Staff will provide coffee, tea, soda and some refreshments. Any Commissioners wishing to bring
cookies, etc. please call Department Administrative Secretary Karlene Harvey at 696-7245.
Note that I will be having minor surgery on Wednesday, December 9 and expect to be out of the
office until Wednesday, December 16. I plan to be at the meeting on the 17th. If you have any
questions about the meeting during my absence, please call Karlene or Randy Schwartz (696-
3779).
We can celebrate the City Council approval of the full time Teen Coordinator position on the
night of the 17th! !

SUBJECT: City Ordinances re Prks Recreation
As we add three new Commissioners and two new Youth Advisory Commissioners it seems
appropriate to revisit the City Ordinances that govern your Commission and City Parks. Enclosed
are copies of the City Ordinance that establishes your Commission, states your charge, etc.
Please note that our Youth Members are not mentioned in the law. The two Youth Advisory
Commissioner positions were created by minute action of the City Council, since they are not
voting members of the Commission.
Also enclosed is a copy of the Law regarding City parks and other recreational facilities. As you
can see the Commission has a significant role in helping to establish use rules and regulations. In
this case, please note that all specific rules for individual parks are not necessarily a part of the
law. For example, the Commission recently recommended Cuernavaca Park use rules which are
not included in the law, but have the force of law because the law gives the City the power to set
specific use rules.
I am currently working with the City Attorney to find out what specific information he, as a
relatively new City Attorney, would like for you all to have regarding the Brown Act which
governs the conduct of the public's business and public meetings, such as yours.
I will ask Mike Nilmeyer to include an item on the January meeting agenda so that Commissioners
can ask any questions they might have about either the City Ordinances or the Brown Act material
which you will receive before the meeting.
Have a good holiday season. In case of damp weather --stand on this material. It is very dry.
