On March 17, 2020, the Governor issued Executive Order N-29-20 suspending certain provisions of
the Ralph M. Brown Act in order to allow for local legislative bodies to conduct their meetings
telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San
Mateo County Health Officer on March 16, 2020 (which was then extended on March 31, 2020, and
further extended on April 29, 2020), the statewide Shelter -in -Place Order issued by the Governor in
Executive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which
discourage large public gatherings, the Recreation Center will not be open to the public for the
November 19, 2020 Parks & Recreation Commission meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed below. The
meeting video will be uploaded to the Parks & Recreation Department's website after the meeting.
Members of the public may provide written comments by email to recreation@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting, or note that
your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of
the emailed comment should be commensurate with the three minutes customarily allowed for verbal
comments, which is approximately 250-300 words. To ensure that your comment is received and read

a. Summer 2020 Programming Update
Recreation Manager Acquisti reported that due to COVID-19, the summer 2020 programming was
reorganized by staff to adhere to the Health Order guidelines. In previous summers, the
Department would offer three Adventure Camp options for 11 weeks, eight weeks of enrichment
programs (averaging over 40 camp options), Sunday Music -in -Park concerts in July, a variety of
sports camps located on fields throughout the City, Camp Treehouse at Village Preschool, and a
variety of adult fitness and recreation classes. Due to the mandated guidelines put in place by the

State, programming options became limited. Despite the restrictions, the Recreation Division
worked diligently to offer the Burlingame community a wide variety of programs in a safe manner.
She noted that staff was very fluid in changing the programming as the State policies were
changing day by day. An example is making the sports programs skills -based as opposed to being
competitive. Results from surveys show that families were very happy with the offerings and gave
lots of positive feedback for the programs offered.
The Department utilized different locations and thought outside the box to provide programming
in various ways to all demographics — online, person to person, outside, inside, etc. Currently
being offered for community events is drive-in movies & drive-in concerts at Murray Field.
Commission discussion included suggesting to continue offering some of the programs in the new
formats even when COVID-19 is over.
Commissioner Lewis wanted to know if we were able to meet the demand for programming.
Acquisti noted all efforts were made to accommodate customers. She said that some programs did
have waiting lists, though.
Commissioners noted concern about the social and emotional health of the senior community.
Commissioner Pappajohn mentioned a county -wide program called Virtual Companions, which
includes pen -pals, cards and crafts day, virtual concerts, and phone pals. Staff noted the popularity
of the Senior Activity Packet that is distributed monthly.
Commissioner Holzman expressed appreciation for the Department's responsiveness to the
community's needs, and it showed in the response from the community members and participants.
Commissioner Ardito thought a takeaway assignment for commissioners could be to look around
the City for areas that could be utilized for future programming.
Acquisti invited the commissioners to bring programming ideas to staff as they are open to trying
new things.
8. STAFF AND COMMISSIONER REPORTS
a. Parks & Recreation Department Reports
Director Glomstad reported the Council agenda for Monday, October 19, 2020, will have the J-
Lot Playground project's approval and the renaming of the park, an update for the Council on the
minimum wage increase on Rec programming, and the dedication of Ingold Park on Rollins Rd.
The census is closing in October. The data will be available as early as March 2021 for staff to
review to develop a strategic plan for the Recreation Division in preparation for the new
community center.
Glomstad asked the Commission for assistance with advertising the scholarship program to the
community.

Subject: Fall 2020 Elementary & Middle School Sports Update
RECOMMENDATION
Staff recommends the Parks and Recreation Commission Review the fall 2020
Elementary & Middle School Sports update.
BACKGROUND
With the Covid-19 Pandemic onset, Burlingame Parks and Recreation staff had to modify
traditional programs and operations to offer safe and fun recreational opportunities for the
Burlingame Community, including Elementary and Middle School Sports programs. With
Burlingame School District campuses being closed due to COVID-19, staff changed all
aspects of the fall sports program, including sports offerings, coach recruitment, and sport
location. Throughout the season, the priority was the safety and wellbeing of the
participants and the community. Below is a summary of the programs offered this fall, the
steps taken to provide the sports safely, and the parent survey results.
DISCUSSION
On August 3, the California Department of Public Health issued updated health and safety
guidelines on youth sports (Exhibit A). One component of the guidance was that youth
sports could only be skill -based drill instruction and strength and conditioning work. No
games or scrimmages were permitted, a significant shift from typical after -school sports
where local schools play against one another. Additionally, participants were required to
maintain a six-foot social distance as much as possible and wear a mask unless engaged
in heavy exertion. Subsequently, staff selected sports that would be engaging for
participants while still adhering to all guidelines.
Program Offerings and Locations
Another shift in the program was to find alternative locations in City parks and fields since
the school campuses were closed. The following is a comparison of the 2019 and 2020
sports offerings and locations.

