CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Milne at 7:01 pm at the Burlingame Community Center, 850 Burlingame Ave, Burlingame. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Holzman, Lee, Lewis, Ardito & Matthews COMMISSIONERS ABSENT: Palacio STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Supervisor Acquisti & Administrative Assistant Helley OTHERS PRESENT: JD Bergesen, Program Coordinator; Stanford Grad students 3. APPROVAL OF MINUTES Commissioner Matthews made a motion to approve the May 16, 2019 minutes. The motion was seconded by Commissioner Holzman and was approved. 6-0-1 (Palacio absent) 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS None 7. NEW BUSINESS a. Proposed Installation of Equipped Systems, Inc. Park Lockers Supervisor Acquisti introduced the concept of installing equipment lockers in two Burlingame parks for a six month trial period. She noted the proposal from the Stanford grad students is a system that offers a way for park users to have recreation items on site for easy accessibility. A community member, with the use of a mobile app, can locate a nearby locker, rent equipment, and return it to the locker after use. Equipped Systems, Inc. staff would be responsible for installation, stocking and servicing of the lockers throughout the trail period. Parks & Recreation Commission APPROVED Minutes July 18, 2019 Commission asked questions including color of lockers, vandalism and relevance of items for each park and its amenities. The company will provide grey and orange colored lockers, they will clean up any vandalism and they monitor the amount of use for each item per park and solicit feedback from users via the app to assist in making adjustments for the type of equipment being used at each park. Motion by Ardito (seconded by Lewis): Commission moved to approve move forward with the six month trial in Washington, Ray and Cuernavaca parks. MOTION PASSESD 6-0-1 (Palacio absent). b. Commissioner Clothing After discussion regarding the type of clothing needed for events, Commission decided to order polo shirts, jackets and hats with the Department logo on the front of each and "Commissioner" written on the back of the polo shirts. c. FY 2019-2020 Department Capital Improvement Program (CIP) Projects Glomstad reported the funds for the following projects will be available for the upcoming year: continued automation of irrigation systems in City parks and facilities; safety improvements in Mills Canyon; renovation of fields at Ray Park; Murry natural playground project, and funds allocated into other various CIP accounts for the future synthetic turf replacement for Murray Field and Burlingame School District fields and for other projects such as Burlingame High School Pool renovation project, miscellaneous paving and resilient surfacing repairs. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Glomstad reported on the following: The annual Pet Parade is Sept. 28th, Burlingame on the Ave is Aug. 17-18th; fall registration starts July 31s' and the construction on the Washington Park is on schedule to be done by the end of the year. b. Respectfully submitted, Joleen Helley Recording Secretary 2 Parks & Recreation Commission APPROVED Minutes July 18, 2019 BIJRLIM1FGANIE STAFF REPORT To: Parks and Recreation Commission Date: August 15, 2019 From: Karen Hager, Management Analyst — (650) 558-7317 Subject: Murray Playground Renovation RECOMMENDATION Staff recommends that the Parks & Recreation Commission approve the conceptual design for the Murray Playground renovation as recommended by the Murray Playground Committee. BACKGROUND The playground at Murray Field was installed as part of Burlingame Golf Center and Murray Field Project in 2000. After nineteen years, the playground is out of compliance with ADA, the surfacing is worn and no longer meets the ASTM standards for fall safety. In the 2019-20 Budget, City Council approved a Capital Improvement Project for the demolition and redesign of the Murray Playground. DISCUSSION The Murray Field user groups include AYSO, Burlingame Soccer Club (BSC), Coyotes Lacrosse, and Mercy High School Lacrosse. These groups, particularly AYSO and BSC have long expressed the need for additional practice space. With the demolition of the Murray playground an opportunity arises to create a practice area while still providing a play area for siblings and/or other children who are visiting Murray Field. Conceptual Plan: Staff contracted John Cahalan, Landscape Architect to design a site plan based on input from the Parks & Recreation staff and the user groups. This conceptual plan shows the shifting of the existing playground to the northeast corner which allows for a 60 x 40 grass practice area which can accommodate under 10 soccer teams to practice (Exhibits A & B). The demolition, electrical modifications, installation of the new practice area, and preparing the site for the natural play area will be contracted out. The concept of the play area is to have the Parks Division staff create play elements from natural materials for a unique play experience. These elements would be phased in over time as staff time and funding would allow (Exhibit C). 1 Murray Playground Renovation August 15, 2019 On July 15, 2019, the conceptual plan was presented to the Murray Playground Committee which included Parks & Recreation Commissioners Stephanie Lee and Emily Matthews. In subsequent meetings, the conceptual plan was also shared with the AYSO Regional Commissioner, Jacquie Haggarty and BSC Executive Director, Dusko Rosic and Operations Manager, Nemanja Colovic. The Murray Playground Committee and user group representatives were supportive of the plan, particularly the additional practice area. Timeline: Assuming that the project's contracting process goes smoothly, the Murray Playground renovation will commence in the late fall, 2019. If no construction delays occur, the base project is anticipated to be completed by early 2020. Once the base project is complete, Parks staff will install the natural play area elements as time permits during the 2020 calendar year. Murray Field user groups will be notified of the project timeline when the contract is issued. FISCAL IMPACT City Council has authorized funds for the Murray Playground Renovation as part of the City of Burlingame Parks & Trees Capital Improvement Program. The funds cover the estimated construction costs for the existing playground demolition, creating the new practice field, and adding the natural play elements over time. EXHIBITS A. BACKGROUND The City's IT Department has begun the process of migrating the existing web email server to an upgraded system. The new system will have a new login screen and user interface. DISCUSSION Management Analyst Hager will provide an overview of the new system. FISCAL IMPACT None
