June 2, 1983
The regularly scheduled Burlingame Beautification Commission meeting
was called to order Thursday, June 2, 1983, 7:30 PM in the City Hall
by Chairman Bowling.
ROLL CALL
Present: Chairman Bowling, Commissioners Bacon, Carbon,Disco, Hagstrom,
Levy, Perry, and Director Quadri.
MINUTES
The minutes of the May 5, 1983 meeting were approved as submitted.
CORRESPONDENCE
Letter from Director Quadri to Pamela North of VISA USA indicating the
Commission's approval for a tree to be donated in memory of George Brown.
Letter from Director Quadri to Mrs. Janet McDonald informing her of the
donation from her "friends at Visa" for a tree to be planted in Washing-
ton Park in memory of George Brown.
Memo from Director Quadri to the City Manager requesting the procedure
to be followed in renaming the "Creekside" trail in memory of Ed Taylor.
Letter from Chairman Bowling to Mayor Crosby and City Council request-
ing the"'Creekside' trail be renamed in Ed's memory".
REPORTS
Commissioner Hagstrom
The reception, honoring the City's Council, Commissions, and Staff, at
the Kohl Mansion at Mercy High School was very nice and recommends a
thank you note be sent to Mercy High.
The area along the RR tracks, between Broadway and Millbrae Avenue, is
still being used as an unauthorized dump site.
C. Hagstrom asked D. Quadri for an update on the ECR Beautification at
the north entrance to Burlingame. D. Quadri reported that Caltrans needs
further specifications before the plans can be approved. Following ap-
proval it will take 3 months before the work can commence. Saratoga
Horticultural Foundation has set the selected trees aside until the
project begins.
Commissioner Perry
C. Perry asked D. Quadri about the progress on the Fragrance Garden.
D. Quadri reported that the new irrigation, header board, and the selec-
tion of plants are nearing completion in the Fragrance Garden.
Commissioner Disco
Area at the bottom of Trousdale is heavily littered. D. Quadri reported
that the summer crews will do some work in that area this summer.
Commissioner Levy
Burlingame Intermediate School won the May Clean Campus Inspection and
the Clean Campus Award for the year. BIS will fly the flag for the
second consecutive year.
Director Quadri
D. Quadri conferred with the City Attorney re newspaper stands. CA in-
dicated that there are no current re ulations to the number or location

will take pictures of the existing newspaper stands on Broadway and the
Burlingame Plaza. After the pictures are taken and the type of regu-
lations decided on, the Commission will ask to make a presentation to
L the Council at a study meeting.
A letter has been written to the Council requesting permission to have
the "Creekside" trail renamed in Ed Taylor's memory.
OLD BUSINESS
Removal of Heritage Trees on ECR - Mr. Mayne and Mr. Blair have had
much correspondence re the Eucalyptus trees and seem to be coming to-
gether in their opinions. Mr. Blair has now stated that the trees in
question at St. Paul's Nursery School do not need to be removed; that,
the fungus that was under investigation lives under the bark and does
not harm the trees. Caltrans will be submitting applications for re-
moval and/or pruning at the July Beautification Commission. A form
to aid in the evaluation of the eucalyptus trees has been developed by
Don Blair, Dick Marling and Larry Costello, and was approved by D. Quadri
Clean Cam us Pro ram at Elementar School level - The Commission dis-
cussed ways of implementing t e Clean Campus Program at the elementary
school level. Due to the individual time that is already spent on the
current program, C. Levy moved that the Commission not pursue the Clean
Campus Program at the elementary school level. The motion was carried
by a 4-3 vote.
NEW BUSINESS
Landscape Award Committee - Chairman Bowling appointed C. Carbon, C.
Bacon, and C. Hagstrom to the Landscape Award Committee. The Committee
will report back to the Commission with 5 or 6 recommendations at the
�-' August meeting. The Commission will vote on their final decision at
the September meeting. The award will be presented to the recipient
at the Community Dinner in October.
Nominating Committee - Chairman Bowling appointed C. Levy, C. Disco,
and C. Perry to tfe Nominating Committee. The Committee will present
a list of nominees for the 1983-1984 offices at the July meeting.
1983-1984 Park De omartment Bud et - D. Quadri indicated that there were
no reductions recmends at the budget review meeting. However, he
was asked if there were increases needed in the area of tree maintenance.
D. Quadri stated that the department can handle all routine work, but
the department is not equipped to maintain all the Eucalyptus trees in
the City. D. Quadri indicated he would like to see an ongoing, long-
term type of expenditure for this purpose, that would increase each year as
costs increase. C. Hagstrom moved that a letter from the Commission
be sent to the Council encouraging a long-term program and expenditures
for the eucalyptus trees in the City. The motion was carried unani-
mously. C. Disco will send the letter to Council.
Meeting was adjourned by Chairman Bowling at 9:35 PM.
