SUBJECT: BEAUTIFICATION COMMISSION ASSISTANCE WITH S.P. STATION
IMPROVEMENT Q 14-a
Dear Dennis,
I am in receipt of your memorandum of March 9, and I agree with
your opinions expressed therein. I think that the Beautification
Commission should be notified that we are looking to them for
assistance in regard to the improvements at the S.P. station, and
I would like to get them involved at as early a stage as possible.
In addition, I had reviewed the Beautification Commission ordinance,
and I think that it might be a good idea to discuss at our next
study session the concept of changing that portion of the ordinance
which gives them responsibility for new developments and change
this to "the construction of any buildings containing three or more
living or office units".
#�,AIthough I do not have any further ideas as of yet, it seems to
me that the Beautification Commission would be of great assistance
to the Planning Commission, the City Council and the City of
Burlingame in being in a position to review the landscaping aspects
of any and all projects of three units or more. I would envision
that landscaping and general plans (both elevation and plan views)
of a new project would be submitted to the Beautification Commission
at the same time that these plans are submitted to the Planning
Commission.
The Beautification Commission would then review the plans and
file their opinions and recommendations with the Planning Commission
so that this information would be available to the Planning Commission
during its review of the project as well as during the review by the
City Council.
While we obviously have an excellent review process for any given
project, when it comes to the Planning Commission and eventually
to the City Council, the landscaping aspect of these projects is
hardly touched on at all (with the exception of the Park Director)
ancithe a-sthetic qualities of the landscaping around new projects is
something that is of concern to me and, I would suspect, of interest
to everyone who lives in Burlingame.
Would you therefore be good enough to put this matter on our next
study session calendar and perhaps you might send a copy of this
memorandum on to the Beautification Commission so that they are
aware of the fact that we will be discussing these issues i

BEAUTIFICATION COMMISSION ASSISTANCE KITH S.P. STATION IMPROVEMENT
I received your suggestion concerning the Beautification's commission's involve-
ment with the S.P. Station project. Currently, we are trying to finalize our
agreement with Caltrans who is the lead agency on the project. The Save Our
Station Committee is also seeking a broad -base of support and donations (not
just a City, Historical Society, Lions or Rotary, etc. project). Various groups
and individuals have offered assistance and donations. I believe The Garden
Club has offered $2,500 in landscaping.
I have two concerns with your suggestion at this point:
1. I would not like to "undercut" the Save Our Station Committee efforts to
build a broad base of support at this time.
2. I would be concerned about a City Commission getting involved with fund-
raising, which is a major need at this point. I think the best role for
the Beautification Commission and the City at this point would be in
reviewing and commenting on the improvement plans that the State Architect
develops. This will be part of the conditions on our participation
agreement.
Please give me a call about what you think of this approach, or I will be glad
to forward your suggestion to the Beautification Commission.

I have received an inquiry from a citizen who has been reading about the
Beautification Commission in the papers as well as the railroad station
at the bottom of Burlingame Avenue. This citizen suggested that,
if the Beautification Commission would like some additional work to
perform, it would be appropriate for them to become involved in the
efforts of the station, especially in regard to the exterior and the
plantings near the station.
Of course, I think this is an excellent suggestion, and you might write
a memorandum to the head of that commission if youJagree.

Re: 1972 City Council Resolution on Commissioner's Attendance
Dear Dennis:
At the joint meeting of the Park & Rec and Beautification
Commissions held Thursday, March 1, 1.984, your communique
concerning attendance at Commission meetings was received.
We agree that Resolution #61-72 is still applicable. We respect-
fully suggest that in Item 1 the words "without permission" be
�— omitted.
