HomeMy WebLinkAboutMin - PR - 1999.03.18MEETING MINUTES Burlingame Parks & Recreation Commission Thursday, March 18, 1999 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chairman Mike Nilmeyer at 7:00 p.m. in Conference Room A, Burlingame City Hall. ROLL CALL Commissioners Present: Dittman, Heathcote, Larios, Minderman, Muller, Nilmeyer, Piccetti Commissioners Absent: Youth Advisory Commissioners Lip & Warden Staff Present: Parks & Recreation Director John Williams, Recreation Superintendent Randy Schwartz Others Present: Jack Van Etten, Burlingame Lions Club; Carolyn Abate, Burlingame Independent MINUTES Minutes of the February 18, 1999 meeting were approved, as presented. COMMENTS FROM PUBLIC There were no comments from the public. OLD BUSINESS Teen Blue Ribbon Study Committee Appointments. Director Williams reported that the Teen Blue Ribbon Committee had suspended its regular activity for the past month in order to support the Burlingame Together Teen Workshop on March 6, 1999. Now that the workshop has been held, the Committee will resume its work and is expected to complete its work within the next two months. 2. Burlingame Together 1999 Workshop. Commissioners Piccetti and Heathcote reported on their participation in the Teen Workshop conducted by Burlingame Together on March 6 at the DoubleTree Hotel in Burlingame. Both Commissioners indicated that they felt the day provided some productive discussions about teen issues in Burlingame. Superintendent Schwartz reviewed the day's activities and touched on some of the work being planned by the various committees. He noted that new Teen Coordinator Kurt Edwards was able to participate in the March 6 workshop. Director Williams reported on the work of the committee formed to assist in the development of a Youth Advisory Committee (YAC) to assist the City's Teen Coordinator �.. in planning and conducting activities for young people in the community. The study committee is recommending that the YAC report to the Park & Recreation Commission. To date the makeup of the committee has been discussed; a draft application form has been prepared and several other City youth committees or commissions have been surveyed to gather sample charters from the other groups. It was moved by Commissioner Piccetti and seconded by Commissioner Minderman that the Commission form a Youth Advisory Committee to assist staff and advise the Commission on issues relating to teens in the community. Motion carried 7-0. 3. Discussion of Commission C.I.P. Priority List. At the request of staff, this agenda item was postponed to the April Commission meeting. NEW BUSINESS 1. Proposed Lions Club Contribution for Bayside Park Tot Lot. Jack Van Etten of the Burlingame Lions Club informed the Commission that the Lions Club was interested in extending by one year its three year commitment of $5,000 per year towards tot lot reconstruction. The existing Bayside Tot Lot playground was originally funded and constructed by the Lions Club. The tot lot will be removed this spring in order to accommodate the capping and sealing of the lower deck landfill and the City plans to rebuild the tot lot in a nearby location at some later date. The Lions Club has previously committed to donate $5,000 to the City each year in support of reconstruction work at Paloma Park (1997-98), at Alpine Park (1998-99) and at Trenton Park (1999-2000). The club will commit to an additional $5,000 donation in 2000-2001 for Bayside Park. Chairman Nilmeyer reminded all of the strong support that the Lions Club has provided to many community programs and projects over the years past. He thanked Mr. Van Etten for the Club's support of the City's tot lot playgrounds. Director Williams noted that all are welcome to play in the Lions Club golf tournament which helps to raise the funds for the Club's annual contribution. This year's tournament will be at Skywest Golf Course in Hayward on June 19, 1999. 2. Discussion of Annual Election of Commission Officers. The Commission agreed to conduct the annual reorganization of the Commission at its June meeting. 2 REPORTS 1. Capital Improvement Project Updates. A. Landfill & Bayside Park Projects. Director Williams updated Commissioners on the golf driving range and soccer field construction currently underway. Commissioners were also updated on Lower Deck Landfill closure and development plans, Dog Exercise Park approval and on the selection of the Golf Range Operator. B. Burlingame Aquatic Center. Williams and Superintendent Schwartz updated the Commission on the status of the Burlingame Aquatic Center construction. Construction work is now underway and the opening is planned for September. C. BYBA Batting Cage in Washington Park. The project is about 80-85% completed and may be completed within the next month. A second project to build a batting cage at the Burlingame High School softball field is also nearing completion. D. Cuernavaca Park Shade Structure Demolition. Now that the rainy season is nearing an end, this project will move forward soon. E. J Lot Playground Renovation. Williams reported that improvement plans and specifications were nearing completion. The project should be out to bid soon. E. Laguna Park Playground Renovation. The advisory committee has met with staff. Commissioners Piccetti and Larios described the proposed masterplan. Commissioners discussed several issues related to the project. The small scope of the project and the availability of contractors is a concern. F. Village Park Cottage Renovation and Addition. Schwartz reported that the project bid has been awarded and the pre -construction meeting has been held. A May 3 start of construction is being planned. 2. Parks Division Report. Director Williams stated that the Parks Division staff is busy with work preparing parks and ballfields for spring and summer activities. Hiring is underway to fill the four vacant positions in the Parks Division. 3. Recreation Division Report. Superintendent Schwartz reported that: • Teen Coordinator Kurt Edwards has begun work. • The end to another busy basketball season is in sight. The elementary basketball season is wrapping up. 60 teams participated in this league. The B.I. S. 7th & 8th grade program is completed and the 6th grade program has about two weeks to go. • The new summer camp brochures were distributed to the Commission. It is hoped that the early production of this brochure will assist parents in making their summer plans in a more timely manner. 3 4. Commissioner Reports. • Commissioner Dittman asked about the status of the new B.I. S. cafetorium floor. Schwartz responded that the contractor has apparently fixed all the problems and the floor has been heavily used by the youth basketball program during the past two months, without incident.
