Approved Minutes September 5, 2019
The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by
Commissioner Kirchner.

Commissioners Kirchner, Kearney, Hinckle, Hunt and Dinuri

MINUTES
Commissioner Kearney stated when the Commissioners vote it should be noted who voted no. The
correction was made to the August minutes. Commissioner Kirchner made a motion to approve the August
1, 2019 minutes as amended. The motion was seconded by Commissioner Dinuri and was approved.

OLD BUSINESS
1. Business Landscape Award - Update
Secretary Borba announced the watercolor being painted by Dale Perkins for the Business Landscape
award winner has been completed. Commissioner Dinuri stated she is working on the article for the
award flyer and will send a letter to the award recipient congratulating them. Commissioner Kirchner
presented the slide show he prepared for the award presentation. The Business Landscape Award will
be presented at the October 21, 2019 City Council meeting.
2. Residential Sustainable Landscape - Update
Commissioner Dinuri stated she is working on the article for the award flyer and will send a letter to
the award recipient to congratulate them. Commissioner Kirchner presented the slide show he prepared
for the award presentation. The Residential Sustainable Landscape Award will be presented at the
October 21, 2019 City Council meeting.
3. Commissioner Report on Solar Panels and Trees
Commissioner Dinuri and Kirchner presented a memorandum to the Commissioners of all that has been
discussed to this point regarding solar panels and trees. The document supports the acceptance of the
California Solar Shade Act and The Solar Rights Act. Commissioner Dinuri and Kirchner listed their
recommendations in the memorandum and requested the Commissioners review them and be prepared
to provide their input at the next meeting.
NEW BUSINESS
1. Term Completion in October — Commissioner Dinuri and Hinckle
Commissioners Dinuri and Hinckle will be receiving information from the City Manager's office
regarding reapplying for the Commission.
REPORTS

2. Parks Superintendent/City Arborist
Arborist Disco was at a project meeting regarding a feasibility study on Chapin Avenue from El Camino
Real to Primrose. This project may include bike lanes, bio swales, new plantings and hardscape seating
areas. The committee is gathering information now and Arborist Disco asked Jennifer Lee,
Environmental Regulatory Compliance Coordinator that the Beautification Commission be consulted
during this process.
The Washington Park Playground, Sport Court and picnic area project is moving forward.

4. Commissioner Hinckle
Commissioner Hinckle appreciates the Roundabout.
5. Commissioner Kirchner
Commissioner Kirchner stated he would like the Beautification Commission public information power
point presentation be put on the agenda in the future to start the development of this project.
6. Commissioner Kearney
None
7. Commissioner Dinuri
Commissioner Dinuri stated she attended Burlingame on the Avenue. She was able to field questions
regarding trees and enjoyed getting out into the community.
The next Beautification Commission meeting is October 3, 2019. There being no further business, the
meeting adjourned at 7:27 pm.
