Burlingame Park and Recreation Commission
Thursday, June 19, 1997
The regular meeting of the Burlingame Park and Recreation Commission was called to order by
Chairman Michael Nilmeyer at 7:32 p.m. in Conference Room A, Burlingame City Hall.

MINUTES
The Minutes of the May 15, 1997 Regular Meeting were approved as presented.
PUBLIC COMMENT
No members of the public were in the audience.
OLD BUSINESS
Athletic fields east of Bayshore Freeway. Parks & Recreation Director Williams reported
that City Manager Dennis Argyres was attempting to connect the persons who manage the
State lands at the waterfront with members of the group concerned about soccer fields in
the community.
2. Dog exercise park. Director Williams reported on City Council action taken on June 16.
Council directed staff to prepare a specific proposal for a dog plan at Skyline Park and
review what kind of environmental assessment is needed for the project. Staff was also
asked to continue investigating whether any other site in the City might be considered for
the dog park.
Cuernavaca Park status review and ordinance changes. Director Williams reported on
City Council action taken on June 16 to approve proposed new park rules for Cuernavaca
Park. Signs will be made and installed at the park.
A night meeting will be scheduled so that Cuernavaca Park neighbors can view and
discuss the proposed new park masterplan currently being developed. Commissioner
Roberts agreed to attend the meeting and represent the Commission. Williams expects
that the plan will be brought to the Commission for review at the July meeting.
4. Burlingame HS swim pool and running track rehab status. Director Williams reported that
a second and a third meeting have been held between the architect, School District staff
and City staff. The architect will provide a semi-final draft plan in July for review with
City and District staff, Burlingame High Boosters and swim parents. The plan will then go
to the Commission. The City Manager and High School District Superintendent will
decide on the process for taking plans to the City Council and School Board for review. If
all goes well in the design and construction phases, the pool might be available for public
use in summer, 1998.
Commissioner Larios reported that the proposed all-weather track at the high school is
also being reviewed by District staff. The City Council has committed $32,000 to fund
security lighting for the track if the project goes ahead. It is possible that the project could
occur by this fall.
5. Recreation Center remodel. Williams reported that the remodel project is underway. The
contractor appears to be working on schedule. Work may be completed by September.
6. Alpine/Paloma/J Lot design project. Parks Supervisor Disco reported on design work for
renovation of the three tot lots. An advisory committee, which includes Commissioners
Nyhan and Piccetti, have been meeting with staff and the architect on the project. Staff
and the Committee have agreed that the Paloma Tot Lot should be the first project for
1997-98. The Burlingame Lions Club has agreed to help fund the renovation of the three
Lions Club playgrounds with a $5,000 annual contribution for three years, beginning in
July, 1997.
Commissioner Piccetti expressed her concern that the current $40,000 budget would not
provide the improvements that the Committee wished to see completed at Paloma.
Director Williams agreed and replied that he was planning to request an increase of
$20,000 in the budget from available C.I.P. funds, since it did not appear possible, at this
time, to do more than one project during the coming year. Plans are being prepared for all
three projects.
7. Proposed City maintenance of B.I. S. and Franklin School athletic fields. Williams
introduced Supervisor Disco as the person who will be responsible for City maintenance at
the two fields after the first of July. Commissioners had several questions for Disco.
Several Commissioners stated that they were pleased that City crews would be
maintaining the fields.

8 Recruitment of new Youth Advisory Commissioners. Williams reported that no
prospective Youth Advisory Commissioners have applied for appointment, to date.
Williams and Commissioner Larios will recruit for two Youth Commissioners at the
Burlingame Together Workshop June 30-July 2.
NEW BUSINESS
There was no new business to come before the Commission.
REPORTS
1. Parks. Supervisor Disco reported that the baseball season is winding down in the parks.
Sports camps are now underway. The joint Eucalyptus/Elm study program being
conducted with CalTrans and University Extension has studied and removed 10 diseased
trees on Oak Grove at the high school and on California along the railroad tracks. The
second phase will start in July along El Camino Real where 10 Elm and Eucalyptus trees
believed to have disease will be studied and removed. The project shows a lot of promise
as a procedure that could be used to detect failing trees in many environments.
2. Recreation. Williams reported that the 1997 Art in the Park was a smash hit. This year,
for the first time, a $5,000 cash and inkind sponsorship was received from Black Mountain
Water. Staff and the Personnel Department are presently recruiting for the upcoming staff
vacancies in the Recreation Division.
3. Commissioners.
Commissioner Kelly commended staff for a successful Art in the Park. He asked if some
tables could be setup in the street for persons eating who did not make it back to the
picnic table area. Williams responded that the proposed C.I.P. for 1997-98 which will
address cleaning -up the Washington Park entrance and the former boccie ball court area
will address this issue and probably provide some relief. Kelly reminded all present of the
upcoming Music in the Park series. Free concerts are scheduled in Washington Park every
Sunday in July at 1:00 p.m.
Kelly also stated that youth baseball officials had asked about the possibility of adding
picnic tables in the snack bar area at Bayside Park ballfield. Williams stated that staff
would be addressing the entire concession issue at Bayside Park during the coming winter
months. He will add tables to the discussion agenda.
Commissioner Larios noted that there was no restroom available at BHS recently when
Burlingame Girls Softball held the annual Billie Sue Tournament and numerous people
were onsite for several hours. He was concerned about another upcoming weekend
softball use at the field. Williams will check with the Recreation staff.

Commissioner Roberts asked Supervisor Disco if he would check inside the west fence at
�- the Washington Park tennis courts where some tree branches have overgrown the fence.
Disco will check.
