On March 17, 2020, the Governor issued Executive Order N-29-20 suspending certain
provisions of the Ralph M. Brown Act in order to allow for local legislative bodies to
conduct their meetings telephonically or by other electronic means. Pursuant to the
Shelter -in -Place Order issued by the San Mateo County Health Officer on March 16,
2020, the statewide Shelter -in -Place Order issued by the Governor in Executive Order
N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which
discourage large public gatherings, the Recreation Center will not be open to the public
for the May 7, 2020 Beautification meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed
below. The meeting video will be uploaded to the City's website after the meeting.
Members of the public may provide written comments by email to
recreation@burlingame.org.
Emailed comments should include the specific agenda item on which you are
commenting, or note that your comment concerns an item that is not on the agenda or
is on the Consent Calendar. The length of the emailed comment should be
commensurate with the three minutes customarily allowed for verbal comments, which
is approximately 250-300 words. To ensure that your comment is received and read to
the Beautification Commission for the appropriate agenda item, please submit your
email no later than 5:00 p.m. on May 7, 2020. The City will make every effort to read
emails received after that time, but cannot guarantee such emails will be read into the
record. Any emails received after the 5:00 p.m. deadline which are not read into the
record will be provided to the Beautification Commission after the meeting.
All votes are unanimous unless separately noted for the record.

Speakers may address the Commission concerning any matter over which the Commission has
jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown
Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that
is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by
the door and hand it to staff, although provision of name, address or other identifying information is
optional. Speakers are limited to three minutes each, although the Commission may adjust the time
limit in light of the number of anticipated speakers.

BURLINGAME BEAUTIFICATION COMMISSION
Draft Minutes February 6, 2020
The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by
Commissioner Kearney.
ROLL CALL
Present:
Commissioners Kirchner, Kearney, Hunt, Dinuri and Bauer
Absent:

City Arborist/Parks Superintendent Disco and Recording Secretary Borba

MINUTES
Commissioner Hunt made a motion to approve the December 5, 2019 minutes. The motion was seconded
by Commissioner Kirchner and was approved 5-0.

OLD BUSINESS
1. Commissioner Report on Solar Panels and Trees
Commissioner Kirchner stated the committee will work on the recommendations listed on the staff
report. Commissioner Bauer and Commissioner Dinuri will work on Recommendation #2 to update
the Urban Forest Management Plan and the City Ordinance to reference both Acts. Commissioner
Kirchner and Dinuri will work on Recommendation #3 to develop and provide information to the
Community Development Department regarding homeowner's rights under the Acts, and to develop a
power point presentation to educate the public and report back next month.
2. Power Point Presentation on Trees in Burlingame Update
Secretary Borba handed out a tri-fold brochure, Trees A Big Deal!, to the Commissioners for use in the
power point presentation and Commissioner Dinuri suggested to use the Tree Board Handbooks to pull
information from for the presentation. Commissioner Kirchner stated the presentation should be about
a half hour focusing on the past, present and future of the City of Burlingame trees.
NEW BUSINESS
1. Arbor Day — March 5, 2020 at 11:15am in Washington Park West End
Secretary Borba announced the invitation to the Commissioners to attend Arbor Day on Thursday,
March 5, 2020. Commissioner Dinuri will contact John Ward the Residential Sustainable Landscape
Award winner to invite him to attend Arbor Day where a tree will be planted in his honor.
2. Business Landscape Award Update
Secretary Borba handed out a draft timeline and application for the Business Landscape Award. The
Commissioners all accepted the timeline. Commissioner Hunt suggested each commissioner nominate
two businesses. Commissioner Bauer requested a list of past winners. Commissioner Kirchner will
email all the Commissioners the list of past Business Landscape Award winners. Secretary Borba will
post the application in the eNews.
3. Residential Sustainable Landscape Award Update
Secretary Borba handed out the criteria of the Residential Sustainable Landscape Award, a timeline
and a map by area. The Commissioners choose the area they would like to inspect for nominees.
Commissioner Kirchner area #1, Commissioner Dinuri area #2, Commissioner Hunt area #3,
Commissioner Bauer area #4 and Commissioner Kearney area #5. Commissioner Hunt suggested
each Commissioner select two nominees. The Commissioners all accepted the timeline.
REPORTS

2. Parks Superintendent/City Arborist
City Arborist Disco reported PG&E is working in the City trees clearing wires.
He also stated in the area around the Recreation Center the sidewalk replacement contractor is working
on replacing sidewalks.
The City removed three Eucalyptus trees on Burlingame Avenue due to poor structure and all trees will
be replanted with Eucalyptus `Citreadora's'.
The City tree crew planted 75 trees during the January planting.

4. Commissioner Bauer
Commissioner Bauer stated she attended the El Camino Real meeting. It was a lovely presentation of
past, present and future of El Camino Real. They explained how the Eucalyptus grove came to be and
the history of it and what they have planned for it. They had examples and diagrams to show what it
could look like. Commissioner Bauer felt the reactions were favorable. The area would cover from
Santa Inez to Murchison on El Camino Real.
5. Commissioner Kirchner
Commissioner Kirchner asked why there are so few street trees in the Mills Estate Area. Arborist Disco
stated mostly because they block the views.
6. Commissioner Kearney
Commissioner Kearney reminded the Commissioners the Commissioner Dinner is on March 13, 2020
at Trapeze.
7. Commissioner Dinuri
Commissioner Dinuri stated she watched a documentary about trees that was emailed to her from then
Mayor Colson and Jennifer Pfaff. She stated it was very good and encourage the other Commissioners
to watch it.
The next Beautification Commission meeting is March 5, 2020. There being no further business, the
meeting adjourned at 7:27 pm.
