Soccer Center The two fungal diseases that were attacking the rye grass on the field have been eradicated. The bermuda grass is slowing taking over the dead spots, as hoped. We will now work on changing the composition of the soil by aeration and top dressing with sand. This action is necessitated by the presence of a layer of organic material which is not easily penetrated by irrigation water. Unless we successfully address the layer, a fungal attack of the turf will again be likely. 2. A new aerial lift is now in service. The Tree Crew is now instituting a grid pruning system that will assure periodic pruning of every City tree. 3. Bids are being received for the resurfacing of the tennis courts at Laguna Park. Repair of minor damage to court # 1 at Washington Park will also be included in the contract. 4. Parks Supervisor Bob Disco is working with the Friends of Mills Canyon to address Trail issues. Parks forces have successfully treated Acacia suckers in the Canyon that were of great concern to the Friends. The California Conservation Corps spent several days doing trail repairs in the Canyon. 5. Parks Staff member Henry Barone, who is a Certified Playground Inspector, is working to complete his audit of all City playground equipment and surfaces. The Audit is mandated by the State and must be completed by October 2000. 6. A new basketball standard was installed at Ray Park. It creates a new half court that is parallel to the existing half court. 7. Two high school students and two college students were employed by the Parks Division as Summer workers. Three of the students were Burlingame residents. �iif i►F, ciry NOTICE Residents of the City of Burlingame are encouraged to apply to serve on City boards and commissions as vacancies occur. Currently, the city is accepting applications to fill seats on various commissions indicated below. If you are interested in volunteering your time to serve on one of these commissions, applications are available at the City Manager's office,501 Primrose Road, Burlingame, CA 94010. A commission applicant must be a resident and registered voter in the City of Burlingame. Applicants are encouraged to attend and observe a commission meeting prior to serving on a city commission. The application filing deadline is 5 p.m., Tuesday, September 26, 2000. BEAUTIFICATION COMMISSION: Appointed 3-year term —Meets 1" Thursday of each month, 5:30 p.m., City Hall Conference Room A. Burlingame Municipal Code Chapter 3.28 BEAUTIFICATION COMMISSION It shall be the duty of the beautification commission, subject to the approval of the city council, to: (a) Recommend a master street tree plan for adoption by the city council; (b) Recommend an "Official Street Tree List" to the city council for adoption, designating specific types of trees which can be planted on any street, based on pertinent local street and tree factors; (c) Recommend specific types of street trees for any new subdivision; (d) Recommend a survey to be made from time to time to determine those street trees which are to be retained and those which should be removed to conform to the street tree planning and maintenance program, having regard for both the immediate and long-term needs of the city; (e) Recommend programs for the planting, maintenance and removal of all street trees in the city, (f) Recommend suitable plans for the uniform planting, care and maintenance of street trees and of shrubs, grass plots and other ornamental or beautifying plantings upon the streets and highways; (g) Devise suitable plans for the development and beautification of the public parks, parkways and buildings belonging to, or leased by, the city; (h) Recommend rules and regulations for the use of public parks within the citywhich are not in conflict with the rules and regulations adopted by the city council to promote or control the recreational use of such public parks, as the same may have been recommended by the park and recreation commission; (i) Consider the annual budget of the park department during the process of its preparation and make recommendations thereto to the city council and city manager and, in the case of capital improvement, also to the planning commission; (j) Perform such other duties as may be delegated to it by the city council from time to time. LIBRARY BOARD: Appointed 3-year term — Meets 3rd Tuesday of each month, 4:30 p.m., Library. Burlingame Municipal Code Chapter 3.44 LIBRARY BOARD Administers the city library with the concurrence of the city council, under the provisions of appropriate state law. CIVIL SERVICE COMMISSION: Appointed 3-year term — Meets 3'd Monday of each month, 4:00 p.m., City Hall Conference Room A. Burlingame Municipal Code Chapter 3.48 CIVIL SERVICE COMMISSION The duties of the commission as provided by this chapter and Chapter 3.52 and by the personnel rules and regulations will be: (1) To represent the public interest in the improvement of personnel administration in the city, fostering the development and improvement of personnel standards based on merit principles by providing policy advice to the city manager and city council; and (2) To hear appeals submitted by any person in the classified service relative to any disciplinary action, dismissal, demotion, charge of discrimination or alleged violation of this chapter or Chapter 3.52. TRAFFIC SAFETY& PARKING COMMISSION: Appointed 3-year term —Meets 2"dThursday ofeach month, 7:00 p.m., City Hall Conference Room A. Burlingame Municipal Code Chapter 3.22 TRAFFIC, SAFETY AND PARKING COMMISSION The commission shall have the power, and it shall be the duty of the commission, in a purely advisory capacity, to make recommendations to the city council and to advise the council in matters pertaining to traffic, safety and the parking of motor vehicles generally; to the parking of motor vehicles on public streets and on public parking lots and areas; to the establishment of metered zones and the maintenance of free or metered parking spaces; to