HomeMy WebLinkAboutMin - BC - 1984.11.01PARK, RECREATION, AND BEAUTIFICATION COMMISSION November 1, 1984 The meeting of the temporarily formed Park, Recreation, & Beautification Commis- sion meeting was called to order Thursday, November 1, 1984 at 7:35 pm in the City Hall by Chairman Graham. ROLL CALL Commissioners Present: Commissioners Bowling, Carbon, Disco, Graham, Hagstrom, Hughes, and May. MINUTES Absent: Commissioners Huajardo and Lindstrom Staff Director Quadri and Director Wagner Minutes of the October 4, 1984 meeting were approved as submitted. CORRESPONDENCE Letter from Director Wagner to Commissioners informing them that the City Manager requests they continue to meet as a combined commission until Council has made a decision as to whether to combine or not. REPORTS--$15,829.05 was collected in the month of October bringing the total accumulation WP" �R for 4 months of the fiscal year to $139,894.78. Park Facility Maximum Attendance Policy Director Wagner presented to Commission a new policy being recommended by both the Park and Recreation Departments. The policy limits the permitting of Washing- ton Park for Picnic Permits to 150 people or less. Currently of the 40 to 50 pic- nics held annually only three requests would have to be denied. These being: Pen- insula Hospital (1,000 , Mills Hospital (600); Fieler Bros. (400). Because of the limited picnic facilities the large groups have all been renting the Recreation Center building for food, tables, games, and bathroom facilities. The impact on the Park and Recreation Center by the large groups has been causing long term maintenance problems. Commissioner Graham moved that the Commission approve the new maximum attendance policy; seconded; motion carried unanimously. The three goups that will be effected will be contacted immediately so they can make 1985 plans at a regional park (Coyote Point; Junipero Serra Park; Flood Park; etc.). QUADRI --Bids for the Tree Pruning contract were opened on October 16, 1984. The lowest responsible bidder was Davey Tree Surgery. Director Quadri has requested that the Council accept Davey Tree Surgery as lowest responsible bidder for this pro- ject at their next meeting. Contract is for the trimming of the Eucalyptus trees throughout the City. The Park Department's goal is to establish a program by which all Eucalyptus trees in the City would be pruned on a 5 year cycle. REPORTS --Commissioners GRAHAM Presented Landscape Award to Ted Akaosugi, manager of Benihanas, of Toyko for land- scape excellence at the Community Dinner. DISCO The trees at Trinity Lutheran Church on El Camino are recovering from the severe pruning they received 2 years ago. Director Quadri said that Caltrans is working with the City to establish the variety of eucalyptus to be used for replacement. HAGSTRCM There are still several newspaper stands in front of the Broadway Post Office that are in very bad shape and are sitting on concrete blocks. Director Quadri reported that Council has resolved to have limits on types of containers, place- ment, and to have covers over lewd language or pictures but are unable to move beyond that point because of Constitutional limitations. The parking lot next to the Post Office on Broadway is in bad shape and needs re- surfacing. Director Quadri indicated the Public Works department has scheduled that lot for resurfacing next year. Commissioner Graham asked why a Public Works Commission has not been established? Director Quadri indicated that he does re- fer many items to Public Works when they are brought up by the Beautification Commission, but all he can do is refer the items. The parking lot;at Stanaway's market is littered again. The Commission requests that the City Attorney look into potential health problems in the Stanaway park- ing lot. OLD BUSINESS Commission Merger Counci wi discuss the Commission Merger at the November 7, 1984 Study Session before making their decision. Director Wagner suggested that because of the Christ- mas Holiday the commiss#jns meet at a combined meeting the first Thursday in Dec- ember. The Commission agreed. Fall Recreation Brochure Director Wagner reported that the Spring recreation brochure will be sent to Bur- lingame residents the last week of December and the cover will have pictures of five Burlingame Heritage trees. Senior Nutrition Program Director Wagner is still meeting with representatives from Peninsula Hospital and the County of San Mateo to try and establish a Senior Nutrition Program in the City of Burlingame. NEW BUSINESS Arbor Day & Spring Garden Seminar Dates Arbor Day will be celebrated on Thursday, March 7, 1985 and the Spring Garden Sem- inar will be Saturday, March 9, 1985. Location for Arbor Day planting and subjects for Spring Garden Seminar will be discussed at future Commission meetings. Christmas Tree at S.P. Station Chamber has requested that the landscape plans for the planter at the S.P. Station also include a permanent tree stand to be used each year for a Christmas tree. After a brief discussion, Commissioner Hagstrom moved that the Commission authorize Direc- tor Quadri to make any decisions necessary to include a tree stand in the plans for the planter at the S.P. Station seconded; motion carried unanimously. `..
