CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Matthews at 7:04 pm at the Burlingame Community Center, 850 Burlingame Ave, Burlingame. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Holzman, Lewis, Matthews, Lee, Pappajohn & Ardito COMMISSIONERS ABSENT: STAFF PRESENT: OTHERS PRESENT: 3. APPROVAL OF MINUTES (arrived at 7:45) None Parks & Recreation Director Glomstad, Management Analyst Hager, Recreation Supervisor Acquisti, City Attorney Kane and Recording Secretary Helley None Commissioner Milne made a motion to approve the December 19, 2019 minutes. The motion was seconded by Commissioner Pappajohn and was approved. 5-1-1 (Lee abstained & Ardito arrived at 7:45). 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS None 7. NEW BUSINESS a. Design Approval for J Lot Playground Renovation and Proposed Name Change Recreation Supervisor Hager presented the proposed design to renovate the J Lot Playground to Commission. The design theme is inspired by the mural on the wall at the back of the park and the street name on which the park is located. Parks & Recreation Commission APPROVED Minutes January 16, 2020 J-Lot playground is located within the Burlingame Avenue Downtown Business District. Due to the playground's unique location, staff invited the Downtown Business Improvement District (DBID) President Jenny Keheler to serve as the community representative on the J-Lot Playground Committee with Commissioner Milne and City Staff. Included in the discussion was the proposal to change the park name to Primrose Playground, which not only represents the street name but is reflected in the flower designs included in the revised playground design. The name change would require approval from the City Council. Motion by Lee (seconded by Lewis): Commission moved to approve the design and proposed name change for J-Lot playground. MOTION PASSED 6-0-1. (Ardito arrived at 7:45). b. Update to the Parks & Recreation Department Mission Statement Glomstad noted that during the review process of the Parks Master Plan document, Commissioners noticed that the current Mission Statement was grammatically incorrect since the recreational environments, enriching opportunities, and empowering people is not parallel in structure. Motion by Milne (seconded by Ardito): Commission moved to approve the mission statement to remain as is in the power point presentation of the Parks Master Plan document with a correction to the grammar to be done at a future time. MOTION PASSED 7-0. c. Update on the Relocation Plan for the New Community Center Construction Glomstad reviewed the general relocation plan as outlined in the staff report. The portable facilities next to the Lions Hall will house administrative staff and serve as meeting and classroom space. Alternative locations such as the Library and Mercy High School will also be utilized for various programs and meetings. The transition of programming will occur in early April and the target date of demolition of the Recreation Center in May. One supervisor and four coordinators will be located at the Public Works Corporation Yard, and four additional administrative staff will be located at the Depot. d. Presentation by the City Attorney City Attorney Kane presented background on the Ralph M. Brown Act that governs public meetings and legislative bodies. She provided examples of inadvertent serial meetings that can put Commissioners in a compromising position. Responses and actions were also discussed to address challenging situations that Commissioners may encounter to remain transparent and in compliance with the governing Brown Act Rules. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports 2 Parks & Recreation Commission APPROVED Minutes January 16, 2020 Glomstad requested a commissioner volunteer for the Community Center Fundraising effort. She encouraged the commissioners to sign up for the City e-Newsletter to keep informed about activities and happenings within the City. Arbor Day is on March 5 at 11:15 am in Washington Park. The Department currently has a recruitment open for a Recreation Supervisor, a Program Coordinator, and a Parks Lead Worker. b. Commissioners Reports None 9. FUTURE AGENDA ITEMS None 10. ADJOURNMENT There being no further business, the meeting was adjourned at 9:12 pm. The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, February 20, 2020 at 7:00 p.m. at the Burlingame Community Center.
