HomeMy WebLinkAboutMin - BC - 1984.07.05u PARK, RECREATION & BEAUTIFICATION COMMISSION July 5, 1984 The meeting of the temporarily formed Park, Recreation, & Beautification Commis- sion meeting was called to order Thursday, July 5, 1984, 8:00 p.m. in the City Hall by Chairman Carbon. ROLL CALL Commissioners Present: Commissioners Bacon, Carbon, Disco, Graham, Hagstrom, and May Absent: Commissioners Bowling, Huajardo, Hughes, Lembi, and Lindstrom Staff Director Quadri and Recreation Supervisor, Brock Riddle (in Director Wagners absence). MINUTES Minutes of the June 7, 1984 meeting were approved as submitted. CORRESPONDENCE - Received Letter and check for $138.00 from the Burlingame Woman's Club for the purchase of a bench for the Rose Garden in Washington Park. Letter from the SMUHS Board of Trustees thanking the City for their involvement in the replacement of the tennis nets at the Burlingame High School tennis courts. Cities/service clubs were responsible for the funding of those nets. CORRESPONDENCE - Sent Letter to Richard A. Norton, 2109 Hale Drive from Director Quadri informing him Nl� that Commission will review his request for tree removal and will decide on the matter at the July 5 Commission meeting. Letter to T.J. Hafley, Department of Transportation, from Director Quadri inform- ing him of the Commissions approval to remove 2 Eucalyptus trees on the NW corner of Barroilhet Ave. and E1 Camino. REPORTS RIDDLE - Mr. Riddle reported total fiscal year end collections of $428,894.01 as compared to $378,572.34 for 1982-83; there has been good enrollment in all classes; the summer swim program is going well with a total of 117 membership passes for the summer. VADRI - The high school summer crew has been hired and will work through the summer; this years crew is a little younger than in the past but is enthusiastic and hard work- ing. The Park Corporation Building had its 'Grand Opening' on July 3rd. REPORTS - Commissioners 4AY - Many of the easements are dry and overgrown -- letters were sent out by the City for homeowners to clean them up but they don't seem to be complying. Director Quadri indicated that a contractor has been hired by Public Works to clean some areas. If a fire hazard exists the City will be involved via the Fire Department. )Isrn - Would like to see the three Mission Bells in the City on ECR at Floribunda, Carme- L lita, and the Plaza to all look alike. The bell at the Plaza has been painted over while the rest are bronze. Commissioner Carbon suggested that this could piggy back with an eagle project. The Commission agreed that this was a worth- while project. REPORTS - Commissioners (Cont'd.) CARBON - Kumquat tree in rear of property on Edgehill is hanging Drive (north of Palm) and obstructing sidewalk; requests fence line. Director Quadri will send a warning letter over fence on California that it be cut back to to resident. Reported that he is pleased with the sidewalk repair going on throughout the City. OLD BUSINESS Tree replacement on ECR - Camnissioner Haqstrom asked when that will begin. Director Quadri has been in communication with Gary Bush of Caltrans. The Eucalyptus trees from Saratoga Horticulture used on the ECR Beautification Project seem to be suitable replacement trees. Saratoga Horticulture have none available at this time but would be willing to cultivate under contract and will take three years to grow. Caltrans is also interested in this variety -- it is deep rooted, drought tolerant, and wind resistant; grows from 60 to 80 feet. Director Quadri will con- tinue to pursue obtaining this variety. Tree removal request - 2109 Hale Drive - Liquidambar is causing sidewalk damage and minimal damage to drive. City will repair damage to sidewalk and move sidewalk around tree along with cutting roots to minimize future damage. Com- missioner May indicated that he lives two blocks away and there are similar pro- blems that exist in that area-- is a nice tree and feels reluctant to granting re- moval. Commissioner Hagstrom stated that the City should be careful in granting tree removal so as not to set a precedent. Commissioner Graham stated that if this removal was granted, half the trees in the City would have to be removed. Director Quadri reported to the Commission that a neighbor had called the office and was concerned about this tree being removed. After further discussion, Commissioner Bacon moved that the request for removal be denied. Seconded; motion carried unanimously. Landscape Award nominations - The Landscape Award Committee reported on the nom- inations for the 1984 Landscape Award. The Commission requested the list of nominees be sent with the minutes.
