All of you have expressed a desire to help renovate the back field, I really appreciate your help. I've had our maintenance and engineering department get a bid for us on what is needed for the field. As the field gets maximum use and has been our only field for the past two months, I hope we can do both the "irrigation" and "turf renovation". George, Please note the following recommendations and prices for irrigation and turf rcnovation work on the practice field at 3urlingame High as we disctssed. Irri,sation For optimum coverage, we reommend installing new lateral litres at about 40 foot intervals with h"Pw Hunter I-25 heads installed also at about 40 foot centers. This would be about double the amount of beads that are currently in the field. The current heads are not placed along each edge of the field as they would be in the new design. Also, the existing heads do not cover head to head and the result is some areas that are drier than others. To compensate for this, it appears that the water is left running far longer than normal so that water flows to these drier area resulting in soggy conditions in other areas of the field. We feel the new design will put water evenly over the field and will result in a savings on water usage due to a lesser time for Irrigat- ing the field. It will eliminate the existing dry and wet spots due to even irrigating. We are assuming in this proposal that there is adequate existing water supply and pressure. The existing 2 - inch valves are large enough to acccmodate the new system. Estimated cost of new system as described above is 016,000.00 which includes all labor and materials. To accomplish this, we would remove the exist- ing grass from these areas, prepare the soil in those areas by adding new soil up to grade and rototilling to work the new soil into the exist- ing soil and then planting new sod. We understand that the field will need to be ready for practice sometime in mid August, therefore, We are recommending sod be planted in place of seed. Estimated cost of turf renovation operations as described above is 5116500.00. The entire project, including irrigation, would take about two weeks to complete. It is true that a relocation of the tot lot a few feet southwest of its present location has been planned. The relocation was given some impetus two years ago when a motorist had a mechanical problem with her car and crashed the car into a corner of the tot lot. Fortunately, no one was hurt, but we all agreed that we could make the play area a safer place by moving the play equipment a few feet. Just like every public agency in the country, in recent years we have been charged to make all our playgrounds more safe for the children who use them. Handicapped access is also now required in all public park and playground areas. We have had an architect prepare plans and specifications for the new play area and I anticipate that the Public Works Department will manage a project next Spring to relocate the playground, update the play equipment and rearrange the parking and circulation at the J-Lot. I believe that adequate funding is available for this project in the Public Works Streetscape Improvements budget. I know of no one in the City of Burlingame who has suggested that the park be named for anyone and I have always assumed that the plaque honoring `Boots" Francard, now mounted at the playground, will be relocated to the new playground area. Having two (2) young children and one (1) on the way, I fully understand and believe in keeping parks and park equipment safe for children to play on. This is something that should be reviewed on a regular basis. However, what I am concerned with is the tearing down of the park and the memorial plaque in honor of my grandfather former parks director Jules "Boots" Francard. Knowing my grandfather the way I did, I know he put a lot of love and heart in his forty (40) years of working for the city of Burlingame. After his death, the city honored him with the memorial plaque at the park on Burlingame and Primrose Avenues. I believe it would be a terrible dishonor to tear it down and re -name the park after Mackenzie Studebaker a nine (9) year old girl. I only ask that if the park is scheduled for a renovation in 1999 and which could possibly include relocating the park that it's original memorial be left in name of Jules "Boots" Francard. In conclusion, I would like to be kept informed of the plans and developments for the future of the park. Arrigoni Principal Edward Larios Dean of Students June 23, 1998 Linda McDaniel Assistant Principal Two weeks ago the heavy equipment arrived and started tearing up the old track. We expect the new track to be completed by mid -August. Between the original donor and your generosity we collected enough money to build the track, improve the shot put and discus areas, pave the front entrance and create a new donors' recognition area and veterans' memorial. If you remember the old track, you will remember that there was a long concrete bench that was built around 1938 and dedicated to those who served their country. It was a WPA project (remember your history ? ) that was sponsored by the BHS Alumni Assn. Because of its age, placement close to the field for soccer, and poor condition of the