Dear Mr. Carbon:
Thank you for your letter in support of the California
Conservation Corps.
I have been one of its strongest and most vocal advocates
and will continue to do what I can to protect its funding.
Your letter will be useful in that effort. I appreciate
having it.

Dear Assemblyman Papan:
TEL:(415) 342-8931
Enclosed please find a letter from the Burlingame Beautifica-
tion Commission supporting increased funding of the California
Conservation Corps. I would like to add my support also.
I have been involved with the work of the C.C.C. since its
inception, both in Burlingame and earlier when I was with the
City of San Mateo. I have found the entire program to be
well run a.nd of significant value to local communities, as
well as the State as a whole.
Perhaps of greater importance, the C.C.C. is by far the most
effective job training program I have been associated with.
Not only does it provide employment and useful job skills,
but it also teaches basic work attitudes to the young people
involved. Those who complete the C.C.C. training are cer-
tainly in a posi,ti'on to become productive members of society:
This is not always the case with other "make work" jobs bills.
I urge you
to
consider
the
value
of
this
program,
and take
whatever
action
you
can
to
assure
its
continuation.
Sincerely,
Richard

Dear Assemblyman Papan:
TEL:(415) 342-8931
It has come to the attention of the Burlingame Beautification
Commission that funding for the California Conservation Corps
has been sharply reduced.
We recently
had
the
opportunity
to
see first-hand
the
excellent
work the
C.C.C.
can
accomplish.
As
part
of
the Federal
Jobs
Bill, we were able to secure the services of the C.C.C. to re-
construct trails, build •a bridge, and cut fire breaks through
our Mills Canyon Wildlife Area. While this particular pro-
ject was federally funded, we strongly feel that the work of
the C.C.C. is valuable to the citizens of California as well as
the young people who are being trained.
We urge you to give this matter your serious consideration, and
hope you will support efforts to restore the C.C.C. to a level
where it can continue to serve our State in an efficient and
effective manner.
Sincerely,
Arthur Carbon, Chairman

CITY OF BURLINGAME
TO Honorable Mayor and City Council DATE: 8/23/83
FROM City Manager
SUBJECT: NEWSPAPER RACKS --STATUS REPORT
At the August 10, 1983 Study Meeting, Nita Perry of the Beautification Commission
discussed with the Council her concerns about newspaper racks in Burlingame. Council
directed the City Attorney to check into the matter. Jerry and I have checked with
some other cities and find some potentially good ideas. Attached is a preliminary
memo from Jerry and a copy of some draft work that Millbrae has done.
Since more staff work and information and information is needed, I plan to assign
the Park Director to follow up on this matter. He will also work with the Beautifi-
cation Commission. When we have developed a draft program, including estimated
City costs, we will again present the matter to Council for consideration.