Safety Guidelines
To provide a safe environment for the participants and coaches and to prevent the spread
of COVID in the community, City staff developed safety guidelines for each sport that
included the latest guidelines stated by the County and State Health Departments.
Participants had their temperature taken upon arrival and coaches and staff wore masks.
Participants wore their masks unless performing rigorous activities, and staff sanitized all
equipment after each practice.
The Health Department did not address how many participants could be in a cohort. Staff
determined that the cohort would not exceed 25 participants. Staff selected fields that
would allow for ample room for the cohort to remain socially distant while engaged in their
practice. The Flag Football Health Guidelines are in Exhibit B.
Coaches and Staff
Obtaining coaches for the program was similar to past years. City staff hired contract
coaches to work with the participants. New this season, part-time recreation leaders also
staffed at the fields to assist with the newly implemented protocols. Additionally,
Recreation Coordinator Chris Roman, and Program Coordinator Tommy Cook coached
Flag Football & Cross Country. While full-time staff does not traditionally coach,
considering the prioritization of safety, Coordinators Roman and Cook's involvement
enabled them to monitor the program while building connections with Burlingame's youth.
Enrollment
Once registration began for fall sports, it became apparent that there was a demand for
athletics. The below chart compared the enrollment from Fall 2019 and Fall 2020. Due
to COVID guidelines, 2020 enrollment was capped at 50 participants for most sports and
20 for tennis to guarantee there was sufficient space at the location.

Due to the popularity of the Fall Flag Football, Program Coordinator Cook is starting the
Panther Sports Program. It is a three-week class focusing on football skills as well as
strength and conditioning. As the holiday breaks approach, a series of week-long sports
camps will be offered.

Recently, staff sent a survey to all elementary & middle school participants. Staff received
63 responses (Exhibit C).

In reviewing the survey responses, the vast majority of parents responded positively to
all aspects of the program. Staff noted the concern from four respondents about safety.
In reviewing the comments, two parents' notes stood out. The first suggested that the
runners should be more spread out during cross country. The second mentioned that at
times, participants did not always wear masks when they should have. Staff is reviewing
the program standards and will implement improvements as practicable.
Parents were also asked what they were looking to get out of the after -school sports
program. Most parents were looking for opportunities for their children to exercise
outdoors in a safe setting and socialize with their peers in a structured environment.
Based on the data listed above and the parents' general comments, staff was successful
in providing these opportunities.
Within the survey, parents had the chance to provide general comments. Many of the
comments expressed overall appreciation for the program. Quotes included, "It was
perfect and exactly what we were looking for! Thank you!", "My daughter actually enjoyed
this non-competitive season the most out of her three years in track & field and cross
country. She really loved it and always came home in a good mood."
When asked if participants would be interested in our upcoming winter sports offerings,
90% of participants said yes, they would be interested. 10% said no, mainly due to the
winter sports offerings not being appealing to their children.
At this time, staff is planning on providing Afterschool Tennis, Track and Field, and
Ultimate Frisbee for winter, which runs from mid -January to mid -March. As the weather
improves and grass fields reopen, City staff is looking forward to offering a robust spring
session, including basketball, which is traditionally the most popular after -school sport.
FISCAL IMPACT
Despite the COVID-19 restrictions on athletics, City staff developed an after -school sports
program that created enough interest to generate a comparable net revenue in 2020
compared to 2019.

