Burlingame Park and Recreation Commission
Thursday, April 17, 1997
The regular meeting of the Burlingame Park and Recreation Commission was called to
order by Chairman Michael Nilmeyer at 7:35 p.m. in Conference Room A, Burlingame
City Hall.

MINUTES
The Minutes of the March 20, 1997 Regular Meeting were approved as presented.
OLD BUSINESS
1. Athletic Fields East of Highway 101
Superintendent Schwartz reported that the C.A.P. group has not yet met with the
City Manager. The Commission agreed to continue this item to the May
meeting.
2. Mills Canyon Sianace
No report was available at this time. Director Williams will present more
information at the next meeting.
3. Request for Doc Park
Superintendent Schwartz reported that Director Williams and Superintendent
Richmond have visited several dog parks in the area and that Director Williams
and Public Works Director Bagdon are both supportive of a plan to utilize the
site near Skyline Blvd. previously suggested to the Commission. A proposal to
be voted on will be submitted by Director Williams at the May meeting.
4. Proposed Changes to the Municipal Code re Use of Cuernavaca Park
Superintendent Schwartz reported that Director Williams and City Attorney
Anderson have met to discuss new regulations for park use and that the
Commission has time to add new items into the Municipal Code.
Commissioner Nyhan noted that fire regulations require a fire extinguisher on
site when barbecues are in use and that this may be added to the Park
regulations as well. Superintendent Schwartz stated that an exterior light has
been added to the restroom building and that it is aimed at the Alcazar Drive
parking lot to improve visibility. A scoping meeting, prior to the public meeting,
will soon be set up.
5. Marcy High's Request for use of Franklin Field
Superintendent Schwartz explained the history of Mercy High School's use of
Franklin Field over the past few years for their soccer program and that, due to
the condition of the field after soccer season, the Parks and Recreation staff
opposes similar future use.
Recreation Supervisor Ciardella stated that the field needs the three months of
down time each winter, as other City fields have, and he explained Mercy's
history of trying to build a gym with no success. Commissioner Roberts said that
he is sympathetic to the High School but the Commission sent a clear message
last year that the 1996-97 use was predicated on the promise to build a new
soccer field and since no plans have been developed, he agrees with the staffs
recommendation. Other Commissioners gave similar statements opposing
continued winter usage. Commissioner Larios moved that Franklin Field be
closed for the winter months so it may be reconditioned. Commissioner Kelly
seconded the motion and it passed unanimously.
(6. Development of Commission's Capital Project Priority list was pushed to
the end of Old Business.)
Status Report of Hiring Teen Coordinator
Superintendent Schwartz announced that the newly created Teen Coordinator
position has been offered to Ed Kertel, a San Mateo Recreation employee with
experience in teen programming. Mr. Kertel accepted the position and will
begin on April 28th. Superintendent Schwartz also announced the upcoming
resignations of Coordinators Pam Manthey and John Cannon, and Supervisor
Mike Ciardella. Manthey, a part-time employee has accepted a full time position
in San Diego and Cannon will be retiring July 7th. Ciardella has accepted the
Athletic Directorship at Sacred Heart High School and will retire from City
service in August. Commissioner Larios praised Ciardella for his years of
service to the City. Commissioner Roberts echoed those thoughts and
commented on how well the programs have developed under Ciardella's
Dedication. Superintendent Schwartz also announced Ciardella will be
inducted into the San Mateo County Sports Hall of Fame in May.
Report On Swimming Pool Rehab Status
Superintendent Schwartz reported that Director Williams visited the architect's
office in San Diego recently and was very impressed with the firm. A scoping
meeting with School District and City staff will be set up before the public
meetings. A report for the Commission should be ready by June.
Capital Project Status Reports
Franklin Field: New sod has been laid in problem areas and field is still closed.
B.I.S.: Contractor sprayed for weed control and the long jump pit is in place.
Tot Lots: Parks Superintendent Richmond and Parks Supervisor Disco have
met with the architect and are ready to begin plans for Paloma and Alpine lots.
"J" lot will be delayed until a street paving project is ready. Commissioners
Nyhan and Picetti volunteered to again sit on the Tot Lot Subcommittee to assist
development. Superintendent Schwartz reported that the Lions Club has
agreed to donate $5,000/yr. for the next three years to retain name sponsorship
of the lots.
6. Development of Commission's Capital Project Priority List
The following items were agreed upon to be added to the list:
Development of a dog park with security level lighting
Installation of lighting around Burlingame High School's proposed jogging
track
In conjunction with the swimming pool project, explore lighting of Burlingame
High School's tennis courts
Explore concepts for a teen facility, possibly in conjunction with the swimming
pool project
Development of the western entrance to Washington Park
Construction of a bandstand in Washington Park
Explore all possibilities to acquire new recreation sites
NEW BUSINESS
There was no new business to come before the Commission.
REPORTS
Parks Division - Superintendent Schwartz displayed the disposable pooper
scoopers now installed at Cuernavaca and Washington Parks.
Recreation Division
1. Superintendent Schwartz showed Commissioners copies of the memo
circulated to Ray Park neighbors, allowing them to be notified of Burlingame
Girls Softball League make-up games.

2. The summer teen brochure is now available at the high schools, Recreation
Center, City Hall and the Library.
3. Summer registration is now underway and doing well.
4. Bids for the Recreation Center remodeling project were opened earlier this
month and will go to City Council on April 23rd.
PUBLIC COMMENT
There were no public comments.
