HomeMy WebLinkAboutMin - PR - 1998.07.16MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, July 16, 1998 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Mike Nilmeyer at 7:03 p.m. in Conference Room A, Burlingame City Hall. ROLL CALL Commissioners Present: Heathcote, Larios, Nilmeyer, Pera, Piccetti. Commissioners Absent: Kelly, Lembi Staff Present: Parks & Recreation Director John Williams, Recreation Superintendent Randy Schwartz Others Present: Don Cory, 833 Alpine Avenue; Gilbert Lip, 1544 Los Montes Drive MINUTES Minutes of the June 18, 1998 meeting were approved, as presented. COMMENTS FROM PUBLIC Alpine Park neighbor Don Cory, having received notification of pending work at the park, asked the Commission for information about the redevelopment of the Alpine Park tot lot playground and the process used to develop the project. Director Williams briefly explained the process followed over the past year as the Commission, City Council, project architect, and the Public/City Staff Playground Committee developed plans for Alpine, Paloma and J Lot playgrounds. Mr. Cory asked some specific questions about park features and Director Williams invited Mr. Cory to come to the Parks & Recreation Department office to review the plans for the Alpine Park renovation. Staff expects the playground rehabilitation to begin within one week. Mr. Cory suggested adding bark chips to the area outside of the play area in order to hold water in the soil. OLD BUSINESS Teen Blue Ribbon Study_ Committee Appointments. Director Williams reported that the members of the Blue Ribbon Committee, established by the City Council to study teen programs in the community, have all been appointed and that he will be setting -up the first committee meeting soon. 2. Appointment of Youth Advisory Commissioner. Director Williams reported that one application (Gilbert Lip, 1544 Los Montes Drive) has been received to date for the two Youth Advisory Commissioner positions for the 1998-99 school year. Gilbert was introduced to the members of the Commission. Gilbert will be a senior at Mills High School in 1998-99 and he briefly discussed some of his reasons for wanting to serve on the Parks & Recreation Commission. Chairman Nilmeyer and other Commissioners discussed the job of a Youth Advisory Commissioner with Gilbert. It was moved by Commissioner Pera, seconded by Commissioner Piccetti and approved 5-0 to recommend that the City Council appoint Gilbert Lip as one of the Park & Recreation Youth Advisory Commissioners for 1998-99. NEW BUSINESS 1. Report on Planned Request for Proposals (RFP) for Golf Range Operator at Landfill Park. Director Williams gave a brief report on plans for the operation of the City's Golf Driving Range at the new Landfill Park site. The City Council will review the RFP at either the August 3 or September 9 Council meetings and it is expected that a Golf Operator can be selected by October or November. REPORTS 1. Capital Improvement Project Updates. Director Williams reported on several projects: A. Paloma and Alpine Parks Tot Lot Rehabilitation. Bid has been awarded for the construction of these two parks and construction is expected to begin within the next week. B. BYBA Batting Cage in Washington Park. All City site work has been completed. Williams expects BYBA to begin construction soon. C. Soccer-Ballfield Lights at Bayside Park. Lights have been installed and are expected to be operational by August 1. Some damage was done to the turf by construction equipment, as expected, and the contractor will be repairing that damage soon. D. Landfill Closure and Bayside Park Masterplan. Williams updated the Commission of the status of landfill closure, the Environmental Impact Report (E.I.R.) and development plans. If the City Council approves the E.I.R. on July 20, the project can move into the construction phase for the new soccer field and driving range. E. Burlin ag me High School Aquatic Center. Swim pool plans are presently in the hands of the State Architect's Office. Hopefully, the plans will be returned to the high school district soon. F. Burlingame HS RunningTrack. rack. Commissioner Larios reported that work is underway on the track. He expressed some concerns that the project has fallen five weeks behind schedule at this point. Some discussion was held regarding the problems of scheduling soccer games this fall with the disruption at the high school field. 4 G. Cuernavaca Park Shade Structure Demolition. Williams stated that he is hopeful that informal bids can be solicited soon for the demolition of the Cuernavaca Park shade structure. 2. Parks Division Report. Director Williams noted that: • Parks staff is busy with the normal summer season chores. All City parks have been receiving heavy use. • Several young people are working with the regular staff during the summer months and crews of young people from Hillcrest are being regularly assigned to assist Parks staff The California Conservation Corps crew has completed its annual work for Parks and for the Fire Department in Mills Canyon. 3. Recreation Division Report. Recreation Superintendent Schwartz reported that: • Summer programs have been well received by the community. Programs and camps are now underway. • Music in the Park has also been well received on Sunday afternoons at Washington Park. Two concerts remain in the annual July series. • The Parks & Recreation Department sponsored a 16 years and under girls softball tournament at the Burlingame HS fields on the weekend of July 10-12. Seven teams from Northern California participated and three teams and their supporters stayed in local hotels for the weekend. The Burlingame team was the winner. Schwartz expressed his thanks to Jim Edwards for his work with field preparation for the tournament. • The City's part time Teen Coordinator has submitted her resignation, effective at the end of the summer program in August. Staff will not attempt to refill the position until after the Blue Ribbon Teen Committee has completed its work in September. 4. Commissioner Reports. There were no Commissioner reports.
