SUBJECT: Proposed Makeup of 1998 Teen Issues Blue Ribbon Study Committee
RECOMMENDATION. It is recommended that the City Council appoint a Blue Ribbon Study
Committee to study current issues relative to Teens in the community and to report back to the Park
& Recreation Commission, with recommendations. Council should review the proposed committee
makeup and decide what representatives and which Council Member to appoint to the committee.
Staff proposes a 12 person committee, composed as described below.
BACKGROUND. In 1996, the City Council appointed a twelve person committee to review issues
relating to teenage young people in the community. The committee made two major
recommendations:
That the City and San Mateo Union High School District move ahead to rebuild the
Burlingame High School Swim Pool. That project is under design at this time.
That the City create a new part time Recreation Coordinator position to begin the
development of a teen recreation program in the community. The part time Teen
Coordinator is presently working to develop programs for teens.
The Park & Recreation Commission recommended at its March meeting that the City Council create
a new Blue Ribbon Committee to again study issues relating to teens in Burlingame. At the City
Council meeting of May 4, 1998, the City Council directed staff to prepare a suggested list of
persons or organizations to sit on the new committee. I am recommending the following makeup
for a 12 person committee. The Council may wish to make the committee larger or smaller than I
have suggested. The Council may wish to include other persons or organizations and may wish to
not include some I have proposed. School Superintendents Beuthel and Mohr have both reviewed
the proposed committee makeup shown below and have expressed general approval of this format.
I propose the following appointments: (1 each. School Districts to select their representatives and
the Park & Recreation Commission to select the Commissioners and alternates.)

SUPERINTENDENT'S REPORT
1. FRANKLIN FIELD --An aggressive weed grass will be sprayed out with herbicide on June 1.
This will involve approximately one third of the field. It will be followed by reseeding. All
affected groups have been notified.
2. Tree planting is nearing completion.
3. Trees have been removed where the batting cage will be constructed in Washington Park.
Stumping will occur next week.
4. Minor
ADA issues
are
holding up the
opening of the new Washington Park restroom. We
anticipate
opening for
the
Memorial
Day
weekend.
5. Tree contractor is continuing to prune eucalyptus along the railroad tracks north of Oak
Grove.
6. Overseeding of BIS field occurred.
7. Supervisor Bob Disco attended the Certified Playground Inspector School in Foster City.
8. Annuals were planted at SP Circle and lantana was added to several planter boxes along
Burlingame Ave.
