HomeMy WebLinkAboutMin - BC - 1984.05.03PARK,IECREATION & BEAUTIFICATION COMM%SION May 3, 1984 ROLL CALL MINUTES The meeting of the temporarily formed Park, Recreation, & Beautification Commis- sion meeting was called to order Thursday, May 3, 1984, 7:35 pm in the City Hall by Chairman Graham. Commissioners Present: Chairman Graham, Chairman Carbon, Commissioners Bowling, Disco, Hag- strom, Huajardo, Hughes, Lembi, Lindstrom, and May Staff Directors Quadri and Wagner Minutes of the April 5, 1984 meeting were approved as submitted. COMMUNICATIONS - Letters Received Letter w/attached flyer from Millbrae Beautification Commission inviting Com- mission to the Millbrae Spring Garden Seminar on May 5, 1984. Copy of Proclamation proclaiming May 4, 1984 as Benihana of Toyko Day. COMMUNICATIONS - Letters Sent Copy of letter from P,R, & B Commission to the Council expressing concern for street trees and shrubs on the streets being paved. R',, JS - Directors WAGNER - Director Wagner reported total fiscal year to date collections of $308,840.48 as compared to 277,807.17 collected at the same time last year. Director Wagner presented a report that surveyed the art instructors feelings towards the Recreation Center art facilities. The survey has brought to our attention the need for additional easles and repair of existing ones. The fluorescent lamps in the art room appears to be causing some glare. Some pink lamps will be added to soften the light. One month is left for purchase of summer pool passes--46 passes have been pur- chased to date; 100 are required to help defray costs of opening the BHS pool during the summer. Newspapers will publicize the program next week. The Com- mission suggested that the school students be notified a second time. Recreation brochure for summer classes should be received by all residents by May 19. Director Wagner encouraged Commissioners to mention to mail carriers that they are waiting for the brochures. Public Relations staff at Peninsula Hospital are interested in incorporating their community programs within the Recreation brochure. Director Wagner will continue to pursue. Commissioner Huajardo suggested that leisure items from the Library might also be included in the brochure. Director will approach the City Librarian. QUADRI - Director Quadri met with a representative from the state to discuss state fund- ing on projects for Village and Washington Park -- state still owes the City for those projects. 1983-84 Roberti-Z'Berg funds were never appropriated. `-- ECR Beautification is progressing very well. Shooter & Butts (contractor) expects completion by mid -May. Washington Park Corp Yard building has not yet been finaled but final date of May 15 is anticipated. Director Quadri reported on future capital improvements in the Park Department. The severly pruned sycamore trees at Trinity Lutheran Church on ECR apparently will survive --growth has start'-d. Commissioner Bowling asked when Caltrans will replace the Eucalyptus trees on ECR--could the Commission write a letter. Director Quadri indicated that as of June it will have been one year and at that time a letter would be appropriate. REPORTS - Commissioners HAGSTROM Scotch broom at the drainage ditch at California Drive between Grove and Lincoln is overgrown. A large load of garden trimmings has been dumped on the eastside along RR tracks between Broadway and Millbrae Avenue. Director Quadri will notify S.P. Newspaper vending machines at the Broadway Post Office are still in bad condi- tion and are partially obstructing sidewalk. Standard gas station at the corner of Carolan and Broadway erected a new fence and dumped the old fence on RR easement. REPORTS - Commissioners (Cont'd.) HAGSTROM Elderly man picks up litter by French Restaurant on Broadway --Commissioner Hagstrom will find out name so Commission can send him a letter of commendation. OLD BUSINESS Tree removal request - 1114 Grove Avenue Commission discussed findings and unanimously denied removal of tree at 1114 Grove Avenue. Director will notify homeowner. Newsracks Director Quadri presented proposed newsrack ordinance submitted by the City Attor- ney and asked that Commission review and present additions, deletions, and/or corrections by next P,R, & B Commission meeting. Commission requested Director Quadri to investigate as to whether Commission can monitor the newracks rather than Public Works Director. Noise Ordinance Commissioner Huajardo made a presentation to the Commission on a proposed Noise Ordinance --the intent of the proposed ordinance would be to prohibit commercial gardeners from performing their work on weekends or legal holidays. Commissioner Huajardo moved that the proposed ordinance be approved for submittal to Council for adoption. Commissioner Bowling asked Director Quadri how many complaints are received by the City regarding this matter. Commissioner Lembi appreciates intent but feels it adds one more governmental regulation and is somehwat limiting. Commissioner Huajardo amended the motion to prohibit commercial gardeners from performing their work before the hour of 10 AM on weekends and legal holidays. Commissioner Graham feels the Commission should seek more information from the City Attorney as to the type of complaints and how many the City receives. Com- missioner Bowling moved to table the motion until additional information could be obtained from the City Attorney. Commissioner Hughes seconded. Motion was carried 9-2, Commissioners Huajardo and Disco voting no. Combined Commission Evaluation Criteria Powers and duties of each commission were reviewed. Director Quadri indicated that the new commission should clearly define how it relates to the Park Depart- ment. Following review and discussion the Commission decided to withhold any action on powers and duties of the newly formed commission until after deciding to combine or not to combine. 1984-89 Recreation Budget - Director Wagner presented his proposed budget for the Recreation Department which contains $5,000 less in general funding than was projected for 1983-84. 'Asked Commission to review and phone in questions or concerns prior to discussion at next meeting. 1984-85 Park Budget - Director Quadri presented his proposed budget for the Park Department. Both proposed budgets do not include wage and benifet increases. NEW BUSINESS Commissioner Graham is concerned about the traffic in her neighborhood on Cam- bridge and hopes to have signs erected on both ends of the street. Director Quadri suggested she attend the Traffic, Safety, and Parking Commission meeting. Commission discussed concern about appearance of City parking lots, including litter control, landscaping, and pavement markings. Meeting was adjourned at 9:45 pm.
