A ctosed Session regarding litigation was held on the above date
in Conference Room A of city HaII beginning at 7:00 p.m. The
session adjourned to the regular meeting at 7:30 p.m.
CALL TO ORDER
A dul-y noticed reguLar meeting of the Burlingame City council was
held on the above date in the citv Hall Council Chambers. The
meeting was called to order at 7:37 p.m. by Mayor Frank J.
Pagliaro, Jr.

CROWNE PLAZA HOTEL PROJECT CONTfNUED TO MAY 16 MEETING
Mayor Pagliaro noted that the applicants have requested that
review of the project be continued to the next meeting when a
fuII council would be present.
DENIAL WITHOUT PREJUDICE OF AN APPEAL FOR TWO VARfANCES AND A
SPECIAL PERMIT FOR A GARAGE AT 14 BLOOMFIELD ROAD
city Planner reviewed her memo of April 21 in which she
recommended council hold a public hearing and take action. Edwin
Elwel1 is requesting two variances and a special permit in order
to make a 369 square foot extension to the rear of his 497 square
foot detached garage. The variances are for rear yard setback
(13 feet, 8 inches proposed, L5 feet required) and side yard
setback (2 feet proposed, 4 feet required). A special permit is
required for an oversized building (866 square feet proposed, 500
square feet allowed). The Planning Commission voted to deny theproject, noting they could find no exceptional circumstances inthis typical lot.
Mayor Pagliaro opened the public hearing.

John Benedetti, property owner and father-in-Iaw of theapplicant, said EIweII takes care of the property, he requested
approval .
Mrs. Brea, a neighbor, spoke in opposition, she feared autorepair work would be done at the site and noted there is another
house which is used for auto repair on that block.
There being no other comments, the hearing was closed.
Councilman Lembi inquired about lot coverage, City Plannerreplied this project would have 29.5 percent lot coverage and the
maximum allowed is 40 percent.
Councilwoman Barton noted this is an enormous project and she
moved to uphold the Planning Commission denial with findings.
Seconded by Mayor Pagliaro.
Councilman Mangini inquired if applicant rea11y needed this large
an addition. Applicant replied it might be made smaller.
Mangini reviewed concerns Planning Commission had about possible
use as a living unit, or of auto repair work being done at thesite. Mangini suggested the project might be denied withoutprejudice by council.
Councilwoman Barton noted the Planning Commission concerns werenot her concerns, she felt the project was too large and that thecity has an ordinance requiring a maximum of 500 sguare feet for
an accessory structure.
Councilman Lembi noted if this is denied the applicant cannot
come back for another year unless it is a significantly differentproject, but there is not enough room to desj-gn a significantlydifferent project. If council- denies without prejudice, the
applicant might be able to redesign a smaller project.
Councilwoman Barton agreed to amend her motion to deny withoutprejudice. Seconded by Councilman Pagliaro. The motion carried
unanimously by ro11 call vote of members present.
AMUSEMENT PERMIT FOR TEEN DANCE CLUB AT PARTNERS 1308 BAYSHORE
City Attorney reviewed his memo of April 28 in which he requesteddenial of this request. Dan Fenton of Partners is requesting an
amusement permit for teen dancing at his establ-ishment on Sunday
evenings which are followed by a Monday holiday during the schoolyear, and during the summer on most Sunday evenings. Staff is
concerned about parking at the site which is also used by the
Hyatt theater and other establishments.
Mayor Pagliaro invited corunents from the applicant. Dan Fenton,
applicant, requested that the matter be delayed until the next
meeting in order to acquire more information to respond to
staff ' s concerns .

Hillsborough Councilman Kel1y spoke in favor of the proposal, he
noted he had visited the site on Sunday evening and there was
ample parking available.
Mayor Pagliaro scheduled further discussion for May 1-6 meeting.
City Planner reviewed her memo of April 26 in which she
recommended council review the requests and make a determination.
She noted that one of the reguests, Harbor View Hotel, has been
withdrawn. The Harbor View site is the former Windmark Hotelsite and receipt of this application terminates the Windmarktraffic allocation. The other request is from Thrifty Rent-A-car

at 1755 Bayshore Highway. The applicant proposes to operate a
100 car fleet from the site, 24 hours a day, seven days a week.
Part of this site was formerly used by Alamo Rent-A-Car before
they relocated to another site.

Mayor Pagliaro asked for an analysis of the contract with SFWD.During the last drought people used so little water that the SFWDraised it rates because it was not getting enough money to payits employees.
City Manager stated there are three ways to ration water; the
SF$ID plan, a flat rate or a fixed rate per household as somecities are adopting. He stated that unless we stay with the SFWDplan as we will be subject to penalties which we will have topass on to the customer.
Councilwoman Barton wondered how inside and outside use can beregulated. Director reviewed how summer versus winter use is
averaged and it is assumed that the greater sunmer use is foroutside uses. Council noted it would tike the ordinance to alIowresidents to decide where they $rant to conserve rrater, inside oroutside.

WATER RATIONING
Director of Public works reviewed his memo of April 28 in which
he recommended council review the proposed ordinance for waterrationing. The San Francisco vlater Department will impose
mandatory water rationing on its customers as of June 1, 1988.
The allocation from SFWD would reduce inside use by 10 percent
and outside use by 60 percent of 1987 monthly uses. This wouldresult in a greater reduction of use in the sunmer months andlower reductions in the winter months. Our proposed city
ordinance would aIIow council to establish the method ofallocation at the time council declares a water shortage andIists reguLations the council may adopt at the same time. If
adopted, the ordinance vrould not have to be amended if and when
we have another drought.

Assistant civil- Engineerrs memo of April 11 recommended
council accept completion of work installed by Thurston
Construction for the addition and remodeling of the head
office at the Public works corporation yard in the final
amount of $36,600.63.

RESOLUTION - 41-88 - AMENDING CONTRACT WITH NOLTE FOR
ENGINEERING SERVICES FOR MAIN PUMP STATION - JOB 602
Public works Director's memo of April- 2? recommended council
approve the amendment to the agreement for reconstruction of
the main pump station for $19,747 for j-ncreased design and
$97,576 for design support services during bidding and
construction.
NEW BUSINESS - TETTERS RECEIVED
Councilwoman Barton reviewed a letter from the Chamber of
commerce of Reno congratulating city on renovating the Broadlvay
Arch. She asked that they be invited to attend the dedication
ceremony.
She ackno$rledged the l-etter from Roseann Mirosnkoff regarding a
crosswalk on oak Grove near McKinIeY School. Council agreed that
the Traffic Commission should review this matter.
She also commented on the letter from Randal Yates objecting to
noise, lighting and parking problems caused by Putnam Hyundai.
Mayor Pagliaro said he drove past and sa$, that the one story
paiXing garage is used for new cars only and they are not letting
employees park there. Staff noted that city had received a copy
of-response from Hyundai to Mr. Yates. city Planner said she
would ieview the project to see if employees are required to park
on site and also review the use permit to see if lighting and
other things referred to in the letters are addressed.

FROM THE FLOOR
Karen Key, Director of the chamber of cornmerce noted the letter
from the Reno Chamber of commerce also suggested a Sister city
relationship between Reno and Burlingame. Council felt Sister
Cities were meant to be international cities.
ADJOURNMENT - NATIONAL PRAYER WEEK
The meeting was regularly adjourned at 8:33 p.m. after a moment
of sifence in commemoration of Natj-onal- Prayer week.
