Brown Act in order to allow for local legislative bodies to conduct their meetings telephonically or by other electronic means. Pursuant to the Governor's Executive ORder N-33-20 issued on March 19, 2020, and the CDC's social distancing guidelines which discourage large public gatherings, the Burlingame Public Library will not be open to the public for the November 17, 2020 Library Board of Trustees Meeting. Members of the public may view the meeting by logging into the Zoom meeting listed below. Additionally, the meeting will be streamed live on YouTube and uploaded to the City's website after the meeting. Members of the public may provide written comments by email to publiccomment@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Library Board of Trustees for the appropriate agenda item, please submit your email no later than 5:00 p.m. on Tuesday, November 17, 2020. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Library Board of Trustees after the meeting. City of Burlingame Page 3 Printed on 1111312020 Burlingame Library Board of Trustees October 20, 2020 Minutes Roll Call Trustees Present: Kristin Capkin, Danielle Garcia, Mike Nagler, Randi Murray, Elisabeth Ostrow Staff Present: Brad McCulley, City Librarian Sidney Poland, Recorder II. Library Board of Trustees Minutes The Trustees unanimously approved the minutes of the September 15, 2020 Board of Trustees Meeting with the spelling correction in Action B second section ..... policies approved by previous Board of Trustees be compiled ........ M/S/C Murray/Nagler III. From the Floor No one from the public attended the meeting. IV. Correspondence and Information The Trustees reviewed the September statistics. It was noted that usage of Kanopy has become quite popular. Tommy is monitoring the usage as it relates to possible cost increases for the library. V. Reports A. City Librarian's Report - Highlights • CPU -There are 125-140 appointments per day with 1 to 2 days for pickup. Staff is planning to offer CPU until 7:00pm two nights a week. During the rainy season the CPU site will be moved to the staff parking area in the garage. • Outstanding Library Policies - Brad will be working with the acting -City Attorney, Scott Spansail, to review the following policies: Security Camera policy, Community Board Posting policy and Law Enforcement/ICE Records Requests policy. B. Foundation Report - The Foundation will be taking book donations by appointment only at 240 Lorton Ave. as of October 15th. VI. Old Business A. Racial Equity Discussion - United Against Hate • United Against Hate Week is from November 30th to December 6th 2020. The hope is that the people of our local communities will continue actions to support the purpose and goals of United Against Hate throughout the year. • Mayor, Emily Beach, has asked library staff and other community members to help organize virtual events and programs for United Against Hate Week. B. Current Policies The Trustees tabled an in-depth discussion of current policies until a future meeting but did make the following comments. • Most of the policies need updating and certain policies should be reviewed by the Racial Equity Team. • Policies should be entered on a spread sheet. C. Board of Trustees - "Who We Are" Trustee Ostrow reviewed her draft spreadsheet and sample narrative that she created for the purpose of providing insight to the City Council of the current Trustees' qualification and specific skills that they possess to be an effective board member and to identify where diversity is lacking. Each Trustee was requested to do the following: 1) write a short anonymous narrative about themselves; 2) fill out the existing spreadsheet (adding or deleting columns is an option) and 3) send to Brad for review by the November 17th board meeting. D. 7 Member Board of Trustees The Trustees discussed the pros and cons of increasing the Board of Trustees up to 7 members and ultimately concluded that this topic should be tabled and revisited at a future board meeting. VII. New Business A. Pandemic Vision/Goals Brad requested that each Trustee send him 5 priorities that the library should focus on for the coming year taking the continuation of the pandemic into consideration for the November 17th meeting. B. Silicon Valley Update Brad will contact a representative of the Silicon Valley Foundation to arrange a meeting for the November 17th meeting. C. Murals 1. Mural in Reading Room - Staff and members of the public have expressed the feeling that the statement at the bottom of mural "Living in Burlingame is a Special Privilege" does not reflect the library's message that all people are welcome in the library. The Trustees supported the staff s request to take down the mural. Brad will obtain an estimate to remove the mural. The Trustees will revisit this topic at the November meeting. 2. Mural in Children's Room Staff and Foundation members have expressed the idea of introducing a new art work in the Children's Room that would mirror the cultural representation of our community. Discussion of this possible project will be on -going. VIII. Action Items • Brad will arrange a meeting with a representative from the Silicon Valley Foundation for the November 17,2020 Trustee meeting. • Brad will obtain an estimate to take down the mural in the reading room. • Brad requested that each Trustee send him 5 priorities that the library should focus on in 2021. • Trustee Ostrow requested that each Trustee complete the draft spreadsheet she provided at the October meeting ,write a short narrative about themselves and send it to Brad by the November 17th meeting. IX. Adjournment The meeting was adjourned at 7:OOpm. The Library Childrens dept will be gave away free Boo!ks on Oct 31 from the Bellevue Door and the City Dept wide Halloween caravan drove through Burlingame neighborhoods. • Dec 12th Santa will be on the front porch of the Library and children can come by to drop off their letter to him and Mrs Klaus and pick up a free book filing past the Bellevue door. The City Librarian will play part of Santa's Elf. o Facilities update — • Facilities staff are assisting Library staff with our reopening plans and the number of staff and public that can be in the building at one time based COVID/HVAC protocols. o Foundation report — • The Library Foundation is working diligently at 240 Lorton as the sorting center until the Library is open or the space is rented, whichever is first. Staff are slowly reintroducing more Foundation members back into the building to increase book sales which impacts Library programming and events for the upcoming year. o PLS/PLP (Peninsula Library System /Pacific Library Partnership) • PLS ■ San Mateo Public and San Bruno Public may possibly open in early December. ■ Burlingame and most other libraries are still planning for a mid -January reopening if the infection rates do not increase. • PLP — n/a Trustee Priorities for Library Post Opening 1. Emergency preparedness: In the light of COVID, we could review: a. The library's inventory of PPE, plastic shields etc in the event of a future pandemic b. Review of library procedures - staffing, interface with the public - in light of what worked well (and what didn't) c. What else can we do to help educate the community post -pandemic about appropriate guidelines and precautions going forward? 2. Does it make sense to have a "grand opening" or festive reintroduction to the community, once the building can open safely? 3. If BLF decides to go forward with Speaker Series, what changes/planning could go on now for the logistics and staffing of these events? 4. In the event of a sustained power shutdown, earthquake or wildfire/poor air quality, can the library serve as a refuge for community members? This may be especially important while the new Rec Center is under construction. Once the Rec Center is open, presumably they could take over this responsibility. 5. What will happen with Cafe once the library reopens? What are alternative uses for that space? How important is it to have a cafe in the building? 6. Staff needs to participate in team -building endeavors, like a day or two set aside where everyone gets together again and talks about how they are, what it's been like, what's important to them going forward, etc. Everyone needs to be re -introduced to one another so that moving forward can truly be a team effort. 7. 1 also see a community event out on the front lawn celebrating the re -opening, speeches, balloons, you know, that kind of stuff 8. Continue to provide hold/pick-up service outside as long as necessary 9. Continue to provide/improve/get the word out about online content for library patrons 10. Continue to do any library building maintenance and improvements we can afford while the building is empty 11. Consider whether the pandemic offers an opportunity to do some enhanced staff development or community -building Once library opens, on a presumably limited basis 12. Continue some version of the outside hold/pick-up service for those who do not want to come inside the building 13. Figure out which communities are most reliant on the library - for whom is the library essential, and for whom is it just a lovely resource? - and prioritize library access for those folks, perhaps through a reservation system. (Is it people who use the computers? Children who attend story time?) 14. Along with racial equity work, perhaps prioritize civics education in library displays and programming?
