Dear Megan:
Congratulations! Last evening the Burlingame City Council appointed you as a Youth Advisory
Member to the Burlingame Park & Recreation Commission. You can now report to all of your friends
that you are a government politician. Seriously, I believe that you will really enjoy this opportunity to
participate in the government processes. Your appointment will be reviewed by the Commission after
they meet you on November 20. Ordinarily we would ask you to meet with the Commission before
your application went to Council. However, we are so late into the year that we did not want to delay
your appointment. This will also be the first meeting for your fellow Advisory Commissioner, Emily
Getchel. Emily has already attended one meeting.
Youth Advisory Commissioners are very important to the Commission and to the Parks & Recreation
Department staff. You are our link to the young people of the community and we welcome your
comments and ideas on any and all of the issues that come before the Commission for review. Although
you and Emily are not eligible to vote, the Commission will always ask your opinion on each matter to
be brought before the Commission. Commissioners and City staff do take your input very seriously.
The Commission meets on the third Thursday of each month at 7:30 p.m. in City Hall, 501 Primrose
Road. Meetings are typically from one to two hours long. The November meeting will perhaps be
more important than some, because the Commission traditionally does not meet in December since the
third Thursday falls so close to the Holidays. You will be expected to attend the monthly Commission
meetings from January through June and your term will expire June 30, 1998. You and a guest will also
be invited to a nice dinner party for all City Commissioners at one of our local hotels in mid -March.
Again, congratulations! I look forward to seeing you on November 20.

Re: Summer 1997 Field Use
At your September meeting, the question arose as to whether or not the
"Starting Line-up" baseball camp could be moved from Ray Park to another
facility. Staff was instructed to look at the Summer uses of field space,
with particular attention paid to baseball facilities.
Attached is
a copy
of field
usage from Summer 1997. As you can see,
field space
is at a
premium with many opportunities offered to
Burlingame
youth.
(On a
side note, in addition to the activities listed on
the attached
chart,
over 100
classes for youth are available at the
Recreation
Center,
Village
Park
and
other
locations.)
Starting Line-up was placed at Ray Park as it was the only available park
that met the program needs (diamond, backstop, etc.) and was accessible
for children. Bayside and Cuernavaca Parks, while available for portions
of the Summer, are impossible for young children to get to on their own.
Sports Camp was placed at the High School because the program requires
both indoor and outdoor facilities (it also takes advantage of the
swimming pool when available). Soccer Camp was held at Washington
Park because of the high number of children, up to 220 per week, and the
Park's size and ability to easily handle the vehicle traffic.

six weeks, from 10:00 a.m. to 3:00 p.m. on
Mondays
through
Fridays, for
8-9 and 10-12 year olds. Each session had
between
20
and
25 children
registered.

Recommendation. It is recommend that the Park & Recreation Commission give conceptual
approval to the construction of a batting cage in Washington Park at the location proposed by
Burlingame Youth Baseball Association and City staff.
Background.
The Burlingame Youth
Baseball Association (BYBA)
has proposed that it be
permitted
to
construct a
batting
cage
in Washington
Park
for
the use
of
baseball
and
softball
players in local youth programs or on Burlingame High School teams. Burlingame High
representatives have supported the request.
After considerable discussion between BYBA representatives and staff, it has been agreed that a
site in the right field (north) area of the Washington Park softball diamond would be less intrusive
and would create fewer problems than other possible sites discussed. The proposed area is noted
on the attached park layout sheet. Parks staff had planned to remove and redo fencing and plant
material in the area being proposed for the batting cage. This location will minimize impact on
the existing practice field and on the park irrigation system, as well as on sewer and storm drain
lines. The cage would be shielded from park neighbors by the large Parks Division yard building
immediately north of the cage. I am pleased that the BYBA proposes to construct the structure
and paint it so as to match the existing Washington Park grandstand.
The plan is that the City would lease the exact piece of land required for the cage to BYBA and
that BYBA would construct, maintain, insure and operate the cage. The City would retain the
ability to take back the site and the cage if BYBA failed to operate it appropriately, failed to keep
up required insurance, or did not properly maintain the structure.
If the Commission approves the concept tonight, we will take the proposal to the City Council for
conceptual approval on December 1. We will also begin discussion with the Planning and
Building Inspection Departments regarding the approval requirements which they might have and
environmental or plan review can begin after the December I meeting. Concurrently, we will ask
�. BYBA to begin its review of the proposed contract.
If all goes well, we should be able to return to the Commission in January for your final approval.
�- We will ask BYBA to give notice to the park neighbors of the January meeting so that neighbors
can have input into your discussion. We will give you a final proposed construction schedule in
January. I would expect the City Council to do a final review of the matter at its February 2,
1998 meeting and, following execution of the agreement, issuance of any required permits and
receipt of proof of insurance, etc., construction could begin.
I am please that we are able to propose this useful new community recreation facility that can be
constructed by volunteers at no direct cost to the City.

1. Division was able to overseed Cuernavaca and Ray Parks before the rain began. Franklin and
BIS ended scheduled play just before the rains began. We have not been able to use heavy
equipment on them to date.
2. Cooperation with field users during soccer season has been very good. Special compliments
go to Dan Kaplan of AYSO for the close communication that he has had with the Division. New
Supervisor Mike Blondino has also been very helpful in facilitating good communication.
3. Bayside soccer field received the heaviest play. Accordingly, it will require the most repair
work. All repairs will have to occur before March baseball practice.
4. Tree planting continued.
5. Contractor will install Christmas lights on the tree at City Hall starting Dec.24.
6. Cal Trans planted 21 trees (Euc. micotheca) as replacements for ECR removals.
7. Division will attempt to prune all residential street trees from Humboldt to ECR and south of
Burlingame Ave. commencing in December.
8. Contractor continued eucalyptus pruning on Burlingame Ave. Also he removed three large
trees that were in decline--2 eucs and one pine.
9. Renovation of boom on aerial lift was completed. It is now back in service.
10. Community service workers from Hillcrest continue to work two Saturdays per month under
Parks Division supervision. They usually cut roadside weeds, spread wood chips, or police for
trash.
