REVIEW PRELIMINARY SAN MATEO COUNTY SALES TAX PROPOSALS-- JOINT CITY COUNTY TRANSPORTATION COMMITTEE. ounc]-Iman Amstrup questioned Mayor Pagliaro about the proposed composition of the seven member transportation authority being dis-cussed as the administrative body for the sales tax money by theJoint City/County Transportation Committee. Mayor Pagliaro, chair- man of the Joint city/County Transportatj-on Cornmittee, indicatedthat the current proposals are for a seven member authority made upof five city representatives selected by the City Selection Com-mittee and two members of the Board of Supervisors. The five city members \^tould be chosen as follows: three from judicial districts, one at large, and one city representative from the SamTrans Board. No city could have two representatives . The authorityrs powerswould include whether or not to use sales tax funds to issue bonds and the ability to shift funds between the projects in the proposed transportation funding plan. Councilman Amstrup indicated that he had discussed with a SamTransstaff member the amount of funds currently avail-able from the ex-isting one-hal-f cent sales tax which SamTrans receives. He statedthat SamTrans has programmed $75 million for calTrain and up to $240 million for the BART extension to the airport. He questioned hrhether the priorities for the existing SamTrans half-cent funds are correct. Mayor Pagliaro agreed statj-ng he al-so felt that there was not currently enough money in the County to do both the BART tothe airport project and support the expansion and continuation of CaITrain. Councilwoman Barton felt that Burlingamers posj-tion should be to use SamTransr BART to the airport funds for CalTrain and that we needed to pressure SamTrans. Mayor Pagliaro indicated that he could support this position but the key meeting concerning theCalTrain extension to downtown San Francisco was the upcomingMetropolitan Transportation Commission (MTC) meeting of January 27. He believed that $re need to fight the SamTrans battle on their cur-rent priorities at another time. Councilwoman Barton indicated that she !,ras pleased with the JointCity/county Transportation Committee's work and complimented theMayor. Mayor Pagliaro asked for Council- support concerningflexibility on the authorityrs membership indicating that he feltit may be better to have t\"ro representatives at Iarge. The Council supported this position. Councilman Amstrup reviewed with the Council his idea that the termof the sales tax should be reduced if projects on the list are found not to be feasible. He suggested some type of sunset clause where if projects are dropped, the number of years of taxation are reduced. Council supported this idea but noted that there are cur-rently more projects on the list than dollars available, and forthat reason it might be difficult to secure approval of the sunset concept from the whole coNnittee. Mayor Pagliaro agreed to review the item with the corunittee. Council then discussed the timetable for approval of the tax expen- diture plan given the upcoming MTc meeting. CounciLman Amstrup asked if there would be adequate time to review the plan if MTC does not support the downtown San Francisco extension. The general consensus of the Council was to support the Joint City/County Transportation Committee's proposed expenditure plan at the upcoming meetings. 2.
