HomeMy WebLinkAboutMin - PR - 1997.09.18MEETING MINUTES Burlingame Park and Recreation Commission Thursday, September 18, 1997 The regular meeting of the Burlingame Park and Recreation Commission was called to order by Chairman Michael Nilmeyer at 7:32 p.m. in Conference Room A, Burlingame City Hall. ROLL CALL Commissioners Present: Kelly, Larios, Nilmeyer, Nyhan, Pera, Picetti, Roberts Staff Present: Recreation Superintendent Randy Schwartz, Recreation Supervisor Mike Blondino Others Present: Brock Riddle, 1368 Vancouver, Burlingame, Thomas & Sarah O'Connor, 1556 Balboa, Burlingame, Mary Tomlinson, 1540 Balboa, Burlingame, Gary Reichard, 1604 Devereaux, Burlingame, John & Marianne Saucedo, 925 Larkspur, Burlingame, Bob Cini, 181 Valdeflores, Burlingame, Dan & Keri Burri, 1437 Laguna, Burlingame, Robert Chapman, 1336 Laguna, Burlingame Absent: Parks & Recreation Director John Williams MINUTES Minutes of the July 17, 1997 meeting were approved, as presented. COMMENTS FROM PUBLIC Marianne Saucedo spoke about the need to move the proposed Alpine Park tot lot renovation playground up to the top of the priority list. Chairman Nilmeyer instructed staff to put this item on the October agenda under old business. OLD BUSINESS Ray Park Concerns Several residents of the Ray Park neighborhood related problems they experience during softball season. The neighbors stated support for the league (good program for the girls, keeping the field clean), but had complaints about games seven days per week, the noise from the pitching machine, the boys summer baseball camp, traffic and parking issues, and the Father's Day softball tournament. Bob Cini, President of the League, gave statistics about the number of hours for game and stated the League has 250 girls, ages 7 to 14 years. He also stated that the League's season goes from approximately March 15 to May 15 and that schedules are available to anyone at the Snack Shack. After much discussion, and with the agreement of both the League and the residents, Commissioner Roberts moved that "during the course of the regular season, approximately March 15 to May 15, no make-up games or regular season games will be played at Ray Park. All Sunday games will be moved to Burlingame High School with the use of the 'Snack Shack"'. The motion was seconded by Commissioner Kelly and passed unanimously. The issue of the Billie Sue Tournament was tabled until the next meeting and staff was asked to bring wording to the October meeting that would require permission of Parks & Recreation Department in order to use pitching machines at Ray Park. In response to the questions regarding the Park's use for the summer baseball camp, within the next few months staff will put together a chart of field usage during the summer months. Bob Cini also volunteered to dedicate a page in the League Handbook asking parents to park only in legal spaces and to carpool whenever possible. 2. Status of B.H.S. Running Track and Aquatic Center. Superintendent Schwartz stated that the running track is a high school district, not city project and that the bids came in higher than anticipated. Commissioner Larios added that the reason the bids came in approximately $70,000 higher than expected was theancillary items (extra fencing, etc.). Schwartz reported that both Council and School District have approved the agreement which the legal counsels are completing and the design phase will be underway within the next month. 3. Report on Recruitment for Youth Advisory Commission Members Superintendent Schwartz presented the two applications received for youth commissioners. Commissioner Larios expressed his approval of the two candidates, stating they are both good students and active in the community He then moved to accept the two students as Youth Advisory Commission members. Commissioner Piccetti, seconded the motion which passed unanimously. Staff will notify the new commissioners. NEW BUSINESS 1. Letter from Kerilyn Burn regarding priority of Laguna Park Tot Lot Rehabilitation Project. Due to the length of the meeting, this item was tabled until the October meeting, where it will be the first item of old business. 2 2. Letter from B Y B.A. re Lighting Baseball Field at Bayside Park. Brock Riddle spoke of how the League considered lighting the south diamond at Bayside Park a few years ago, stating that Burlingame doesn't have enough practice field space and only barely enough game field space. Lighting the south field would allow more time on the field each week. In August, the City Council voted to light the soccer field at Bayside Park. B.Y.B.A. is asking that the project also encompass the south diamond, stating that combining the two projects would be a better expenditure of funds. In response to questions about the projects would be a better expenditure of funds. In response to questions about the soccer lighting project, Schwartz said that because the soil samples indicated more extensive footings would be required for the poles than originally thought, the project will be delayed until after soccer season so as to not interfere with the C.Y.S.A. or A.Y.S.O. schedules. Commissioner Kelly asked if the soil samples could be made available to the Commissioners. Commissioner Roberts, stating the need to do the project correctly, made a motion "as outlined in Brock's September 7th letter to the City Council, the Commission give favorable support to expand the lighting project for baseball use on the south field." Commissioner Pera seconded the motion which passed unanimously. Schwartz then expressed the Department's gratitude to B.Y.B.A., A.Y.S.O. and B.H.S. for switching their schedules to accommodate the Park Plaza Hotel's company picnic. 3. Introduction of New Recreation Supervisor. New Recreation Supervisor, Mike Blondino, was introduced to the Commissioners. Blondino comes to Burlingame from Redwood City via Santa Cruz and will be in charge of the Department's youth and adult sports programs. REPORTS 1. Schwartz updated the Commission on the progress of the Recreation Center remodeling project, stating that although there are still many details to be completed, the two teaching stations will be ready as scheduled on Monday, September 22nd. Schwartz also reported that progress is being made on the new driving range and soccer field project and that clay is being dumped on the new baseball/softball diamond site. Schwartz read a report on Parks Division projects as prepared by Parks Superintendent Tim Richmond. Items included: the removal of four diseased pine trees at Bayside Park, athletic field conditions, new plantings, the success of the new park rules at Cuernavaca, a new dump truck, progress on a performance stage in Washington Park, and progress on the new play area at Paloma Park. M Schwartz then reported on the new personnel in the Recreation Division. In addition to Blondino, the Division has filled vacancies at the coordinator and and support staff levels. Commissioner Pera said that he has been working with the new B.I.S. athletic director, Dave Berry, and we are very fortunaGe to have someone of his background. Commissioner Larios reported that he as met the new teen coordinator and is looking forward to the new Aquatic Center. Commissioner Pera asked that some of the trees around the lights at Bayside Park be trimmed. Supervisor Blondino said that he has already asked the Parks Division to trim those trees and will make sure this is done. Commissioner Kelly pointed out a possible tripping hazard on the Park Plaza side of Bayside Park. Commissioner Piccetti asked about the dog park and fall teen brochure. Schwartz stated that the dog run plans are being reviewed and progress should pick up within the next few months. Teen brochure will be mailed with the Commission minutes. Distributed to the Commission was the Recreation Division's August 1997 �— collection report and a survey compiled by Belmont Recreation. The survey showed Burlingame Recreation as having the County's best ratio of budgeted revenues to expenditures for the 1997-98 fiscal year.
