC program is intended to support states, local communities, tribes, and territories as they scope, plan, design, and construct hazard mitigation projects that reduce the risks they face from disasters and natural hazards; and WHEREAS, the communities of Burlingame, Millbrae, and SFO have previously conducted studies to identify impacts of sea level rise along the shoreline of San Francisco Bay; and WHEREAS, the San Francisco Bay shoreline connecting Burlingame, Millbrae, and SFO is intertwined and inseparable, and it is important to have a regional and consistent solution among individual agencies to address sea level rise protection; and WHEREAS, the cities of Burlingame and Millbrae would like to coordinate with the recently -formed San Mateo County Flood and Sea Level Rise Resiliency District (FSLRRD) and with SFO and others to submit a grant application under the BRIC program to undertake preliminary engineering studies and identify alternatives for the Burlingame — Millbrae — SFO Sea Level Rise Protection Project; and WHEREAS, the City of Burlingame will be the lead agency applying for the grant, and the FSLRRD will take the lead in performing project management duties, undertaking studies, and coordinating with agencies and stakeholders; and WHEREAS, the estimated cost of the project is approximately $500,000; the requested grant will be approximately $300,000, with the remaining $200,000 provided as a local match by the partnering agencies. NOW, THEREFORE, be it RESOLVED, that the CITY COUNCIL of the City of Burlingame: 1. Supports the Burlingame — Millbrae — SFO Sea Level Rise Protection Project; 2. Directs staff to coordinate with FSLRRD to apply for the BRIC Grant in the amount of $300,000 for the Burlingame — Millbrae — SFO Shoreline Protection Project; and 3.
