Brown Act in order to allow for local legislative bodies to conduct their meetings telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San Mateo County Health Officer on March 16, 2020 (which was then extended on March 31, 2020, and further extended on April 29, 2020), the statewide Shelter -in -Place Order issued by the Governor in Executive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which discourage large public gatherings, the Recreation Center will not be open to the public for the August 20, 2020 Parks & Recreation Commission meeting. Members of the public may view the meeting by logging into the Zoom meeting listed below. The meeting video will be uploaded to the Parks & Recreation Department's website after the meeting. Members of the public may provide written comments by email to recreation@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Parks & Recreation Commission for the appropriate agenda item, please submit your email no later than 5:00 p.m. on August 12, 2020. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Matthews at 7:01 pm via Zoom meeting. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Holzman, Lewis, Matthews, Lee, Pappajohn & Ardito COMMISSIONERS ABSENT: None STAFF PRESENT: Parks & Recreation Director Glomstad, Management Analyst Hager, City Clerk Hassel -Shearer and Recording Secretary Helley OTHERS PRESENT: Mayor Emily Beach Chair Matthews invited Mayor Beach to speak. Mayor Beach expressed thanks on behalf of all of City Council for the incredible work that all the Commissioners do for a day in day out and week in and week out for the City of Burlingame and the Community. She mentioned that the City's Parks and Recreation programs are so valued and are such a huge core part of what makes Burlingame Burlingame. She noted that she was joining the meeting also as a resource and she would like to hear the agenda item COVID-19 Update. 3. APPROVAL OF MINUTES Commissioner Ardito made a motion to approve the January 16, 2020 minutes. The motion was seconded by Commissioner Milne and was approved. 7-0 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS None Parks & Recreation Commission DRAFT Minutes April 16, 2020 7. NEW BUSINESS a. Parks & Recreation Department Update during COVID-19 Director Glomstad reported that as of March 14, 2020 Parks & Recreation cancelled our classes, events and programs and approximately three weeks were left in the Winter session. Due to Shelter in Place, the Department was working with a skeleton crew onsite and others were working remotely. Participants were offered the option of a household credit, a refund or to donate the refund amount to the instructors. Approximately 400 particpant donations were made to instructors. Preschool was cancelled through the end of the school year. However, staff have been scheduling virtural playdates and storytime with the teachers. Mature Adult trips were cancelled and Recreation Coordinator Corrie Fuhrman is reaching out to them during this time to see how they are doing. Due to the County Health Order, picnic areas and basketball courts were closed. After being open for a short period of time, the fields had to be closed since the rules were not being followed. The parks are open for passive use and it appears that people are behaving and following social distancing protocols. The City continued to pay part-time staff paid thru April 8 and then they were furloughed. The spring session of programming was also cancelled. Staff worked with instructors and there are spring session online courses such as fitness, enrichment, and music available. The 9 Sport Award will need to be the 8 Sport Award this year. Staff has opened a virtual recreation center. Activities are posted on Facebook, the P&R website, and Instagram. The sites include activities, sensory bins, virtual field trips and many more activities. The summer session of programming is evolving as the County Health Order changes. Lastly, the move out of the Rec Center is in progress. Staff will be housed in several locations: the Depot, the Public Works building, and the temporary portables in Lot X. The move will be completed by May 1. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Glomstad reported the Anson Burligname Public Art project contract with Fung Collaborative will be on the April 20, 2020 Council agenda. b. Presentation by the Youth Advisory Committee Recreation Coordinator Houghton introduced members of the Youth Advisory Committee. Several members gave updates on the activities the committee has organized and or participated in during the past year. The group presented one of the weekly information videos they have been posting to assist in the promotion and support of local businesses during the unforeseen downturn in the economy due to COVID-19. 