HomeMy WebLinkAboutMin - CC - 1988.02.20L72 CITY OF BURLINGAME CITY COUNCIL STUDY MEETING Saturday, February 20, L988, 9:00 a.m. Main Library Conununity Room Mayor Frank Pagliaro convened the annual work program and goal ses-sion of the Burlingame City Councit and department heads on the above date in the Main Library Community Room at 9 a.m. PRESENT: COUNCILMEMBERS AMSTRUP, BARTON, TEMBI , MANGINI , PAGLIARO STAFF PRESENT:ARGYRES, BECKER, BERGSING, MONROE, PALMER, QUADRI , TOI.]NS, WAGNER The City Manager briefly reviewed 1987 and presented a forecast forL988. He then reviewed a list of the problems, issues, andprojects which we anticipate the city acting on in the upcomingyear. These included major capital projects, discussion of the dump closure, planning issues, budget issues, current service1eve1s, and regional issues. After this introduction, Council began its discussion of various j-ssues. Councilwoman Barton hoped that the planned sewer improvements wouldinclude improving the appearance of the sewer treatment plant. Councilman Amstrup agreed and stated that the pump station in themiddle of Airport Boulevard was unsightly and that $re should do whatever possible to landscape the area. Rich Quadri said that heis looking at ho\n, to hide the pump station which may require thatplanter boxes be installed. Councilman Mangini asked if the police department objected to toyguns which look like real ones. The Police Chief indicated thatthese toys are a dangerous situation for police. Council decidedthat since this is a state wide issue, we should write our legis-Iators concerning the problem. Councilwoman Barton felt we should proceed as quickly as possibleto develop a plan for the dump area next to Bayside Park. MayorPagliaro did not wish to hire an architectural Iandscaping firm atthis time but wished first to look at other alternative uses forthe axea. Council agreed that they should bring this matter backto a study session to discuss the various limitations and potential uses of the property. Councilwoman Barton suggested that the Council should allocate apercentage of the budget to community groups. The consensus of the Council on this matter hras that the City should consider allocating approximately the same amount as last year, $12,000, to a limited number of groups as part of the budget process. Councilman Amstrup asked that the Manager consider as part of his budget including an item to refurbish parts of City Hal1, par-ticularly the Council- Chambers and area for study sessions. MayorPagliaro agreed indicating that he would not object to having anarchitect look at some alternatives. Staff was directed to come upwith a proposal on this matter. Councilwoman Barton stated that she had been approached by a member of the Historical Society who was concerned about ho$, long they were going to be allowed to use the second floor of the Carriage House for their archives. The Park Director indicated that with Mayor Pagliaro brought up the issue of subdivision of large lots inthe city. He felt that in numerous places around the city we have had larqe lots being subdivided which is changing the character ofthe neighborhoods. He had previously sent council a letter on thissubject and discussed it with staff. After some council discussionit was agreed that staff will prepare an urgency ordinance to be considered at Council!s March 7 meeting. The ordinance wil-l con*sider increasing the street frontage and side setback requirementsfor new subdivisions. 773 the additional parklands proposed for development in the Anza area that his department would be needing more space. After some dis- cussion about the possible expansion or relocation of the park cor-poration yard and possible other suitable sights for the Historical Society, Councit directed that staff contact the Historical Societyto assure them that the City has no plans in the next two years that would disrupt their use of the second floor of the Carriage House . Councilman Mangini felt that we need to clean up the debris alongSkyline as well as in the downtown area. He had also previously discussed with the city Manager proposed state legislation on school fees and hazardous building inventories. The follow up ac- tions taken by staff were discussed. Mayor Pagliaro reviewed his l-ist of items. He suggested that the park department look at adding a second basketball hoop to PershingPark because of the existing hoops popularity. However the new hoop should be placed 90o from the existing hoop so fuII court games cannot be held. He also stated that he had met with the Chamber of commerce about planning something for the City's 80th bj.rthday this coming June. The Mayor asked that the City take enforcement actj-on on the res- taurant at Howard and Highland concerning providing a no smoking area. He then suggested that the city consider some type of memorial to Vietnam veterans from the City. Council thought this was a good idea and that possibly it could be incorporated in the proposed City Ha1I renovation. Mayor Pagliaro stated that he had been in Menlo Park and he liked the way that the brick had been laid into the sidewalk in their downtown area. He would like to have the chamber of conunerce check with merchants as to whether they were willing to cooperate financially with the city on a new downtown beautification project similar to the first one. PRESENTATION }II\^IM ARCHITECTS PRELfMfNARY PLANS PARKfNG STRUCTURE A Jack Kemp and George winnacker of I{wM Architects presented the parking structure concept study for Lot A. Two different schemes were presented as well as structures of one, two, or three l-evels with two different facades. After considerable discussion, Coun- cilmembers Barton, Amstrup, and Mangini indicated that they favored a one deck structure which could be expanded to a second deck at some time in the future. Mayor Pagliaro and Councilman Lembi felt that we should be building a structure with two decks at this time.
