SUBJECT: Appointment of Diana Warden as Youth Advisory Park & Recreation Commissioner
RECOMMENDATION. It is recommended that Diana Warden be appointed as the second Youth Advisory
Parks & Recreation Commissioner for the 1998-99 school year. Diana's term of office should be set as
November 3, 1998 to June 30, 1999.
BACKGROUND. The Park & Recreation Commission has failed to achieve a quorum for either its regular
September or October meeting. As a result, the Commission has not been able to formally interview Diana
Warden, a candidate for this year's second Youth Advisory Commissioner position, and has not been able
to make a formal recommendation to the City Council regarding her appointment. Commission Chairman
Mike Nilmeyer has asked that I forward Diana's application to you and recommend her immediate
appointment so she does not lose another month of service on the Commission.
I believe that Diana would be an excellent appointment to the Youth Advisory Commissioner position. She
is a Junior at Burlingame High School and participated in the 1998 Burlingame Together Summer
Workshop. I recommend her appointment as Youth Advisory Commissioner.

The youth commissioners advise the Park and Recreation Commission on matters
relating to the youth and teen population within the City of Burlingame. This may
include programs relating to safety, recreation, drug awareness, special interests,
sports, community involvement, socialization, and environmental concerns. The
Park and Recreation Commission meets the 3rd Thursday of every month at City
Hall at 7:30 p.m. You must be available to attend these meetings.

Burlingame Together Workshop
A workshop that will focus on the successes and future projects for Burlingame Together
is being planned for March. The public will be invited to attend the workshop and share
their ideas on how Burlingame can become an even better place to live and work. The
one -day workshop will be held in one of the local hotels and a staff member from the
San Mateo County Office of Education will facilitate the activities.
Details are currently being planned by the Facilitating Committee and will be available in
January. Anyone willing to assist on the project is encouraged to contact John Williams
at 696-7245.
A NEW BURLINGAME TOGETHER PROJECT:
COMMUNITY CALENDAR
People have been discussing the idea for years, and several attempts have been made
to compile a community calendar of events. The new twist will be the Internet. And, who
better than Burlingame Together to take on a project for the good of the entire community.
The Parks & Recreation Department will work with the Chamber of Commerce to set-up
the initial calendar and Recreation staff will handle the updates. Community groups will
be able to send information to be posted and the calendar will be available to anyone
with Internet access.
Information about the calendar and how to post information will be available in the next
few months. Never again will we have to say, "This will be a successful activity, as long
as nothing else is going on at the same time."

City Hall on Friday,
December 4th, from
4:30 to 5:30 p.m.
Conducted by the
Parks & Recreation
Department, the
ceremony includes
entertainment,
refreshments, and carolers will make
this a special occasion. After the
ceremony, there will be an open house
on Burlingame Avenue, sponsored by
the Burlingame Avenue Merchants
Association.

Facilitating Team Minutes
Tuesday, November 17th, 4:30 to 5:30 p.m. - - Burlingame Recreation Center
Members Present: Bob Barry, Bob Beuthel, Joe Galligan, Randy Schwartz, John Williams
Plan for '99 Conference - John Williams
(Last meeting: Agreed to one -day conference. J.W. will research hotel prices & availability. First choice: March 13th, back-up: March 6th.).
John reported that the Holiday Inn Hotel is booked for March 13th and only has one room available for the 6th. The DoubleTree
Hotel will be contacting John within the next few days. It was agreed that Bob Beuthel will contact the County Office of Education to
find someone to facilitate the Conference. The facilitator will be invited to the Facilitating Team's January & February meetings.
II. Celebration Event - Linda McSweeney
(Last meeting: Linda is checking on availability of speaker and band.)
Randy reported that Linda contacted Bob Osberg and the B.I.S. gym is available for the event. The gym is nearly complete.
III. Linking Committee
Joe discussed the need for a community calendar. It was agreed that such a calendar would be appropriate for a Burlingame
Together project. Randy will contact the City's computer specialist and the Chamber of Commerce to begin a process of putting a
community calendar on the City's Web Site, with links to other community organizations. Discussion continued on the types of
activities that would be appropriate for such a calendar.
IV. Community Project Committees
Randy reported that the Blue Ribbon Teen Committee is discussing teen programs. John announced that the Committee will
present its recommendation to hire a full-time Recreation Coordinator to the City Council at the January Budget Status meeting.
V. Burlingame Together Banner
Randy reported that the 6' x 3' banner has been agreed upon by the Team members except for one line of the wording. Bob Barry
agreed with Lisa Rosenthal's suggestion to change one line of text. Randy will order the banner. Bob Barry suggested displaying the
banner at the City's Tree Lighting Ceremony on December 4th. The banner will be beige with green lettering.

