QUADRI - DIRECTOR OF PARKS RE: 1980 BOND ACT FUNDS On February 3, 1984, we received audit confirmation and final payment of $63,299.81 from the State for our tennis and basket - gall court resurfacing project. Burlingame's original allot- ment from the 1980 Bond Act was $89,326, leaving a balance of $26,026.19. Since the original grant was for "Rehabilitation of Sports Facilities" we are limited as to how the remaining funds can be used. After discussing this with State P. & R. represen- tatives, I have been assured that we can use it for renovation of the infields of all our ballfields. State approval is contingent upon filing a revised application, and can be obtained within 60 days. Work on the fields can begin at the end of the coming season (as early as July at Cuer- navaca), and scheduling will be coordinated with the Recreation Department. Richard P. I have been informed by a landscape architect that these trees will never fill out and will become sparcer and sparcer with future toppings. It is my desire to replace these trees with two of a more appropriate species, which would lend itself to a low, fuller growth. As their appearance now will only deteriorate, I hope that you will grant my request to replace them. I hope to hear from you soon regarding this matter. Thank you for your consider Sincere Richa J. rudell (415)59 53 -�t 17 CITY OF BURLINGAME TO Honorable Mayor and City Council FROM City Manager AGENDA ITEM # 2 STUDY MEETING DATE 2/8/84 DATE: 2/3/84 SUBJECT: JOINT PARK AND RECREATION AND BEAUTIFICATION COMMISSIONS MEETING On February 2, the Beautification and Park and Recreation Commissions met to discuss the possible merger of the two commissions. Based on our previous meetings with the separate commissions, staff drafted the attached combined set of powers and duties for review. The major point of discussion was the reduction of the number of commissioners from 14 to some lesser number and the effect this might have on public participation. After thoroughly discussing the matter, it was suggested that the two commissions meet jointly with a combined agenda until October to test the merger idea. During this period, they would also determine what might be the appropriate number of commissioners to suggest to Council. This idea was unaminously approved by all present. The meeting date was set for the first Thursday of each month at City Hall. At this time, I suggest that the Council allow the two commissions to meet to- gether on a trail basis until October and that we defer any appointment of new commissioners to the two commissions until that time. Although everyone has questions about the idea, both commissions seemed receptive to the concept. The Park and Recreation Commission accepted the invitation of the Beautification Commission to further discuss the idea on Thursday, February 2, 7:30 p.m. at City Hall. Staff has drafted a combined set of powers and duties for a merged commission. We have left blank the number of commissioners, although nine has been suggested. I have also enclosed copies of the current municipal code sections for both commissions for your information. Please consider this a "working" draft and I will be glad to discuss any revisions. Our objective. is to form a stronger commission with broader responsibility than our current two -separate commission structure. Please call Rich, Ray or me if you have any questions or comments. There shall be a park, recreation and beautification commission in the city consisting of members appointed by the mayor, subject to confirmation of the city council; the members thereof shall be qualified electors of the city, and their terms of office shall be for a period of three years and until their successors are appointed and qualified. The members shall serve without compensation, but all necessary expenses shall be paid by appropriate council action. 3.32.020 Removal of member from office -- Filling vacancies. The city council may remove any appointed member of the commission from office prior to the expiration of his term of office, with or without cause by an affirmative note of not less than three -fifths of all the members of the city council. Vacancies on the commission, except as to exofficio members, shall be filled by appointment by the mayor, subject to the confirmation of the city council. 3.32.030 Meetings -- Officers. The commission shall hold regular meetings at least once each month, at City Hall or the recreation center and may hold such additional meetings as it may deem necessary or expedient. A majority.of the commission shall constitute a quorum 1� for the purpose of transacting the business of the commission. The commission shall, as soon as practicable, after the time of the annual appointment of a member to the commission, elect a chairman and a '1 11 secretary thereof, who shall serve at the pleasure of the commission. The commission may establish such subcommittees of its members as it sees fit. 3.32.040 Record of proceedings kept by secretary -- Filing. The secretary of the commission shall keep a record of all proceedings, resolutions, findings, determinations and transactions of the commis- sion, which records shall be a public record, and a copy of which record shall be filed with the city clerk as clerk of the city coun- cil. 3.32.050 Powers and duties It shall be the duty of the park, recreation, and beautification commission, subject to the approval of the city council, to: (a) Act in an advisory capacity to the city council, the city manager, the director of parks and the director of recreation, in all matters of public parks and recreation, and civic beautification. (b) Recommend policies on park