Consistent with the July 20, 2020 announcement of the California Interscholastic
Federation, this document provides guidance for all youth sports programs —including
school -based, club, and recreational programs —to support a safe environment for
players, coaches and trainers, families, spectators, event/program/facility managers,
workers, and volunteers. For further guidance related to school settings, please see
this updated auidance for schools and school -based Droarams.
NOTE: The risk of transmitting the COVID-19 virus depends on several factors germane to
sports, including:
• Number of people in a location
• Type of location (indoor versus outdoor)
• Distance between people
• Length of time at a location
• Physical contact between people
• Touching of shared objects
• Use of face coverings
• Mixing of people from locations with different levels of community transmission
As general guidance, smaller groups are safer than larger; outdoor locations are safer
than indoor; sports that can ensure distance of six feet or more are safer than close
contact; and shorter duration is safer than longer. Leagues, coaches, parents, and
athletes need to consider all these factors as they plan to return to play.
• Outdoor and indoor sporting events, assemblies, and other activities that
require close contact or that would promote congregating are not permitted
at this time. For example, tournaments, events, or competitions, regardless of
whether teams are from the same school or from different schools, counties, or
states are not permitted at this time.
• Youth sports and physical education are permitted only when the following can
be maintained: (1) physical distancing of at least six feet; and (2) a stable
cohort, such as a class, that limits the risks of transmission (see CDC Guidance
on Schools and Cohortina). Activities should take place outside to the
maximum extent practicable.
For sports that cannot be conducted with sufficient distancing or cohorting,
only physical conditioning and training is permitted and ONLY where physical
distancing can be maintained. Conditioning and training should focus on
individual skill -building (e.g., running drills and body weight resistance training)
and should take place outside, where practicable. Indoor physical
conditioning and training is allowed only in counties where gyms and fitness
centers are allowed to operate indoors.
• Avoid equipment sharing, and if unavoidable, clean and disinfect shared
equipment between use by different people to reduce the risk of COVID-19
spread.
• Consistent with guidance for gyms and fitness facilities, cloth face coverings
must be worn during indoor physical conditioning and training or physical
education classes (except when showering). Activities that require heavy
exertion should be conducted outside in a physically distanced manner without
face coverings. Activities conducted inside should be those that do not require
heavy exertion and can be done with a face covering. Players should take a
break from exercise if any difficulty in breathing is noted and should change
their mask or face covering if it becomes wet and sticks to the player's face
and obstructs breathing. Masks that restrict airflow under heavy exertion (such
as N-95 masks) are not advised for exercise.
• Youth sports programs and schools should provide information to parents or
guardians regarding this and related guidance, along with the safety measures
that will be in place in these settings with which parents or guardians must
comply.

Participation
1. All participants in attendance must be registered for the class through the BPRD.
2. Only registered participants and approved coaches/staff will be allowed to join the class.
3. Participants must be picked up and dropped off in a timely manner.
4. If a participant is not able to attend class, the BPRD must be informed.

All participants and coaches are required to take their temperature before arriving to class. If a temperature of
100.4 degrees or higher is registered, person must remain home and not attend. Additionally, participants will
have their temperature checked prior to the start of each class.
6. If a coach or participant is in attendance and displays any symptoms of illness including but not limited to: fever,
cough, sore throat, sneezing, body aches, loss of sense of smell, difficulty breathing, or fatigue, they will be
instructed to go home immediately.
Cohorts and Social Distancing
7. Participants will be divided into cohorts for the duration of the session.
8. Upon arrival to class, participant will check in with their coach and be sent to their designated area with their
cohort.
9. Participants will maintain 6 feet of social distancing during class when appropriate. Cohorts will be separated
into areas on Washington Park Large and Small fields.
10. No physical contact is allowed (including high fives, fist bumps, and elbow bumps).
Personal Protective Equipment
11. Participants must arrive and leave class wearing a personal protective face mask.
12. While participating in activities that require strong physical exertion, participants will be allowed to remove their
protective face covering after being given the direction to do so by a coach.
13. Participants will keep their mask on their person at all times and will be instructed to put their mask on while
not participating in physical exertion.
14. Coaches will wear personal protective masks.
15. Hand sanitizer will be available for all participants.
Sports Equipment
16. Participants are responsible for bringing a water bottle with their name clearly marked.
17. Footballs will be assigned to each specific cohort and shared between those members. Footballs will be sanitized
at the end of each class.
Air Quality
18. Burlingame Parks and Recreation will be using airnow.gov to monitor air quality. We are following the guidelines

19. Programs will continue if air quality is in the green or yellow zone. Programs will be actively monitored if quality
is in the orange zone. Programs will be cancelled if air quality is in the red or purple zone.

RECOMMENDATION
Staffs recommends that Commission review and approve the Rotation of Commission Chair, and
welcome one newly appointed Commissioner.
BACKGROUND
Commission Rotation: Pursuant to the Rules of Procedure for the Officers of the Parks &
Recreation Commission of the City of Burlingame (adopted October 20, 2005), Section II, C.
Rotations of Officers: "Officers will be rotated at the Commission's first regular meeting in
November of each year. The rotation order is as follows: 1. Vice Chair becomes Chair, 2.
Commissioner who is not an officer, who has served the longest period of time on the Parks &
Recreation Commission without or since serving as Chair becomes Vice Chair, 3. If two or more
Commissioners have the same length of service on the Parks & Recreation Commission, then
the Vice Chair shall be chosen from among them by a random draw, & 4. If a Commissioner,
eligible under this subpart, declines to serve either office, an additional Commission rotation will
take place."
Welcome New Commissioner: In October 2020, two Commissioner's terms were expiring.
The applicants were interviewed by the City Council on October 13.2020 and at the October 19,
2020 Council meeting, the City Council appointed Emily Matthews and Dale Chang to the Parks
& Recreation Commission with their term expiring in October of 2023.
DISCUSSION
As there are no extenuating circumstances, this year's Commission rotation will be: Chair —
Commissioner Christine Ardito and Vice Chair — Leslie Holzman. (Exhibit A)