EXHIBIT B - CONDITIONS OF APPROVAL

CONDITIONS OF APPROVAL: The following conditions of approval serve as `good
practice' measures to improve the project or ensure that the proposed project meets agency
standards.
1. The City shall require that the operator of the driving range maintain a regular
inspection schedule to ensure the netting has not deteriorated in such a way that would
allow golf balls to pass through or over the netting. The City is responsible for netting
repairs when they arise.
2. The City shall also require that the operator maintain a regular schedule to inspect the
grounds outside the driving range netting for errant balls.
3. Should more than 15 golf balls appear outside the driving range netting per month, the
City shall consider reserving the right to refuse service to those customers who
repeatedly hit balls over the netting, using reduced flight golf balls, increasing the
height of the netting, and/or adding tee dividers to the center tee stations.
4. The City shall maintain a regular inspection schedule to ensure that the fence has not
deteriorated in such a way that would allow softballs to pass through or over the fence.
The City shall be responsible for fence repairs when they arise.
5. On the lower deck softball field, the City shall maintain a regular schedule to inspect
the grounds outside the eight foot high fence for errant softballs.
6. Should more than eight softballs or baseballs appear outside of the eight foot high fence
per month, the City shall consider increasing the height of the fence, limiting use of the
field to slow -pitch games, and/or eliminating use of the field by adult male or top-level
teams.
7. The City shall prohibit the use of baseballs on the softball field, except during little -
league or women -league games and shall post signs around the perimeter of the field to
that effect.
8. Posted signs shall also indicate that balls hit over the fence should not be retrieved
because of the potential to disturb Sanchez Marsh wildlife.
9. The City shall consider native landscaping such as vines that can mask the height and
mass of the eight foot high section of fence to enhance the visual appearance and

discourage graffiti.
10. No bleachers shall be allowed adjacent to the left side of the softball field next to the
Wastewater Treatment Plant. Screening shall be installed along this side of the
Wastewater Treatment Plant to screen the facilities from park users.
11. The City shall require that lights for the recreational facilities be shut off by 10:30 p.m.
so as not to disturb nocturnal wildlife activities.
12. The City shall require that all project lighting be directed downwards away from
Sanchez Marsh and/or fitted with internal hardware to prevent spill light into Sanchez
Marsh and surrounding upland habitat.
13. The City shall have erected a four foot high fence on the south side of the trail from the
Anza Bridge west to the end of the established public trail. The fence shall be placed
outside of the upland habitat boundary and its installation shall not result in the removal
of any trees or shrubs. Gaps in the fence could be established to ensure that possible
outside wildlife movement corridors remain unobstructed.
14. The City shall install netting with a neutral color such as gray so the contrast between
the netting and sky is reduced.
15. The City shall specify that the steel poles supporting the golf driving range netting be
galvanized so that they have a duller finish that would not reflect sunlight.
16. The City shall specify in its construction documents that it requires all light fixtures to
meet or exceed industry standards for cutoff performance to minimize spill light, reduce
glare effects, and assist in conforming with the City's illumination ordinance.
17. The City shall require the lighting contractor to provide the minimum level of desired
light, appropriate to the sport and level of play. Details shall be provided to the City to
justify the number of poles, lamps, and wattage.
18. The lighting contractor shall be required to install the lights at the proper angle, to
minimize spill light.
