HomeMy WebLinkAboutMin - PR - 1999.04.15�-' MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, April 15, 1999 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Mike Nilmeyer at 7:00 p.m. in Conference Room A, Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Heathcote, Larios, Minderman, Muller, Nilmeyer, Piccetti Commissioners Absent: Youth Advisory Commissioner Warden Staff Present: Parks & Recreation Director John Williams, Recreation Superintendent Randy Schwartz, Teen Coordinator Kurt Edwards MINUTES Minutes of the March 18, 1999 meeting were approved, as presented. COMMENTS FROM PUBLIC � There were no comments from the public. OLD BUSINESS Introduction of Teen Coordinator Kurt Edwards. Director Williams introduced the new City Teen Coordinator, who gave the Commission a brief summary of his background and discussed some of his ideas for an expanded program for teens. Several Commissioners asked questions which led to further discussions about teen issues and possible programs. 2. Report on Formation of Youth Advisory Committee (YAC). Commissioner Piccetti, Youth Advisory Commissioner Warden, Director Williams and Teen Coordinator Edwards are all serving on the task force currently developing the YAC structure. It was reported that the YAC application forms have been developed and are presently being distributed to the schools by the Teen Coordinator. The Committee will meet on April 27 to work on the development of operating procedures and bylaws for the YAC. Blue Ribbon Teen Study Committee. Commissioner Piccetti, Director Williams and Recreation Superintendent Schwartz are all serving on the Blue Ribbon Committee. Williams reported that the Committee will begin work on its final report to the City Council at its April 20 meeting. It is anticipated that the Committee will have one or perhaps two more meetings before finishing its final report. 4. Discussion of Commission C.I.P. Priority List. After considerable discussion on this matter, it was agreed to defer further discussions on this item until the May meeting of the Commission. NEW BUSINESS 1. Recruitment of 1999-00 School Year Youth Advisory Commissioners. Commissioners reviewed a staff report from Director Williams in which he proposed that the Commissioner recommend that the City Council reappoint Youth Advisory Commissioner Diana Warden for a second term. Williams noted that Warden has been an outstanding Youth Advisory Commissioner and that she was interested in serving on the new Youth Advisory Committee (YAC) as the representative of the Park & Recreation Commission. Warden indicated that she was willing to serve a second term, if reappointed. It was moved by Commissioner Minderman, seconded by Commissioner Muller and approved 7-0 to recommend to the City Council that Youth Advisory Commissioner Diana Warden be reappointed as Youth Advisory Commissioner for a second term. REPORTS 1. Capital Improvement Project Updates. A. Landfill & Bayside Park Projects. Director Williams updated Commissioners on the golf driving range and soccer field construction currently underway. Williams also noted that negotiations are continuing with the proposed golf range operator and that the closing of the lower deck area would be going to bid soon. Williams presented the proposed language for three interpretive signs that will be placed along Sanchez Lagoon on the planned new waterfront trail. It was the consensus of the Commissioners that the proposed sign language is appropriate and adequate. (See Attachment 1) B. Burlingame Aquatic Center. Williams and Superintendent Schwartz updated the Commission on the status of the Burlingame Aquatic Center construction. Construction work is now underway and the opening is planned for Fall. C. BYBA Batting Cage in Washinglon Park. The project is now complete and in use. The high school girls softball program and the local girls softball league have also joined forces to construct a new batting cage for softball on the Burlingame High campus. D. Cuernavaca Park Shade Structure Demolition. Now that the rainy season is nearing an end, this project will move forward soon. E. J that Lot Playground Renovation. Williams displayed plans for the project and noted in late April. Public Works is managing this project. bids close for this project 2 E. Laguna Park Playground Renovation. Williams displayed the proposed masterplan for the project. The Playground Advisory Committee has been meeting regularly �'— with staff and the project architect and Commisssioners Piccetti and Larios reported that the Committee is satisfied with the proposed plan. It was the consensus of the Commission that the proposed masterplan is appropriate and adequate. F. Village Park Cottage Renovation and Addition. Schwartz reported that work will begin on the project on May 3, following the completion of the Spring Pre School program. He noted that the California Drive entrance will be blocked for contractor access only, but that most of the park will still remain open for public use. 2. Parks Division Report. Director Williams stated that the Parks Division staff has completed preparation of all parks and ballfields for spring and summer activities. The hiring process is underway to fill the four vacant positions in the Parks Division. The annual Sycamore tree trimming project has been completed and 100 new street trees were planted this spring by City staff. 3. Recreation Division Report. Superintendent Schwartz reported that the summer camps brochure and regular summer program brochures have been distributed and camp registration has begun. 4. Commissioner Reports. • Commissioner Piccetti repeated a compliment on the condition of Burlingame ballfields, as prepared by City staff. The compliment was received from the parent of a girls softball player who lives in Millbrae. • Youth Advisory Commissioner Warden asked Director Williams about the schedule for completion of upper deck improvements at the landfill site. Williams noted that the constant rainfall since January 15 has slowed the project down. Upper deck improvements may not be completed and out of their maintenance period until early in 2000. Lower deck improvements should be completed 8 to 10 months later, if all goes well and adequate funding is available. • Chairman Nilmeyer noted that main diamond backstop poles at Bayside Park need some paint at the top and that diamond number signs recently placed at Ray Park had not been mounted in a centered position.
