BURLINGAME BEAUTIFICATION COMMISSION
November 3, 1983
The regularly scheduled Burlingame Beautification Commission meeting
was called to order Thursday, November 3, 1983, 7:30 PM in the City
Hall by Chairman Bowling.
ROLL CALL
Present: Chairman Carbon, Commissioners Bacon, Bowling, Disco, and
Director Quadri.
Absent: Mildred Hagstrom, excused.
Guests: Jeff Lasseter, Tony Ricci, Mike Canavan, Cynthia Gonzalez,
Zulma Rodriguez, students from Mills High School; and Steven Cowan,
a student from Burlingame High School.
MINUTES
The minutes of the October 6, 1983 meeting were approved as submitted.
The order of the agenda was revised by the approval of the Commission
to accommodate the representatives from Trinity Lutheran Church.
REMOVAL & PRUNING OF HERITAGE TREES AT TRINITY LUTHERAN CHURCH/ECR
Richard Haderer and Bob Westfall represented Trinity Lutheran Church.
Chairman Carbon addressed the conditions of the permit granted Trinity
Church for the removal of 4 trees. Commissioner Bowling indicated
that he specifically stated (and the Commission had agreed) that he
would not approve removal unless the trimming of the remaining trees
would be left to the City. Mr. Roepke said that Trinity would agree
with those conditions. Mr. Haderer explained that Carl Roepke was
appointed as Project Director on the beautification project. After
obtaining the permit from the City, Mr. Roepke left for an extended
vacation in Japan and failed to communicate those conditions to Mr.
Haderer. Chairman Carbon explained to Mr. Haderer that the trees must
not be trimmed by anyone without a permit from the Park Department.
Director Quadri stated that pollarding the Sycamore trees is not an
accepted pruning technique because it causes early leaf drop and dis-
eases such as anthracnose. The Sycamore trees in the City are trimmed
on a 3-4 year basis, but the trees at Trinity would not be trimmed by
the department for at least 3 years because of the severity of the
most recent pruning. Director Quadri advised the representatives of
Trinity that if the trees are to be trimmed by anyone other than the
Park Department, a permit must be issued by the City and a Park Depart-
ment representative will advise of proper pruning techniques. Chairman
Carbon asked Director Quadri to confirm the Commission's statements
tonight in the form of a letter addressed to Trinity Lutheran Church.
Chairman Carbon welcomed the visiting students and gave a brief ex-
planation of the Burlingame Beautification Commission and its service
to the City.

illegal tree pruning.
Letter from Chairman Carbon to Glenn Behm of Dept.of Transportation
commending the work of John Peterson and his crew on the trimming and
removal of the Eucalyptus on ECR.

REPORTS
Commissioner Bacon was in attendance at the Community Dinner and com-
mended Chairman Carbon's presentation of the Landscape Award.
�..- Commissioner Bowling reports that the map and display that Mrs. Taylor
has supplied for the Rec Center on the Ed Taylor Trail is very helpful
and nicely done.
Director Quadri reported on the following items:
1570 Gilbreth replaced the trees they had removed with 15 gal-
lon trees . . .
2901 Arguello did not comply (after the 30 days) with the Dir-
ector's letter to clean up brush and replace a total of 7
trees removed without permit. Director Quadri sent a Park
crew to clean up and haul brush . . . bill was sent to home-
owner and a letter reminding him to also plant trees before
further action is required by the City . . .
State has sent back ECR Beautification irrigation plans with
minor changes. If all goes as planned, project will go to
bid before the end of the year.
Chairman Carbon reported that the work done by the residents at 1049
and 1053 ECR is very nice and asked Commissioner Disco to send a let-
ter of commendation from the Commission.

The newsstands will be in place by November 1983.

NEW BUSINESS
Director Quadri reported the problems with the tree at 5 Bayswater,
i.e., roots cracking and lifting sidewalk and driveway. The Park De-
partment proposed to the homeowner that the City would prune roots
and move the sidewalk and curb. If the Commission should grant a
permit for removal the homeowner will be responsible for removal and
replacement.
Arbor Day Program has been scheduled for Friday, March 9, 1984 and
the pring Garden Seminar for March 10. Director Quadri will make
reservations with the Recreation Department.
Due to the recent illegal removals and prunings of City trees, the
Commission has agreed to send a letter to the Boutique re the City's
ordinances against these practices. Director Quadri will draft a
letter for Commission approval.
Meeting was adjourned by Chairman Carbon at 8:50 PM.