and recreation service, street and heritage trees and civic beautification for approval of the city council; (c) Advise the park director on city street tree and heritage tree programs, review applications for removal of heritage trees in accordance with city codes; (d) Review development plans of public parks and recreation facilities, and public landscaping; (e) Recommend rules and regulations for use of public parks and recreation facilities; (f) Aid in coordinating the park and recreation departments programs with that of other governmental agencies and voluntary organizations; (g) Make or cause to be made periodic inventories of park and recreation, street or heritage tree services and programs that ig j exist or may be needed; (h) Recommend the adoption of standards on areas, facilities, programs and financial support; (i) Review the effectiveness of the park and recreation, street and heritage tree, programs with the directors of park and recrea- tion; (j) Interpret the policies of the city and the functions of the park and recreation departments to the public; (k) Review the annual budget and capital improvement requests of the park and recreation departments and make recommendations to the city council; (1) Perform such other duties as may be delegated to it by the city council from time to time. 3.32.060 Notwithstanding any other provisions of this ordinance, those persons who are the members of the Beautification Commission or the Park and Recreation Commission of the City of Burlingame at the time of the adoption of this ordinance shall be the first mem- bers of the Park, Recreation and Beautification Commission. They may be reappointed, not to exceed,.two full terms on both commissions, or until such time as they resign, are removed by the Council, or their positions otherwise become vacant. The members shall serve without compensation, but all necessary expenses shall be paid by appropriate council action. It shall be the duty of the park and recreation commission, subject to the approval of the city council, to: (a) Act in an advisory capacity to the city council, the city manager, the director of parks and the director of recreation, in all matters of public parks and recreation, and to cooperate with other governmental agencies and with civic groups in the advancement of sound recreation planning and programming; (b) Recommend policies on recreation and park service for approval of the city council; (c) Advise the director of parks and director of recreation problems of development of recreation areas, facilities, programs and improved recreation services; (d) Recommend the adoption of standards on areas, facilities, programs and financial support; (e) Make or cause to be made, periodic inventories of park and recreation services that exist or may be needed; (f) Aid in coordinating the park and recreation service with the programs of other governmental agencies and of voluntary organizations; (g) Review the effectiveness of the park and recreation programs with the directors of parks and recreation; (h) Interpret the policies of the city and the functions of the park and recreation departments to the public; (i) Make studies and recommend rules and regulations for adoption by the city council for the use and enjoyment of all public parks and recreational facilities, and particularly of specific recreational facilities, including, but not limited to, playgrounds, play fields, recreational centers, swimming pools, ball diamonds, basketball courts, golf courses, boating areas, and such other recreational areas and facilities as may require regulation from time to time; 0) Review the annual budget of the park and recreation departments before presentation to the city manager and make recommendations thereto to the city council and the city manager and, in the case of capital improvements, also to the planning commission. It shall be the duty of the beautification commission, subject to the approval of the city council, to: (a) Recommend a master street tree plan for adoption by the city council; (b) Recommend an "Official Street Tree List" to the city council for adoption, designating specific types of trees which can be planted on any street, based on pertinent local street and tree factors; (c) Recommend specific types of street trees for any new subdivision; (d) Recommend a survey to be made from time to time to determine those street trees which are to be retained and those which should be removed to conform to the street tree planning and maintenance program, having regard for both the immediate and long-term needs of the city; (e) Recommend programs for the planting, maintenance and removal of all street trees in the city; (f) Recommend suitable plans for the uniform planting, care and maintenance of street trees and of shrubs, grass plots, and other ornamental or beautifying plantings upon the streets and highways; (g) Devise suitable plans for the development and beautification of the public parks, parkways and buildings belonging to, or leased by, the city; (h) Recommend rules and regulations for the use of public parks within the city which are not in conflict with the rules and regulations adopted by the city council to promote or control the recreational use of such public parks, as the same may have been recommended by the park and recreation commission; (i) Consider the annual budget of the park department during the process of its preparation and make recommendations thereto to the city council and city manager and, in the case of capital improvement, also to the planning commission; 0) Perform such other duties as may be delegated to it by the city council from time to time.