concrete we needed to remove it. We still need to recognize those vets so we will honor them with a memorial near the flag pole area opposite the donors' recognition plaque. This summer the planning committee will meet to plan a grand opening and celebration of the new facility. We will notify you as we want all our donors to join in the celebration and be celebrated. Arrigoni, Principal ( QUARTER REPORT PARKS & RECREATION DEPARTMENT FOURTH QUARTER.1998-99 PROJECT/GOALS STATUS TO DATE COMMENTS Special Events - Art in the Park- Both events completed. Both events well received, successful. Instituted AITP jurying fee & had several sponsors. Burlingame Night at the Giants Sold 450 tickets to Giants Night. Mayor & 2 Council Members in pre -game ceremonies. Teens Beginning summer programs. Plans during Spring. Jr. High Fun Night & Police,Fire,Recreation program now underway. Seniors Programs in progress. Lunch program running smoothly 6 months after change from County funding and supervision. New "Travel Through Slides" programs at lunch are successful. Sports - B.I.S. School Year & B.I.S. & Spring programs B.I.S. programs were very successful in 1997-98. "El Nino" hurt all Spring sports programs. Spring Activities completed. Several Spring Vacation camps were canceled. Adult softball was hindered, but participation was still up. New softball web page w/ stats & schedules. Youth baseball/softball complete. Recreation Classes Spring program complete & Full classes in preschool, cartooning, ceramics, piano, painting and several youth classes. Summer program underway. Recreation Center Remodel Finishing touches of Phase I Staff and project architect setup a model of how- proposed "Senior Wing' in area of existing completed; Pre -Phase II Open Social Hall might be constructed. Seniors and interested members of the public were given House was held. tours over a two day period in June. The Open House was well received by all. Revenues exceeded projects by over $80,000 this spring. Success has hurt some City camps. Burlingame Together Annual Workshop complete. 44 persons attended all or part of the 1998 Summer Workshop. Committees for 1998-99 are: Youth Activities, Mentoring, School Safety and Linking to the Community. Trees - City's Contractor -1997-98 work completed. -The contractor completed work on the Oak Grove & Burlingame Avenues. - Protected Tree Ordinance -Revisions completed. -Ordinance prepared for submission to City Council for enactment. - Changes to Planting List -Began consideration. -Commission began its review of tree planting list. - Spring Planting Season -Spring planting completed. -100 new street trees were planted this spring. Parks - Picnic Benches -6 new picnic units installed. -New picnic bench/table units put in at Washington (3), Ray (2) and Bayside (1) Parks. - Washington Park Restroom -New restroom building. -A new modular restroom building was installed behind Lions Club Hall. - Wash. Park Tennis Courts -Courts resurfaced. -Tennis Court "bumps" removed and all four courts were resurfaced. - Franklin Field Turf -Kikuyu Grass sprayed out. -A noxious weed that was invading Franklin Field was sprayed & field overseeded. - Parking Lot F Landscaping -Water service restored. -Following removal of temporary Library buildings, landscaping will be restored in summer. Special Work - Summer Hires -2 students hired for summer. -2 young people are assigned to maintenance crew for summer. -Mills Canyon Work -'98 Fire/trail work complete. -California Conservation Corps completed two weeks of Canyon fire control and trail work. Capital Projects Planning/design underway. Work was done during the quarter on Landfill Park plans & E.I.R; developing golf operator RFP; coordinating Bayside Soccer Lights installation: finalizing Aquatics Center plans; finalizing plans, bidding & bid award for Paloma/Alpine Playground Rehab Projects. Gilbert Lip from Mills High submitted an application and he was approved by the Commission at the Commission's July meeting and will probably be appointed to serve by the City Council in September. We still need one member for the coming school year and we would prefer to have a student from Burlingame High. If you are interested, please fill -out the enclosed form and mail it back to me as soon as you are able. Any interested candidates will be interviewed by the Commission at its September 17 meeting. The position is advisory to the seven member Commission and the Youth Commissioners are asked to attend one Commission meeting per month (3rd Thursday night) from September through June. (Typically, there is no December meeting.) Although the position is advisory, the Commission Chairman is good about asking for input from every Commissioner and Youth Advisory Commissioner on each item brought before the Commission. We also ask that Youth Commissioners represent the teens of the community, both in bringing ideas or information to the Commission and in representing the City at occasional meetings regarding teens in San Mateo County. This is your chance to participate in real local government and I know that you would enjoy the experience. Since this opportunity is limited to Burlingame residents, please be sure that you live within the City limits before submitting your application.
