FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. OLD BUSINESS a. City of Burlingame Page 2 Printed on 1112712019 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes October 3, 2019 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commissioner Kirchner. ROLL CALL Present: Commissioners Kirchner, Kearney, Hunt and Dinuri Absent: Commissioner Hinckle Staff. City Arborist/Parks Superintendent Disco and Recording Secretary Borba Others: None MINUTES Commissioner Kearney made a motion to approve the September 5, 2019 minutes. The motion was seconded by Commissioner Hunt and was approved 4-0-1(Hinckle absent). CORRESPONDENCE Secretary Borba reminded the Commission that the cutoff date for submitting an application for the Beautification Commission is October 4, 2019. PUBLIC COMMENT None OLD BUSINESS 1. Business Landscape Award - Update Commissioner Kirchner stated he will provide the thumb drive for the power point award presentation at the Council meeting to Commissioner Dinuri. Secretary Borba announced the award winner was posted in the Enews and will be in the Winter Recreation Brochure. The Business Landscape Award will be presented at the October 21, 2019 City Council meeting. 2. Residential Sustainable Landscape - Update Commissioner Kirchner stated he will provide the thumb drive for the power point award presentation at the Council meeting to Commissioner Dinuri. Secretary Borba announced the award winner was posted in the Enews and will be in the Winter Recreation Brochure. The Residential Sustainable Landscape Award will be presented at the October 21, 2019 City Council meeting. 3. Commissioner Report on Solar Panels and Trees The Commissioners discussed the Solar Panels and Trees document provided by Commissioner Dinuri and Kirchner at the previous meeting. Commissioner Dinuri and Kirchner accepted changes and modifications to the Solar Panels and Trees document. Commissioner Dinuri and Kirchner will update the document with the discussed changes. NEW BUSINESS None REPORTS 1. Director Glomstad None 2. Parks Superintendent/City Arborist Arborist Disco reported the feasibility study on Chapin Avenue from El Camino Real to Primrose is going to have a community open house meeting on October 28, 2019 in the Lane Room at the Library and the Commissioners are invited to attend. The Washington Park Playground, Sport Court and picnic area project is moving forward. 3. Commissioner Hunt None 4. Commissioner Hinckle None 5. Commissioner Kirchner Commissioner Kirchner stated Commission Hinckle was very impressed with the Solar Panel and Trees document. Commissioner Kirchner also handed out two articles from Commissioner Hinkle to share with the commissioners, The Mystery of Trees and A Moment of Awe. Commissioner Kirchner reported that he is concerned about private trees being removed without permits. 6. Commissioner Kearney None 7. Commissioner Dinuri Commissioner Dinuri stated she attended the City pollution meeting and found it very informative. The next Beautification Commission meeting is November 7, 2019.
