On March 17, 2020, the Governor issued Executive Order N-29-20 suspending certain provisions of
the Ralph M. Brown Act in order to allow for local legislative bodies to conduct their meetings
telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San
Mateo County Health Officer on March 16, 2020 (which was then extended on March 31, 2020, and
further extended on April 29, 2020), the statewide Shelter -in -Place Order issued by the Governor in
Executive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which
discourage large public gatherings, the Recreation Center will not be open to the public for the
September 17, 2020 Parks & Recreation Commission meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed below. The
meeting video will be uploaded to the Parks & Recreation Department's website after the meeting.
Members of the public may provide written comments by email to recreation@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting, or note that
your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of
the emailed comment should be commensurate with the three minutes customarily allowed for verbal
comments, which is approximately 250-300 words. To ensure that your comment is received and read
to the Parks & Recreation Commission for the appropriate agenda item, please submit your email no
later than 5:00 p.m. on September 17, 2020. The City will make every effort to read emails received
after that time, but cannot guarantee such emails will be read into the record. Any emails received after
the 5:00 p.m. deadline which are not read into the record will be provided to the Parks & Recreation
Commission after the meeting.

Regular Meeting on Thursday, August 20, 2020
1. CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called
to order by Chair Matthews at 7:02 pm via Zoom meeting.
2. ROLL CALL
COMMISSIONERS PRESENT: Milne, Holzman, Lewis, Matthews, Lee, Pappajohn & Ardito

STAFF PRESENT: Parks & Recreation Director Glomstad, Management Analyst

3. APPROVAL OF MINUTES
Commissioner Holzman made a motion to approve the April and May minutes. The motion was
seconded by Commissioner Milne and was approved. 7-0.

a. Open Nomination Period to Fill Two Vacancies on the Parks and Recreation
Commission
Director Glomstad reported at the August 17, 2020 City Council Meeting, the Council opened
the nomination period to fill two vacancies on the Parks and Recreation Commission.
Commissioners Lewis and Matthews terms expire at the end of October. The City's current
commissioner appointment procedure calls for any Commissioner desiring reappointment to
apply in the same manner as all other candidates. Both Commissioners are eligible to reapply for
appointment. The deadline for applications is September 21, 2020.

8. STAFF AND COMMISSIONER REPORTS
a. Parks & Recreation Department Reports
Director Glomstad reported the fall Activity Guide will be mailed out after Labor Day. In
addition to fall programming, it will include information regarding COVID-19 guidelines and
other resources in the community. Fall Preschool starts on August 31 with three classrooms. The
Burlingame School District starts on August 261h with distance learning and will have a full day
care on campus provided by Champions. The Recreation Division will fill the afterschool care
niche; also being offered are afterschool sports modified as skill based with no competition. Due
to the current COVID guidelines, the Department's usual afterschool offerings are not allowed
on District campuses. The Department is looking for additional locations and will utilize the
three portables used for afterschool care. In addition, the Department is offering senior
programs, such as outdoor fitness, being held on the sport court, the Memory Caf6 and have
enhanced the Burlingame Gazette, a bi-monthly newsletter that is sent to seniors and is available
on the city website: Burlingame Gazette. Also upcoming are two Drive In Movies and a Music
Concert to be held at the Golf Center The Aquatic Center is open and offering lap swim with
reservations, a water workout and masters swim. Field and Tennis court allocations are currently
being assigned to user groups who will follow the current guidelines and hold skill based
activities for their programs. The Department is seeking an additional Parks and Field Monitor
to ensure park users and the public are following the use guidelines. Skyline Park opened on
August 131h; the video can be found on the City website: Skyline Park Opening. The application
for the grant for J-Lot Playground is in the process of being submitted. The renovation of Ray
Park field and parking lot is underway.
Commissioner Pappjohn asked if the Community Center project was on schedule. Glomstad
confirmed this to be the case and the completion date is set for mid -year 2022.
Commissioner Lewis inquired about Skyline Park's ADA accessibility, parking and a dog waste
bag station. Glomstad noted due to the incline of the terrain for most of the park, the installation
of an ADA accessible path around the perimeter was cost prohibitive. At this point, the water
fountain is ADA accessible and there is an ADA parking spot. She noted some improvements
will be upcoming as funding is available. The current benches were reclaimed from other parks.
Commissioner Holzman suggested signage be displayed at the park for public information as the
park does look unfinished. Commissioner Milne suggested a station for the public to place extra
bags for that use and perhaps a youth group would be available and interested in making some
and the Parks Division could install them.
b. Commissioners Reports
Commissioner Lee reported she volunteered at the Rose Garden and met Iry Agard and his wife.
She is also on the Rollins Road Committee that will meeting in mid -September. The Committee
will develop a specific plan for parks and open areas as the area is developed.
Commissioner Ardito reported there was concern that Burlingame Soccer Club violated the
COVID guidelines at the beginning of the COVID restrictions and they were warned. She
expressed concern, and hoped the group will follow the guidelines going forward, however, and
wanted Commission to be aware of this situation.

Subject: Washington Tennis Courts Lights Coin Machine
RECOMMENDATION
Staff recommends the tennis court light coin machine be replaced with a light timer.
BACKGROUND
Washington Tennis Courts are the only lighted courts located in Burlingame. The courts are open
daily from 8 am-10 pm. Currently, at dusk, tennis players can deposit 8 quarters ($2.00) into the
coin machine for 1 hour of lighted courts. Over the past several years, staff has had to repair the
antiquated system on numerous occasions and patrons have complained about the coin machine
and have asked for an updated system. Other issues that have come up include:
1. Multiple break ins to the machines in an attempt to steal the coins.
2. Foreign coins jamming and/or breaking the machine.
3. Customer complains that they do not carry 8 quarters as the machine requires exact
change.
The revenue from Washington Tennis Courts coin machine was $753 in FY 18/19 and $550 in
FY 19/20.
DISCUSSION
Due to the age of the machine, repair options are limited as parts are no longer made for the
machine and must be manufactured by staff. Staff researched replacing the machine with an
updated device that will accept credit cards. This would require cellular service to connect with
the bank, which would include an additional service fee and monthly service charges. In a
comparison to the cost of the Recreation Portables, installation of a phone line was $225, with a
monthly fee of $53. Installing a new system for Washington Tennis Courts would also require
support from the IT and Facilities Departments to determine the exact network requirements and
above and below ground wiring needs.

Another option is to install a timer similar to the system recently installed at the newly lit Bocce
courts. It would not require additional wiring or networking. For reference, neighboring cities
including Foster City, Brisbane, Menlo Park and San Mateo all have lit courts and do not charge
a light fee.
FISCAL IMPACT
The cost to purchase a new vending cashless reader system that accepts payments would be
approximately $500. The exact cost for installation has not been research but is expected to be
over $3,000.00 due to the wiring that would be required.
The cost to purchase a timer and parts is estimated at $30 and will take roughly 2 hours of staff
time to install. There will be no future revenue generation from this option.
