This tree is a large and old maple tree whose .roots have invaded mygarden areaand is now lifting up my concrete drive- way, cracking one section and raising another section 12 to 2 inches in the portion of the driveway:.used as an entrance path- way to my house. Damage already done to the driveway is estima- ted at over $2,000. In addition to the driveway, the roots are continuously invading my garden area (which I have in lieu of a lawn) and hindero the healthy growth of the flowers, roses and hedge in the area. About .four or five years ago I took out all of the flowers and roses from this area and removed all the roots from the area down to a depth of 30 or gore inches and put in new fill and surrounded the area with heavy eorrugated.steel sheet- ing placed just inside the sidewalk on the front and the driveway on the side. In spite of this, the tree roots have again invaded the area and are preventing good normal growth of the plants. And of course, in addition to the damage the tree is doing yard and driveway, it has lifted the sidewalk about 4 inches or more and at present has lifted one section of sidewalk about 2 inches abovti the adjoiningsection, which could cause serious injury to a passerby. Black asphalt has been placed on the side- walk to reduce the darter, but before long, it will be lifted still higher. Also, the root system has broken and mal-aligned the street curbing and it;:, connection with the street itself. Althou h my wife and I like trees, this particular one is causirg more da^�a re and concern than it is worth. So it is time it Vas r:e:novezd and replaced N4ith a less troublesome and damming true. BURLINGAME STAFF REPORT To: Honorable Mayor and City Council Sul BY DATE: August 15, 1984 FROM: Park Department By SUBJECT: ME Tree Removal Request -- 2109 Hale Drive ac0-,Y,- AGENDA 5 A ITEM• ATE D8/20/84 DATE RECOMMENDATION: It is recommended that Council uphold Park, Recreation, and Beautification Commission denial of permit to remove the Liquidambar tree in the planting strip in front of 2109 Hale Drive. BACKGROUND: In a letter dated January 10, 1984, Mr. Richard A. Norton requested a permit to remove a street tree in front of his property. The Park Department Assistant Director and Tree crew leadworker reviewed the situa- tion. Based on their review and a personal inspection, Park Director denied the request and advised Mr. Nor- ton that he could pursue the matter through the P.R.&B. Commission. At 'Its meeting of June 7, 1984, the Com- mission reviewed the request and agreed to inspect the tree and consider the matter at its next meeting. At the P.R.&B. Commission meeting of July 5, 1984, the request was considered. By unanimous vote of the Com- missioners present, the request was denied. Director �Ihw of property on Edgehill is hanging over fence on California and obstructing sidewalk; requests that it be cut back to Quadri will send a warning letter to resident. Reported that he is pleased with the sidewalk repair going on throughout the City. LD BUSINESS Tree repcement on ECR - Commissioner Hagstrom asked when that will begin. Director Quadri has blaeen in communication with Gary Bush of Caltrans. The Eucalyptus trees from Saratoga Horticulture used on the ECR Beautification Project seem to be suitable replacement trees. Saratoga Horticulture have none available at this time but would be willing to cultivate under contract and will take three years to grow. Caltrans is also interested in this variety -- it is deep rooted, drought tolerant, and wind resistant; grows from 60 to 80 feet. Director Quadri will con- tinue to pursue obtaining this variety. free removal request - 2109 Hale Drive - Liquidambar is causing si ewa damage and minimal damage to drive. City will repair damage to sidewalk and move sidewalk around tree along with cutting roots to minimize future damage. Com- missioner May indicated that he lives two blocks away and there are similar pro- blems that exist in that area-- is a nice tree and feels reluctant to granting re- moval. Commissioner Hagstrom stated that the City should be careful in granting tree removal so as not to set a precedent. Commissioner Graham stated that if this removal was granted, half the trees in the City would have to be removed. Director Quadri reported to the Commission that a neighbor had called the office and was concerned about this tree being removed. After further discussion, Commissioner Bacon moved that the request for removal be denied. Seconded; motion carried unanimously. Landscape Award nominations - The Landscape Award Committee reporte o� -n-Tffe' inations for the 1984 Landscape Award. The Commission requested the list of nominees be sent with the minutes.
