HomeMy WebLinkAboutMin - PR - 1999.09.16MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, September 16, 1999 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Ed Larios at 7:04 p.m. in Conference Room A, Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Heathcote, Larios, Minderman, Nilmeyer, Piccetti and Youth Advisory Commissioners Martindale and Warden Commissioner Absent: Muller Staff Present: Parks & Recreation Director John Williams, Recreation Superintendent Randy Schwartz, Recreation Supervisor Mike Blondino and Teen Coordinator Kurt Edwards Others Present: Richard Cottrell, 1685 Hunt Drive; John Rolih, 1700 Hunt Drive, Burlingame; Tong Zhao, Burlingame MINUTES Minutes of the July 15, 1999 meeting were approved, as presented. COMMENTS FROM PUBLIC Richard Cottrell and John Rolih, residents of the Cuernavaca Park neighborhood, addressed the Commission regarding the changes now being made at Cuernavaca Park. They felt that the neighbors had not received adequate information regarding the proposed changes in the park. Director Williams noted some of the public meetings and public notices that were a part of the three year process to develop a new Cuernavaca Park masterplan. The residents expressed concern about the present condition of the former shade structure area. Williams stated that work should begin on the new retaining wall along Hunt Drive within the next few weeks. No other cleanup or landscaping can be done until this construction is completed. Full renovation of the park is planned for the 2000-2001 fiscal year. Staff and Commissioners noted some of the concerns and problems that have led to the removal of the shade structure and the development of a new masterplan. Mr. Cottrell and Mr. Rolih expressed other concerns about existing park restrooms, park lighting and the Eucalyptus trees at the east end of the park. Mr. Cottrell expressed his unhappiness with the way he was treated by a Parks Division employee in July. Williams will investigate the matter. They also stated their unhappiness with the manner in which Hunt Drive and Alcazar were recently sealed by the Public Works Department and the response level of the Police Department. OLD BUSINESS Report of Youth Committee Working on Teen Center Proposal. Youth Advisory Commissioner Warden presented a copy of the Teen Center staff report which will be reviewed by the City Council on Monday, September 20, 1999. Director Williams noted that this item is scheduled on the City Council agenda as an informational item. It is not expected that the Council will take any specific action at this meeting, although Council may choose to give staff some general direction on this matter. Warden answered questions from Commissioners regarding the report and there was considerable discussion regarding the suggested location in the area of the Lions Hall at Washington Park. Several Commissioners indicated that they would attend the Council meeting in support of the young people making the presentation. 2. Report on Youth Advisory Committee. Youth Advisory Commissioner Warden stated that the Committee has had one social meeting and one business meeting, to date. The group will consider how the Bylaws created by the Commission are working for the group. The Y.A.C. will return to the Commission with suggestions regarding the specifics of the By Laws and the makeup of the Committee. Teen Coordinator Edwards stated that he was impressed with the group of young people that has been assembled and expects the Y.A.C. to be helpful to him as he undertakes teen program planning. Coordinator Edwards reported on the 17 trips taken during the summer as part of the teen program and briefed the Commission on the successful P.F.R.N. (Police, Fire, Recreation Night) program held at B.I. S. on Friday nights during the summer. NEW BUSINESS 1. Discuss Joint Meeting with City Council on October 4, 1999. Director Williams asked for any agenda items that Commissioners would like to have placed on the agenda for the City Council/Commission joint meeting on October 4, 1999. It was agreed that teen programs and facilities were the major items of interest to the Commissioners. Williams will prepare a draft for Chairman Larios to review before forwarding to the City Manager. 2. Status Report - BART Construction in Burlingame. Director Williams reviewed the activity now beginning with the construction of the BART tail tracks in Burlingame. BART has a public relations telephone number that anyone can call with questions about any part of the project. Trees are presently being removed in the area of the future tail tracks. REPORTS 1. Capital Improvement Project Updates. Director Williams reported on the following projects: A. Landfill & Bayside Park Projects. Construction on the golf driving range and soccer field is nearing completion. Any Commissioners wishing to tour the upper deck project are welcome to call Director Williams to make the arrangements. Commissioner Nilmeyer and Williams are hopeful that a contract can be finally �- negotiated with the potential golf operator within the next two weeks. B. Burlingame Aquatic Center. Williams reported that the City Council and the high school governing board have approved the conversion of the project to a 50 meter pool. The District has awarded construction contracts and work is expected to resume soon. It is hoped that the pool can be completed and opened for use in April, 2000. C. Cuernavaca Park Shade Structure Demolition. Demolition of the shade structure has been completed. Work should begin on the seat wall to be constructed there within the next few days. D. J Lot Parking Lot & Playground Renovation. The J Lot project is nearing completion. The tot lot can be opened as soon as the fence has been installed. E. Laguna Park Playground Renovation. It is anticipated that the City Council will award the bid for reconstruction work at Laguna Park on September 20 and that work can begin soon thereafter. F. Village Park Cottage Renovation and Addition. Superintendent Schwartz reported that work is nearly complete. It is anticipated that the preschool will open, as scheduled, on October 4. The grand opening ceremonies are scheduled for 1.30 p.m., Friday, October 15, 1999. 2. Parks Division Report. Director Williams reported that many of the summer ballfield uses have been completed in the parks. The soccer season is now fully underway. Fall tree planting is beginning. 3. Recreation Division Report. Recreation Superintendent Schwartz reported that Fall program registration has been good and that Fall activities begin this week. A new girls volleyball program is getting underway at the elementary schools for 4th & 5th graders. Teen Coordinator Edwards reported on the teen trips held during the summer months. 85 intermediate school students participated in the Friday night Police, Fire and Recreation Night program during the summer. 4. Commissioner Reports. • Commissioner Nilmeyer stated that he was very pleased with the new play lot at the J Lot parking area. He noted that a trash can was needed in the central seating area there. • Commissioner Heathcote stated that he was impressed and pleased with the opening day ceremonies conducted by A.
