Combining Commissions 11\ DATE: DECEMBER 19, 1983 TO: BEAUTIFICATION COMMISSION FROM: RICHARD QUADRI - DIRECTOR OF PARKS - RE: STORM DAMAGE The storm of December 3rd & 4th, 1983 caused a great deal of extra work for the Park Department, but relatively lit- tle property damage. Our crews put in 170 straight time hours during the storm, most of it under adverse condi- tions. Three Heritage trees were involved in this latest storm. A 90' Eucalyptus fell on Easton, blocking the road and causing outages in electric, telephone, water, and sewer service for up to 3 days. It was finally removed 4 days after it fell, with the help of Bigge Crane Company. A private Heritage tree at 1025 Cabrillo was damaged beyond repair, and a permit has been issued to allow the homeowner to remove the portion that remained. The unique Italian Stone Pine on E1 Camino at Peninsula Hospital was uprooted and the Hospital has contracted with Mayne Tree Service to attempt to save it. They have already spent $1,200, but the chances are slim at best that this tree can be saved. f� Richard P. No person owning or having custody or control of any dog shall knowingly or through failure to exercise due care or control, permit such dog to defecate and allow such excrement to remain on any public property, including parks, parking lots, sidewalks, planting strips or parkways. Under permit, champagne, wine or beer can be served at the Recreation Center. b. Any group serving wine/beer will be charged an additional $25.00. c. Wine/beer can only be sold in the building with advanced written permission from the Director of Recreation. If approved, a 24 hour permit from the Department of Alcoholic Beverage Control, (557-3660) must be presented to the Recreation De- partment -prior to the activity. d. In any case where wine/beer beverages are allowed to be served, the Recreation Department can demand a Burlingame police officer to be on special duty. This cost would be charged to the permitted group. e. Any group that allows the consumption of hard liquor (bourbon, scotch, vodka, etc.) at their function will automatically forfeit their bond. 2;. Decorations: a. Plans must be approved by the Recreation Department before installation. b. Cellophane adhesives, nails, screws, staples, etc. are not permitted in the walls, woodwork or fixtures. 1%sking tape is recommended. c. All decorations must be fireproof or of fire retardant materials and subject to approval by the Fire Marshall. Building Supervision: An attendant is on duty at all times and is responsible for the general conduct in the building and enforcement of the rules governing the facilities. Hours for Caterers: Wedding receptions are allocated 4 lours of building time for the reception plus two hours for the caterers prior to the wedding for setup. Diagram of Setup: A clear diagram must be in the Recreation Department office at least three days prior to the activity. If not supplied, the setup will not be done -� in 'advance. a'. Tables and Chairs: Tables and chairs must be wiped clean. Kitchen: No cooking utensils are available. Cutting is not permitted on any of the counters. Any group using kitchen must leave counter tops, stoves and coffee pots in the same condition as when the activity begins.. A custodial charge of $10.00 per hour will be made if extra work is required. *Plastic Garbage Bags: a. All groups using the Recreation Center facility for a large meeting, party or reception that will need more than a 33 gallon trash can, must provide plastic bags for garbage disposal. i b. All groups will be responsible to tie and seal all bags and place than neatly in the rear of the kitchen for daily (M-F) pickup. c. Any group not adhering to this request will be charged a $25.00 scavenger fee. **SPECIAL INFORMATION FOR PRIVATE PARTIES AND RECEPTIONS** ?. All applications for facility reservations must be properly filled out and filed with the Recreation Department. A non-refundable $50 deposit mist be paid when reserving the Recreation Center for a party or reception. The security bond any be refunded, all or in part, depending upon the condition of the facilities after the activity. User is responsible for damage to premises or extra custodial work. 3. Receptions and private parties will not be allowed in the building past 9:00 p.m. ^� 4. The fee for facility usage is based on six hours use. A fee of $50.00 per hour is charged for overtime use. As was discussed at the meeting, no further pruning is to be done on these trees without first obtaining a permit from the Burlingame Park Department. In no case are the trees to be pollarded again. Further, you agreed to replace any trees which die as a result of the work which was done to them. While I agree that there is little chance that the 3 pollarded trees will have any difficulty surviving, the tree closest to Sherman was trimmed in a way that may cause some problems. You may want to watch it more closely. It is expected that your agreement with the Commission will be binding on any future committee of your church.
