Burlingame Parks & Recreation Commission
Thursday, May 21, 1998
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by
Chairman Mike Nilmeyer at 7:07 p.m. in Conference Room A, Burlingame City Hall.

MINUTES
Minutes of the April 16, 1998 meeting were approved, as presented.

OLD BUSINESS
Review of Staff Proposed Alternative Cuernavaca Park Basketball Court Layouts. The
Commission had requested that staff provide some alternative schemes to layout basketball
courts at Cuernavaca Park. Director Williams provided five (5) alternative court layouts.
Two (2) proposed layouts proposed no new standards, simply removing and/or relocating
existing standards. Williams noted that no other City park has more than two (2) basketball
standards.
The Commission discussed the alternatives at length. Commissioner Larios noted that he
was opposed to retaining any full court play, but that he could accept retaining one cross
court full court on a pilot basis. Larios favored staff proposed Alternative #1 because it
could be modified in the future to delete the cross court full court. Youth Commissioner
Klimen spoke in favor of retaining as many standards as possible.
It was moved by Commissioner Kelly, seconded by Commissioner Pera and approved 6-0
(Lembi absent) to request that staff move ahead to implement Alternative # 1 (attached)
and then continue to monitor use of the remaining cross court full court.
2. Discussion of Teen Activity Program and Possible Teen Interest Survey. Youth
Commissioner Getchel had requested that this item be placed on the agenda for the May
meeting. In Youth Commissioner Getchel's absence, the item was continued to the June
meeting of the Commission.
Teen Blue Ribbon Study Committee Appointments. Director Williams reported that the
City Council had approved the Commission's earlier recommendation to again form a Teen
Blue Ribbon Study Committee. He noted that the Council had directed the addition of a
representative from one of the local Catholic Intermediate Schools and also a representative
from the City Library staff. There will be fourteen (14) regular members of the study
committee. Williams expects to have the Committee's report back to the Commission and
City Council in September.
Commissioner Piccetti volunteered to investigate with the Catholic schools and get the
name of a possible contact back to Director Williams.
The Commission discussed its representatives to the committee and it was the consensus of
the Commission that the Chairman appoint the following individuals:
Commissioner Kelly, regular member and Commissioner Piccetti, alternate
Youth Commissioner Klimen, regular member and Youth Commissioner Getchel,
alternate
NEW BUSINESS
Burlingame Together Workshop. Williams asked that Commissioners review their
schedules and anyone who might be able to attend should contact him for registration
information.
2. Rec Center & Other C.I.P. Open House. Recreation Superintendent Randy Schwartz
reported that staff has planned an open house in the Recreation Center on Friday, June 12
and Saturday, June 13. The open house will be setup to demonstrate how a "Senior Wing"
can be developed in the next phase of Recreation Center Remodeling. Temporary partitions
will be put in place and some furniture brought in to demonstrate for the Friday senior
group and for any interested members of the public just how the senior area could be
developed. Also on display will be descriptions and proposed plans for several other park
and recreation facilities.
REPORTS
Capital Improvement Project Updates. Director Williams reported on several projects:

A. Washington Park Restroom Rehabilitation. The new facility has been installed.
Staff expects that the new restroom will be available for public use over the coming
weekend.
B. Resurface Washington Park Tennis Courts. Weather has delayed the tennis court
contractor but that work is expected to be complete by June 5.
C Paloma and Alpine Parks Tot Lot Rehabilitation. Bids will be opened for these two
projects on May 26. It is expected that the City Council will award the bids at its
June 10 meeting. Construction should begin in July, with an anticipated October
opening date for both tot lots. The Lions Club fundraising golf tournament in
support of these two park rehabilitation projects will be held Sunday, May 31.
D. BYBA Batting Cage in Washington Park. Parks staff has begun work to clear the
site where the cage will eventually be built. Williams expects the cage to be
completed within four to six weeks.
E. Soccer-Ballfield Lights at Bayside Park. Installation of the lights is slated to begin
during the week of May 26.
F. Landfill Closure and Bayside Park Masterplan. Williams gave Commissioners a
copy of the most recent proposed Landfill and Bayside Park Masterplan. The City
Council will be considering the draft Environmental Impact Report on June 10.
Design work is proceeding on the soccer field, parking lot and driving range.
G. Burlingame High School Aquatic Center. Design work on the Aquatic Center is
nearing completion.
H. Burlingame HS Running Track. Commissioner Larios reported that the contract to
build the new running track has been awarded and construction will begin soon. He
noted that the work will cause major disruption to the high school and to AYSO and
its fall soccer schedule.
Unfortunately, during the construction of the running track, football field water will
have to be shut off for eight (8) weeks. Funds are not available to re -sod the field
and so a new turf will have to be grown after the completion of the track. No
football games will be played on the field until October and the soccer league will be
unable to use the field for the entire season. The back high school soccer field is
also be rehabilitated this summer, but that field will be sodded and so should be
available for play by the start of the AYSO season.
Parks Division Report. Director Williams noted that the spring baseball and softball season
are now finished or winding down. Some major turf repairs are scheduled for Franklin Field
in June. Spring tree planting is nearing completion and Eucalyptus pruning continues along
the railroad track north of Oak Grove.
Recreation Division Report.
Recreation Supervisor Mutto discussed the preschool, senior citizen, after school classes
and arts and dance programs which she supervises. The part time Senior Coordinator has
been able to reach more seniors as programs and communications improve. Senior trips
have been particularly successful and trips are one of the best ways to reach senior men and
interest them in recreational and meal activities.
Superintendent Schwartz reminded Commissioners of Art in The Park, scheduled for June
13 and 14 this year.
4. Commissioner Reports.
Commissioner Piccetti asked about the Girls Softball season at Ray Park and neighbor
concerns. Schwartz reported that the moving of Sunday games to Burlingame High helped
to reduce neighbors concerns. Several neighbors were heard to comment that this season
had been one of the best in terms of noise and disruption in the Ray Park neighborhood.
Commissioner Kelly stated that he thought that the recent article in the Boutique Villager
regarding teens was a good article. He was pleased that the issues in the article were
brought to the community's attention.
Commissioner Pera noted that there was recently a problem with some of the outfield lights
at the Bayside Park softball field. Schwartz indicated that staff was aware of the problem
and was working on resolving it.
Commissioner Heathcote asked about maintenance of the area around Anza Lagoon.
Williams noted that maintenance of the lagoon and park area is the responsibility of the
adjacent hotels.
There being no further business to come before the Commission, Chairman Nilmeyer adjourned the
meeting at 8:08 p.m.