the rates per hour per space to be paid for the metered parking spaces; to the rental of off-street parking spaces; to the permissible time for parking in any parking space; to the design and improvement of, including lighting of, or traffic flow on, any public streets or parking lot; to the posting of signs giving notice of parking regulations; to the landscaping of any parking lot; and to the purchase and installation of parking meters. Although my retirement is still a ways off, it is not a well kept secret and I would like to update you and the City Council on our current plans. My current plan is to retire June 1, 2001 and I expect that my last work day will be sometime during the last two weeks of May. We expect work to begin on our new home in Ocean Shores, Washington in November and December. We hope to move about the I st of June, 200I . �-- Clearly, my successor will be selected by a yet to be hired new City Manager. I look forward to working with the new City Manager and I will help him or her in any way that I am able to ease the transition to a new Parks & Recreation Director. Your Commission's charge was only slightly modified. • All references in the Ordinance were changed to reflect the combined Parks & Recreation Department created in 1996. Up until now you were the Park & Recreation Commission. • Previously all your meetings were supposed to be at the Rec Center. Not required anymore. • Now you only have to meet if you have business to attend to. No test next meeting. There shall be a parks and recreation commission in the city consisting of seven (7) members, appointed by the council; their terms of office shall be for a period of three (3) years and until their successors are appointed and qualified. At the time of their application for the commission and throughout their terms as commissioners, they shall be registered, qualified electors of the city. The members shall serve without compensation, but all necessary expenses shall be paid by appropriate council action. 3.32.020 Removal of member from office —Filling vacancies. The city council may remove any appointed member of the commission from office prior to the expiration of that member's term of office, with or without cause by an affirmative vote of not less than three -fifths of all the members of the city council. Vacancies on the commission, except as to ex officio members, shall be filled by appointment by the mayor, subject to the confirmation of the city council. 3.32.030 Meetings — Officers. The commission shall hold regular meetings at least once each month when there is business to conduct and a quorum present, in the recreation center or such other place in the city as the commission may designate, and may hold such additional meetings as it may deem necessary or expedient. A majority of the commission shall constitute a quorum for the purpose oftransacting the business of the commission. The commission shall, as soon as practicable, after the time of the annual appointment of a member to the commission, elect a chair, vice -chair, and a secretary, who shall serve at the pleasure of the commission. -12- 1 2 3 4 5 6 7 8 9 10 3.32,050 Powers and duties. Subject to the approval of the city council, the parks and recreation commission shall: (a) Act in an advisory capacity to the city council, the city manager, the director of parks and recreation, in all matters of public parks and recreation, and to cooperate with other governmental agencies and with civic groups in the advancement of sound recreation planning and programming; (b) Recommend policies on recreation and park service for approval of the city council; (c) Advise the director of parks and on problems of development of recreation areas, facilities, programs and improved recreation services; (d) Recommend the adoption of standards on areas, facilities, programs and financial 11 11 support; 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 (e) Make or cause to be made, periodic inventories of parks and recreation services that exist or may be needed; (f) Aid in coordinating the parks and recreation service with the programs of other governmental agencies and of voluntary organizations; (g) Review the effectiveness of the parks and recreation programs with the director of parks and recreation; (h) Interpret the policies of the city and the functions of the parks and recreation departments to the public; (i) Make studies and recommend rules and regulations for adoption by the city council for the use and enjoyment of all public parks and recreational facilities, and particularly of specific recreational facilities, including, but not limited to, playgrounds, play fields, recreational centers, swimming pools, ball diamonds, basketball courts, golf facilities, boating areas and such other recreational areas and facilities as may require regulation from time to time; 0) Review the annual budget of the parks and recreation departments before presentation to the city manager and make recommendations thereto to the city council and the city manager and, in the case of capital improvements, also to the planning commission. - 13 - M CITY OF BURLINGAME PARKS & RECREATION DEPARTMENT MEMORANDUM September 29, 2000 Dick/Mary: At the September Commission meeting we discussed the playground committee which we will be pulling together in the next couple of months to give input to the architect and staff re the playground equipment to be installed in Trenton Park playground. (At Trenton and Rollins Rd) The committees are usually composed of a Commissioner or two, a neighbor or two with small children, Rec staff, park staff and the architect. We usually try and have the committee meetings during the day so we don't have to pay overtime, etc. And that's the tough part. No other Commissioners are available during the work day. Are either or both of you interested or available? Its actually kind of fun. Please let me know ASAP if you have any interest in participating. Thanks.
