El Camino Beautification - Project #247
Recommendation
It is recommended that the City Council adopt the
attached Resolution accepting Shooter and Butts
Inc. as the low bidder on this project.
Background
This project provides for landscaping and irriga-
tion of the median islands on E1 Camino Real from
Murchison to Ray Drive. Caltrans has reviewed
and approved the proposed project, and will issue
the necessary encroachment permit.
On January 17, 1984, nine bids were opened. Low
bid was $99,193. $50,000 has been approved for
this project from Revenue Sharing, and gas tax
funds are available for the balance.

RESOLUTION NO. -83
AWARDING CONTRACT
E1 Camino Beautification - Project # 247
WHEREAS, the City Council has authorized an invitation for bids
for the E1 Camino Beautification - Project #247.
WHEREAS, on January 9, 1984 all bids received were opened
before the City Clerk and the Director of Public Works; and
WHEREAS, SHOOTER & BUTTS submitted
the lowest bid for the job in the amount of $99,193.00
bid of
NOW, THEREFORE, be it RESOLVED, and it is hereby ORDERED, that the
SHOOTER & BUTTS
in the amount of $ 999193.00
for said
be, and the same hereby is accepted.
BE IT FURTHER RESOLVED that a contract be entered into between the
successful bidder hereinabove referred to and the City of Burlingame for
the performance of said work, and that the City Manager be, and he hereby
is authorized for and on behalf of the City of Burlingame to execute said
contract and to approve the faithful performance bond and the labor and
j materials bond required to be furnished by the contractor.

PARK, RECREATION AND BEAUTIFICATION COMMISSION

3.32.010 Organization -- Terms of members -- Compensation.
There shall be a park, recreation and beautification commission in
the city consisting of members appointed by the mayor, subject
to confirmation of the city council; the members thereof shall be
qualified electors of the city, and their terms of office shall be
for a period of three years and until their successors are appointed
and qualified. The members shall serve without compensation, but
all necessary expenses shall be paid by appropriate council action.
3.32.020 Removal of member from office -- Filling vacancies.
The city council may remove any appointed member of the commission
from office prior to the expiration of his term of office, with or
without cause by an affirmative vote of not less than three -fifths
of all the members of the city council. Vacancies on the commission,
except as to exofficio members, shall be filled by appointment by the
mayor, subject to the confirmation of the city council.
3.32.030 Meetings -- Officers. The commission shall hold regular
meetings at least once each month, at City Hall or the recreation
center and may hold such additional meetings as it may deem necessary
or expedient. A majority of the commission shall constitute a quorum
for the purpose of transacting the business of the commission. The
commission shall, as soon as practicable, after the time of the annual
appointment of a member to the commission, elect a chairman and a

secretary thereof, who shall serve at the pleasure of the commission.
The commission may establish such subcommittees of its members as
it sees fit.
3.32.040 Record of proceedings kept by secretary -- Filing.
The secretary of the commission shall keep a record of all proceedings,
resolutions, findings, determinations and transactions of the commis-
sion, which records shall be a public record, and a copy of which
record shall be filed with the city clerk as clerk of the city coun-
cil.
3.32.050 Powers and duties. It shall be the duty of the park,
recreation, and beautification commission, subject to the approval
of the city council, to:
(a) Act in an advisory capacity to the city council, the city
manager, the director of parks and the director of recreation, in
all matters of public parks and recreation, and civic beautification.
(b) Recommend policies on park and recreation service, street
and heritage trees and civic beautification for approval of the
city council;
(c) Advise the park director on city street tree and heritage
tree programs, review applications for removal of heritage trees in
accordance with city codes;
(d) Review development plans of public parks and recreation
facilities, and public landscaping;
(e) Recommend rules and regulations for use of public parks
and recreation facilities;
(f) Aid in coordinating the park and recreation departments
programs with that of other governmental agencies and voluntary
organizations;
(g) Make or cause to be made periodic inventories of park and
recreation, street or heritage tree services and programs that

exist or may be needed;
(h) Recommend the adoption of standards on areas, facilities,
programs and financial support;
(i) Review the effectiveness of the park and recreation, street
and heritage tree programs with the directors of park and recrea-
tion;
(j) Interpret the policies of the city and the functions of
the park and recreation departments to the public;
(k) Review the annual budget and capital improvement requests
of the park and recreation departments and make recommendations to
the city council;
(1) Perform such other duties as may be delegated to it by the
city council from time to time.
3.32.060 Notwithstanding any other provisions of this ordinance,
those persons who are the members of the Beautification Commission
or the Park and Recreation Commission of the City of Burlingame at
the time of the adoption of this ordinance shall be the first mem-
bers of the Park, Recreation and Beautification Commission. They
may be reappointed, not to exceed two full terms on both commissions,
or until such time as they resign, are removed by the Council, or
their positions otherwise become vacant. At such time as the num-
ber of members of the commission is reduced to members, the
provisions of Section 3.32.010 shall apply.
