BURLINGAME BEAUTIFICATION COMMISSION
September 1, 1983
L The regularly scheduled Burlingame Beautification Commission meet-
ing was called to order Thursday, September 1, 1983, 7:30 PM in
the City Hall by Chairman Carbon.
ROLL CALL
Present: Chairman Carbon, Commissioners Bacon, Bowling, Hagstrom,
Levy, and Perry.
Absent: Commissioner Disco.
MINUTES
The minutes of the August 4, 1983 meeting were approved as submit-
ted.
CORRESPONDENCE
Letter(s) to Assemblyman Papan and Senator Foran from the Commission
encouraging them to "support efforts to restore the C.C.C. to a
level where it can continue to serve our State "
Memo from City Manager re expiration of the first term on the BBC
for Mildred Hagstrom, Nita Perry, and Allen Levy, and requesting
verification of intentions for second term.
Copy of memo to City Council from City Manager re newspaper racks --
status report. Indicating that CA has checked with other cities
and has found some potentially good ideas; and Park Director is
assigned to follow up on this matter working with BBC. When a
draft program has been developed, including City costs, matter will
be presented to Council for consideration.
Letter from Assemblyman Papan to BBC thanking them for their support
of the C.C.C.
REPORTS
Commissioner Bacon reported that the Broadway merchants had a clean-
up of the Broadway area including help from the National Guard.
Chairman Carbon suggested magnolias be planted on Broadway by the
City. Director Quadri will ask the merchants, who have no trees,
if they wish to have a tree in front of their shops. If so, the
trees could be planted this fall.
Commissioner Hagstrom reports that she is in disagreement with the
removal of the 4 Sycamores in front of Trinity Lutheran Church/ECR;
that, the trees are healthy, it will set a bad trend, and feels
landscaping aestetics should not be a reason for removing trees..
Commissioner Bowling reports that something should be done about
the newspapers being thrown in yards, Director Quadri reported
that he has called and asked that the newspapers stop throwing them
in his yard and has had cooperation from half of them.
Commissioner Bowling also reports that all along ECR appears unkept.
Chairman Carbon suggested that if the Commission were to commend
individuals and/or companies in their landscaping endeavors, it
may encourage others to maintain their areas more appropriately.
Commissioner Hagstrom moved that letters from the Commission be

Commissioner Bowling requests the Park Department to send a letter
to 2020 Hillside informing the resident not to trim the City's
sycamore tree in the front of his property. Director Quadri will
send a letter.
Chairman Carbon reports that the City's tree on the corner of Drake
and Hillside has had its roots severely pruned. Director Quadri
will investigate.
Chairman Carbon was impressed with the work in the Mills Canyon done
by the C.C.C.'s; litter in that area is going to be a continual pro-
blem.
Director Quadri reported that the City and the State have agreed
to work jointly to "patch -up and paint" the SP Station at Burlingame
Avenue. The City has agreed to provide partial funding toward the
project and expects to raise funds through service clubs and/or
community projects. The City wants to restore it to its natural
state.
The Caltrans pruning crew has been working on ECR Eucalyptus.
The
State
has informed
the
Park
Department
that
the
review
process
on
the
ECR
Beautification
can
possibly begin
in
the
next
4 weeks.
OLD BUSINESS
The Commission awarded the 1983 Landscape Award to the AMFAC Hotel,
1380 Old Bayshore Blvd., Burlingame. Award will be presented to
AMFAC at the Community Dinner in October to be held at the Crowne
�— Plaza.
Commissioner Perry reported that she called the Chronicle re news-
paper stands. The Chroni:clo indicated that they would order the
boxes; the company would contact the newspapers involved; and the
Chronicle would rent the boxes to the other papers. Director Qua-
dri explained the info supplied by the City Attorney including the
ordinance in effect in Cupertino. Commissioner Perry moved that
and ordinance to control newspaper stands be drafted for the City
of Burlingame; Commissioner Bowling seconded; and the motion was
carried unanimously. Commissioner Levy commended Commissioner
Perry for all the work she has done on this item.
The Mills Canyon Dedication for the "Ed Taylor Trail" will be Sat-
urday, September 24, at 10:00 AM; and will meet at the Arguello
entrance. Director Quadri hopes to have a program and will be in-
viting the Council.
NEW BUSINESS
Item for tree removal at 5 Bayswater was tabled.
Commissioner Levy informed the Commission that he will not be servin
a second term. Commissioner Hagstrom will serve a second term and
Commissioner Perry is undecided.
Meetinq was adjourned by Chairman Carbon at 9:17 PM.