1 Parks & Recreation Commission DRAFT Minutes May 21, 2020 Commission thanked the group for all their hard work, creativity, and dedication to the community. b. Youth Field User Organization Validation: Coyotes Lacrosse Club Recreation Supervisor Acquisti presented the staff report recommending Coyotes Lacrosse Club be denied validation because they don't meet the validation criteria, and introduced Recreation Coordinator Sanchez, field coordinator, to answer any questions. Commissioners Milne and Lewis inquired about what would happen if the validation was denied. Supervisor Acquisti responded that, if the validation is denied, the organization will become a field renter. After calculating the fees, the organization would pay less as a renter due to the high amount of non- residents in the organization for which a per player fee is incurred as a validated user. Commissioners asked if the organization was aware of this decrease. Acquisti replied that the organization is aware of fees and is ok with becoming a renter. Motion by Milne (seconded by Ardito): Commission moved to deny the validation application of the Coyotes Lacrosse Club due to not meeting the resident criteria in the Field Use Policy. MOTION PASSED 7-0. c. 30 Ingold — New City Park Glomstad introduced Elaine Breeze from Summerhill Apartment Communities to provide the Commission information about a proposed new park that will be developed as part of the 30 Ingold Road development. Ms. Breeze noted the property at 30 Ingold Road is being developed for mixed -use. The park would be on a 17,785 SF parcel dedicated in fee to the City plus an approximately 690 SF publicly accessible area under a trellis. The park would follow easily identifiable sidewalks with low fencing added to separate the public area from the residential entries. The six onsite mature Redwood trees would be preserved, and fifteen 48" box trees would be planted. The park would include a fitness circuit, lawn area, a trellis with catenary lighting and built-in table seating, a picnic area, built-in games (ping pong and corn hole), bike parking, built-in oversize Adirondack chairs around the perimeter of the lawn, and industrial character perimeter fence along the western boundary. The portion of the park area closest to the residential building would remain under the Summerhill ownership; however, the area would have an easement and be maintained by the City as well as the rest of the park. Commissioner Holman asked if the City would own the land and the park itself. Ms. Breeze said that the "in fee" indicates the City's acceptance to own, operate and maintain the park. Commission's general consensus of the project was positive in regards to the sustainability aspect of landscaping and the grass open area and the games area. d. New Recreation Supervisor — Claudia Vega Recreation Supervisor Claudia Vega introduced herself to the Commission and expressed her excitement to be part of the Burlingame Parks & Recreation team. She previously worked in San Mateo and also ran a non-profit program in San Francisco as a director. She will be supervising 2 Parks & Recreation Commission DRAFT Minutes May 21, 2020 the recreation front office, supervising afterschool programming and vacation camps, and managing facilities. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Director Glomstad reported the start of preschool on June 8 with 3 four week sessions with 12 participants. Youth camps begin on June 29 in the portables with 2 four week sessions with 12 participants and one sports camp at Cuernavaca Park. The online classes held in the Spring session will also be held for the Summer Session. The Summer brochure will be mailed out in June. Preschool Graduation is on June 5. Topgolf has received approval from the Planning Commission and completed its environmental review with a Mitigated Negative Declaration. The fencing is up at the Rec Center, and the Fire Dept. was able to use the building for training. The entry beams will be repurposed to make benches to use in the parks. The bronze plaques will be stored and displayed in the new facility when complete. Demolition will begin the first week in July. The City held an Open House for residents near the Recreation Center to ask questions. Starting June 1, reservations will be allowed for the Washington Park tennis courts Monday through Friday for singles play and/or single-family use. Lap swim and swim team will start at the pool, but the showers will remain closed. b. Commissioners Reports None 9. FUTURE AGENDA ITEMS None 10. Respectfully submitted, Joleen Helley Recording Secretary Parks & Recreation Commission DRAFT Minutes May 21, 2020 BURLINGAME STAFF REPORT To: Parks and Recreation Commission Date: August 20, 2020 From: Margaret Glomstad, Parks and Recreation Director Subject: Open Nomination Period to Fill Two Vacancies on the Parks and Recreation Commission RECOMMENDATION Staff recommends the Commission review the staff report. BACKGROUND At the August 17, 2020 City Council Meeting, the Council will open the nomination period to fill two vacancies on the Parks and Recreation Commission. Commissioners Lewis and Mathews terms expire at the end of October. The City's current commissioner appointment procedure calls for any Commissioner desiring reappointment to apply in the same manner as all other candidates. Both Commissioners are eligible to reapply for appointment. 1
