I am a little confused because all of these items have been discussed with you before and both our staff and Public Works staff has followed up on several occasions upon your concerns about conditions along Carolan in your neighborhood. Nevertheless, I can report the following: 1. Conditions along Carolan. Parks Division staff did trim the oleander bushes along Carolan that were damaged in the traffic accident some months ago. They appear to be bouncing back. Again next Spring we will look at all the plantings on the City strip alongside Carolan. It is very difficult to get anything to grow quickly in that area because of the lack of water service. The load of trash that was dumped by the cable installer when they worked along Carolan was removed after you pointed it out some time ago. That followup was done by the Public Works Department. The several loads of materials stored out there presently are the property of the Joint Powers Board (CalTrain) and are located on their property, to be used in their work. You were correct, the porta pottie was tipped over. Public Works staff advises me that it is for the Joint Powers Board workers' use and that kids seem to tip it over regularly. It is upright as of this minute. 2. Park swings. As we discussed before, we are prohibited from having small children's swings and large swings on the same swing set. The Alpine play area is so small that we could only have one or the other. The Alpine Park Committee (two of your neighbors with small children; a Park & Recreation Commissioner; Recreation staff that work with children; and Parks staff that are in the parks every day) made the decision to have only the small swings, along with the climbing and playing equipment. Neither I nor my staff made the decision regarding the equipment at Alpine Park. We have received many compliments from the mothers of small children regarding the "new" Alpine Park. 3. Oak tree in Washington Park. I am sorry, but I do not share your opinion of the Oak tree you described in Washington Park. I believe it to be a beautiful tree in a beautiful park. As Tim Richmond previously discussed with you, Washington Park is not a wild and `— natural park. It is a heavily used park and we have an obligation to raise the lower limbs in order to insure safe access under the tree, to leave clear lines of visibility for park users (including hundreds of attendees at the summer music concert series), and to try and make it impossible for children or adults to climb in the tree. Thank you for the gift of the tree. It was a great addition to the park. Thank you for your concerns about Burlingame. Please call on me or on Parks Superintendent Tim Richmond if you have any further questions. Sincerely, Jo".
